The Prime Minister has instructed ministries, sectors, and localities to implement three key, breakthrough tasks to improve the material and spiritual lives of workers and laborers.

The Government Office has just issued Notice No. 37/TB-VPCP summarizing the conclusions of the Prime Minister at the Conference evaluating the implementation of the Regulations on the working relationship between the Government and the Vietnam General Confederation of Labor.

The announcement stated that in 2022, the global and domestic situations were more complex than anticipated; difficulties and challenges increased, creating immense pressure on management and administration, and adversely affecting socio-economic recovery and development, as well as people's lives. However, under the correct leadership of the Party, the effective and efficient management of the State; the decisive involvement of the entire political system; the concerted efforts of the business community and the people nationwide; and the support and assistance of international friends, Vietnam's socio-economic situation continued its positive recovery trend and achieved important results in all aspects.

In the overall success of the country, the coordination between the Government and the Vietnam General Confederation of Labor has made a positive, important, and effective contribution. From the beginning of the year, both sides have actively and proactively coordinated to comprehensively and effectively implement tasks according to the Coordination Regulations, as well as regular and unforeseen tasks; focusing on resolving urgent issues related to employment, income, and the lives of workers; concentrating on socio-economic development, putting the Resolution of the 13th National Congress of the Party into practice; building a team of trade union officials that meets the requirements of the tasks; and building a strong Vietnam Trade Union and a modern, powerful working class.

The Vietnam General Confederation of Labor has successfully selected and implemented the 2022 theme of caring for the employment and living conditions of workers, contributing to the continued effective implementation of the orientations, policies, and guidelines of the Party and State, and Directive No. 16/CT-TTg dated June 14, 2021, of the Prime Minister on ensuring sustainable employment, improving living standards, and improving working conditions for workers; especially focusing on caring for union members and workers during the Lunar New Year. The Vietnam Trade Union has also actively reformed its organization and activities in accordance with Resolution No. 02-NQ/TW dated June 12, 2021, of the Politburo (with 35 projects, programs, and plans to implement the Resolution), building a strong and comprehensive Vietnam Trade Union with the capacity to adapt to and solve problems arising from practice, and effectively performing its functions and tasks in the new situation.

Government ministries and agencies, along with the Vietnam General Confederation of Labor, closely coordinate in developing and improving policies and laws related to workers; the Government and ministries, sectors, and local authorities always pay attention to listening to the opinions of trade unions and workers during the process of developing and improving policies and laws; they carefully listen to, absorb, and direct the handling and resolution of suggestions and proposals from trade unions and workers in a thorough and responsible manner, especially regarding employment, income, and housing for workers.

Both sides will coordinate in disseminating information and strictly implementing the Party's guidelines, policies, and the State's laws, especially Resolution No. 38/NQ-CP dated March 17, 2022, of the Government on the issuance of the COVID-19 prevention and control program. They will highly appreciate the activities of the "One Million Initiatives" program, which aims to overcome difficulties and defeat the COVID-19 pandemic, launched by the Vietnam General Confederation of Labor. They will also cooperate in stabilizing the labor market, especially after the Lunar New Year; and in implementing training and skill development programs for workers, contributing to the strategic breakthrough in human resource training for the country and fostering high-quality human resources.

On behalf of the Government, the Prime Minister commended and highly appreciated the close coordination and effective cooperation of the Vietnam Trade Union, its members, and workers nationwide with the Government in the past period, making an important contribution to the overall success of the country.

The global situation continues to be complex, rapidly evolving, and unpredictable. The economy faces both opportunities and challenges, with more obstacles than advantages, and difficulties intertwined. The Fourth Industrial Revolution is profoundly impacting employment, income, living standards, and the way workers are organized, as well as the labor market and labor relations. Many new issues are emerging in the labor market and labor relations. The number of union members and workers outside the state sector continues to increase rapidly, accounting for a large proportion and influencing the activities of trade unions. In light of these difficulties and challenges, the Prime Minister affirmed the need to adhere to the Government's guiding principle: "Unity and discipline, resilience and flexibility, innovation and creativity, timeliness and effectiveness."

Focus on reforming the organization and operation of trade unions.

Ministries, agencies, and localities should continue to urgently, seriously, effectively, and synchronously implement the tasks according to their assigned functions, duties, and powers; the agreed contents and the coordination regulations signed with the Vietnam General Confederation of Labor.

The Vietnam General Confederation of Labor will continue to closely coordinate and work alongside the Government, jointly and wholeheartedly implementing the key tasks set forth by the 13th National Congress of the Party and Resolution No. 02-NQ/TW dated June 12, 2021, of the Politburo; it needs to continue focusing on comprehensively, decisively, and vigorously reforming the organization and operation of trade unions; proactively research, propose, and participate in building mechanisms, policies, and laws, especially social security and welfare policies for workers; effectively perform its function of representing, caring for, and protecting the legitimate rights and interests of workers, contributing to improving the lives of workers, and building harmonious, stable, and progressive labor relations in the new situation, in accordance with Directive No. 37-CT/TW dated September 3, 2019, of the Secretariat of the Central Committee.

Building a team of trade union officials who are worthy leaders and representatives of the workers.

The Prime Minister requests the implementation of Directive No. 13-CT/TW dated January 17, 2022, of the Party Central Committee on leading the congresses of trade unions at all levels, leading up to the 13th National Congress of the Vietnam Trade Union, term 2023-2028; building a team of trade union officials with courage, intelligence, dedication, and responsibility, worthy of being leaders representing the workers, so that through each trade union official, the trust and affection of union members and workers towards the trade union organization are built and nurtured.

Continue to promote the role of trade unions as an important bridge between the Party and the State and the working class and laborers. Disseminate and promote the Party's guidelines and resolutions, and the State's policies and laws to union members and workers; at the same time, convey and reflect the thoughts, aspirations, suggestions, and recommendations of workers and businesses to the Government and relevant agencies at all levels for timely solutions; pay attention to the work of developing Party members among workers, especially in non-state enterprises.

Developing a sustainable labor market.

The Vietnam General Confederation of Labor continues to coordinate with ministries, sectors, and localities to implement measures to stabilize and develop a flexible, efficient, and sustainable labor market, and to care for the lives of workers. Trade unions at all levels continue to effectively monitor the implementation of wage and bonus schemes for workers by employers.

The Prime Minister requested that Party committees, governments at all levels, and ministries and agencies coordinate with the Vietnam General Confederation of Labor and trade unions at all levels to promptly address the legitimate needs and aspirations of workers, especially regarding sustainable employment and income improvement; compliance with policies and laws by employers; housing and schools for workers' children; health centers and recreational facilities; delayed social insurance contributions and lump-sum social insurance withdrawals; and to focus on building a team of trade union officials at all levels to meet the requirements of the tasks, building a strong Vietnam Trade Union and a modern, powerful working class.

The Vietnam General Confederation of Labor, in coordination with relevant ministries and agencies (Ministry of Education and Training, Ministry of Labour, Invalids and Social Affairs, VCCI, etc.) and local authorities, will continue to do a good job of training and improving the skills of workers in all aspects, first and foremost vocational skills, legal knowledge, political awareness, class consciousness, industrial work style, sense of responsibility, and commitment to enterprises in the spirit of "harmonious benefits, shared risks".

Trade unions must be a channel for participating in the training and development of human resources for the country. This is also a crucial solution for building a modern and strong working class, in accordance with the Resolution of the 13th National Congress of the Party and Resolution No. 02-NQ/TW of the Politburo.

Trade union levels continue to launch and implement emulation movements to overcome difficulties, such as "Excellent Workers, Creative Workers," "High Productivity, Good Quality," and "Excellent Consulting, Good Service"; implement the program "Vietnam Trade Union accompanies the Government in enhancing national competitiveness and sustainable development"; and encourage union members and workers to actively start businesses, innovate, promote initiatives, improve technical skills, increase labor productivity and work efficiency, contributing to the fulfillment of targets and tasks of agencies, units, and enterprises.

The firstThis includes strengthening and accelerating the implementation of tasks to support the creation of sustainable, productive, and high-quality jobs for workers through boosting production and business; resolving difficulties related to declining markets, contracts, and orders for businesses; expanding markets; and simultaneously improving the skills and expertise of workers to meet the requirements of integration and national development.

The Prime Minister assigned the Ministry of Labour, Invalids and Social Affairs to chair and coordinate with the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Foreign Affairs, and the State Bank of Vietnam to implement the plan; Deputy Prime Minister Le Minh Khai will directly oversee the implementation.

By 2030, Nghe An province will need approximately 15,000 social housing units for workers.
