21 council delegates received people, only 9 people sent reports

(Baonghean) -In March 2017, the Standing Committee of the Provincial People's Council assigned 21 delegates to participate in receiving people, but only 9 delegates sent reports and 12 delegates did not send reports. It is known that sending reports is a form of monitoring whether delegates participate in receiving people or not.

For a long time, there has been a reality that many issues have been reflected and petitioned by voters and people many times but have been slowly or not resolved; affecting the trust of voters and people in elected bodies - People's Councils at all levels.

This reality raises concerns that the forums for contacting voters of People's Council delegates will no longer be attractive to voters; because in reality, voters come to the People's Council to speak, to be accepted and resolved by the People's Council agency, otherwise they will not come, or if they come, they will not want to express or reflect anymore.

When this actually happens, the People's Council will inadvertently lose its function and mission - representing the will and aspirations of the voters. On the other hand, when the people's voice is not heard, the decisions issued by the People's Council will not be close to reality, and will not solve the immediate problems that life poses.

Fully aware of the above issue, on the basis of legal regulations, since the beginning of the term, the Provincial People's Council has made many innovations in working methods and styles, creating movement, especially in listening and pursuing to the end the opinions and recommendations of voters.

Specifically, recently, based on the synthesis of voters' and people's opinions sent via the online telephone line at the 3rd session (held in mid-December 2016), the 17th Provincial People's Council, term 2016 - 2021, the Standing Committee of the Provincial People's Council issued many documents requesting departments, branches, localities, agencies and units to inspect, resolve and respond according to their authority. In order for voters' recommendations to be thoroughly resolved, the Standing Committee of the Provincial People's Council assigned the Committees and the Office of the Provincial People's Council, in conjunction with the specific responsibilities of full-time delegates and specialists serving the People's Council's work, to monitor and urge progress.

According to Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, through following up and urging the settlement of voters' petitions through the Provincial People's Council hotline, agencies and units also clearly see their responsibilities in inspecting, handling and responding to voters and people; at the same time, rectify the State management work in a number of areas that are showing limitations; gradually strengthen the trust of voters and people in the Provincial People's Council.

For example, through voters' feedback on the compliance with land laws of Dien Hong Agricultural Service Cooperative (Dien Chau district), the Department of Natural Resources and Environment has stepped in to inspect and discovered that this unit leased land in violation of regulations and issued a decision to impose an administrative penalty, forcing the unit to return the money collected from previous leases and at the same time terminate the illegal land lease.

At the same time, some weaknesses were discovered from the Hong Giang Office in certifying land use right lease contracts between cooperatives and individuals; from the Dien Chau District Tax Department when allowing this cooperative to not declare and fulfill financial obligations regarding land and even the state management of land by the People's Committee of Dien Hong Commune.

Or as a citizen in Hung Binh Ward (Vinh City) reported a civil case that was accepted by Vinh City Court in 2010 but has not yet been tried. Based on the request of the Provincial People's Council, Vinh City Court clarified and responded that the reason for the delay was because the judge assigned to handle the case had transferred jobs and was reassigned to another judge; recently the previous judge returned to work at the City Court and continued to accept the case for settlement in the near future.

At the 3rd session, the Provincial People's Council received 42 opinions from voters and people reflecting 102 issues to the session. Up to this point, 11 agencies and units have responded and resolved 17 opinions and recommendations from voters. After reviewing the content of the responses, the Standing Committee of the Provincial People's Council continued to issue 4 documents requesting the units to clarify a number of related issues and notify the voters of the responses; at the same time, requesting 6 units that have not reported to review, consider the content, handle and resolve according to their authority.


Also from the desire to better resolve the opinions and reflections of voters and people, since September 2016, in addition to assigning delegates to participate in monthly citizen receptions with the Provincial People's Reception Council, the Standing Committee of the Provincial People's Council has assigned delegates of the Provincial People's Council to participate in monthly citizen receptions according to the constituency in 21 districts, cities and towns.

Based on listening to people's opinions at the meeting, the assigned People's Council delegates are responsible for making reports to the Standing Committee of the Provincial People's Council to promptly grasp the situation, and at the same time make recommendations to all levels and sectors to resolve the issue. In order to create voters' trust in the Provincial People's Council, the Standing Committee of the Provincial People's Council also requires each delegate to strive, improve their knowledge in all aspects, proactively learn about the local situation before each meeting with voters; increase dialogue, and directly respond to voters' recommendations and reflections.

Participating in some recent voter meetings, we have noticed that many voters' suggestions and reflections are simply questions of voters. When the Provincial People's Council delegates answer and explain, they understand more thoroughly and no longer have suggestions and questions. On the other hand, to limit voters' opinions and suggestions being reflected over and over again without being resolved, creating a feeling of frustration among voters and people, the process of synthesizing voters' opinions, the Provincial People's Council Standing Committee also advocates innovation in this work.

The Standing Committee of the Provincial People's Council is developing a project to improve the quality and efficiency of the Provincial People's Council's operations, along with solutions and mechanisms to monitor and evaluate the performance of duties and responsibilities of the Standing Committee, committees, groups and delegates of the Provincial People's Council.

Specifically, instead of synthesizing voters' opinions and recommendations in the fields of finance, transportation, industry and trade, natural resources and environment... as before, they will now be divided into 3 groups: a group of issues that have been proposed many times but have not been resolved; a group of new but urgent issues and recommendations; a group of recommendations and reflections.

Accordingly, the Standing Committee of the Provincial People's Council will focus on thoroughly resolving groups of pressing issues and making repeated recommendations to reduce the number of repeated recommendations from voters at voter meetings, reduce empty promises from People's Council delegates to voters, and contribute to improving the effectiveness and efficiency of elected bodies...

Obviously, the new movements in the new term of the Provincial People's Council have created more trust among voters in the elected body. However, to truly fulfill the role of the body representing the will and aspirations of voters, the highest authority in the locality, the Provincial People's Council, the Standing Committee, the Committees, the Groups and each delegate of the Provincial People's Council need to continue to innovate in their activities to better meet the requirements of the task. Because in reality, there are tasks that have been given attention but have not been really effective.

In assigning delegates to receive citizens at the constituency, from September 2016 to March 2017, the Standing Committee of the Provincial People's Council assigned 147 delegates to participate in receiving citizens in 21 districts, cities and towns. However, the number of delegates participating in the citizen reception sessions was not really serious and complete; some delegates even participated in receiving citizens but did not submit a report to the Standing Committee of the Provincial People's Council. In March 2017, the Standing Committee of the Provincial People's Council assigned 21 delegates to participate in receiving citizens but only 9 delegates submitted a report and 12 delegates did not submit a report. It is known that sending a report is a form of monitoring whether delegates participated in receiving citizens or not.
