3 years after the hydroelectric dam released floodwaters, Tuong Duong residents who lost their homes are still waiting for resettlement.
(Baonghean.vn) - More than 2 years after losing their homes, dozens of households in Tuong Duong are still living temporarily in tents built along the roadside.
On the afternoon of November 25, National Assembly deputies: Le Quang Huy - Vice Chairman of the National Assembly's Committee on Science, Technology and Environment; Nguyen Huu Cau - former Director of the Provincial Police Department had a meeting with voters in Luong Minh commune (Tuong Duong district).
At the beginning of the meeting, Mr. Le Quang Huy briefly informed voters about the content of the recent session of the National Assembly.
Luong Minh is one of the most difficult communes in Nghe An province. Residents here live scattered along the banks of the Nam Non River. The commune is located between two hydroelectric plants, Ban Ve and Nam Non. This was once known as the drug capital.

At the meeting, voters of Luong Minh wished to invest in some infrastructure. Such as building a hard bridge at the old Xop Mat village to 4 regional villages in Khe Mat. Because this is also an inter-commune and inter-district road with Ky Son, to facilitate the circulation of heavy-duty vehicles, trade goods, develop the economy, eliminate hunger and reduce poverty; upgrade Provincial Road 543B from Cua Rao to Ban Ve. Concrete the road from Coi village to Ca Moong.
Voters also suggested early planning and investment in rebuilding the residential area of Xop Chao village into a group in Xop Vi, because the people of this village are currently scattered into 4 groups. This group wants to go to another group, they have to travel by boat, which does not ensure the safety of their children going to school. It is difficult and complicated for officials and people to travel.

Voters also suggested studying and adjusting forest environmental service policies, increasing the level of payment for forest environmental services for households contracted to protect forests to ensure a minimum standard of living. Continue to implement policies to support the issuance of certificates of forest land use rights and residential land for people in disadvantaged areas and ethnic minorities.

In addition, the Fatherland Front Committee of Luong Minh commune requested functional forces at all levels to help the commune strengthen the elimination of drug-related evils in the commune. Commune leaders said that Luong Minh could not develop partly because of the destructive drug evils. "Nowadays, raising chickens and even getting an egg is stolen. It is impossible to survive here," said a voter at the meeting.
After listening to opinions, representatives of local leaders and relevant sectors directly answered and shared with voters. Regarding some infrastructure that voters wanted to invest in and upgrade, representatives of Tuong Duong district said that it had been included in the plan.
Regarding the resettlement of 46 households affected by the hydropower plant's flood discharge in 2018, the People's Committee of Tuong Duong district said that this is an urgent project, and the province and district are very interested. This project was approved in 2018, initially only 34 households, but during the construction process, 12 more households arose. Therefore, the district is having to expand the scale and adjust accordingly. Currently, the excavation and embankment volume has been 80% completed. This project is expected to be completed in the second quarter of 2021.
Also at the meeting, National Assembly delegate Nguyen Huu Cau directly answered some concerns of voters such as the issue of increasing forest protection fees; the issue of textbooks. Especially the drug situation in the area. “Luong Minh is a very complicated address. During my time as the leader of the Provincial Police, I went here many times. It is a locality famous nationwide with the name "the village without husbands". Because almost all men are arrested for drugs. Although it has decreased significantly, there are still many complications. I agree with the opinion of voters that the drug prevention and control force needs to be stronger", Mr. Cau said.
