The gang of 8 people with many criminal records consumed more than 2 tons of dogs and stole property at phone stores in many localities.

Through the investigation, the Criminal Police Department discovered a group of people specializing in stealing property andconsumption of property obtained by crimein Nghe An province by subjects residing in Dong Loc commune in collusion with subjects residing in Vinh Loc ward. The above behavior caused outrage among the masses.

During the investigation, the police identified the gang as consisting of 8 people with many criminal records, led by Tran Van An (born in 1991), residing in Dong Loc commune, and Luong Van Duong (born in 1962), residing in Vinh Loc ward. To run the gang, An and Duong "recruited" "famous" followers with many criminal records, provided food and accommodation, as well as tools (electric shock, swords, snake bags, tape, motorbikes, etc.) for the gang to "practice their profession" and use as tools to fight against the authorities and people when they were arrested. Dogs stolen from people's houses would be purchased by Duong and then sold.

It is worth mentioning that Tran Van An and Luong Van Duong have criminal records for many crimes, of which Duong has 5 criminal records for the crimes of "Theft of property"; "Receiving property obtained by others through crime" and "Gambling".

Like Duong, Tran Van An has 3 previous convictions for "Theft of property" and "Robbery of property". In addition to Tran Van An and Luong Van Duong, the remaining 6 subjects residing in Vinh Loc ward (Nghe An province) also participated in the theft of property, including: Vo Van Toan (born in 1992, with 5 previous convictions); Nguyen Cong Luu (born in 1990, with 3 previous convictions); Nguyen Quang Hung (born in 1990, with 1 previous conviction); Nguyen Dinh Quyet (born in 1991, with 1 previous conviction); Vo Van Tuan (born in 1989, with 1 previous conviction) and Vo Van Thang (born in 1993, with 2 previous convictions).

To combat and eradicate this criminal gang, the Criminal Police Department, Nghe An Police reported to the Provincial Police leaders to establish a special project. After a period of monitoring and applying synchronous professional measures from July 25 to August 2, 2025, the Criminal Police Department presided over and coordinated with the Professional Departments, Provincial Police, and Police of wards and communes: Vinh Loc, Cua Lo, Dong Loc, Nghi Loc, Nghe An province to successfully break the project and arrest the above 8 subjects for the acts of "Theft of property" and "Receiving property obtained by others through crime", ensuring the safety of people and working groups participating in the project.

Seized evidence: 9 live dogs, total weight 156 kg; 4 motorbikes; 1 homemade electric gun; 1 sword; 15 mobile phones, 1 laptop and related evidence.

The investigation determined that from May 2025 to present, the above subjects have committed more than 50 cases of dog theft and consumption in communes and wards of Nghe An province, with a total weight of stolen dogs of over 2 tons, all of which were sold to Luong Van Duong for consumption.

Expanding the case, in addition to the above dog theft, the authorities also clarified and seized nearly 5 million VND in cash, 10 mobile phones, 1 laptop (total asset value of more than 95 million VND) as evidence of a property theft case carried out by 2 subjects Tran Van An and Vo Van Tuan at a phone store in Nghi Loc district (old).

Currently, the Criminal Police Department, Nghe An Police is temporarily detaining the subjects for investigation and handling according to the law. The number of stolen dogs has also been verified by the Criminal Police Department and returned to the victims.
