On the afternoon of June 19, the Standing Committee of the Provincial People's Council held a meeting with the delegations of the Provincial People's Council and the Standing Committees of the People's Councils of districts, cities and towns to inform about the expected content and agenda of the 15th session of the 17th Provincial People's Council; at the same time, grasp practical issues to study and include in the content of the session. The 15th session of the 17th Provincial People's Council, term 2016 - 2021, is scheduled to be held for 3 days, from July 20 - 22, 2020. At this session, the Provincial People's Council will consider 26 reports and 19 draft resolutions on socio-economic, national defense and security.
At the conference, the issue raised by the delegates of the Provincial People's Council and the Standing Committee of the District People's Council was related to the implementation of Decision No. 14/2020/QD-UBND dated May 27, 2020 of the Provincial People's Committee on the level of allowances and the process of implementing the level of allowances for people directly participating in the work of hamlets, blocks and villages in the province.

According to Provincial People's Council delegate Tran Van Huong - Vice Chairman of the Provincial Farmers' Association, through contact with voters, there are currently two different understandings in some localities in implementing Decision No. 14/2020/QD-UBND. Some localities believe that the association is established and operates on a voluntary basis, so it is only entitled to allowances when performing tasks assigned by the Party cell secretary and the block and hamlet head. The second understanding is that allowances for people working in the hamlet include when performing tasks assigned by the party cell secretary, block and hamlet head and the work of the association branch.
On the other hand, the effectiveness of Decision No. 14/2020/QD-UBND is calculated from June 10, 2020, which means that the regime is enjoyed from the effective date of the decision, but some places also believe that it will be enjoyed in retrospect for the previous period. Therefore, it is proposed that the Provincial People's Council propose that the Provincial People's Committee provide specific instructions to create consistency in implementation.

Also related to this issue, Vice Chairman of the People's Council of Do Luong district Nguyen Cong Chau said that Decision No. 14/2020/QD-UBND only stipulates the compensation regime for branch heads of branches but does not have other positions.
In addition to Decision No. 14/2020/QD-UBND, many opinions also expressed concerns about the regime for non-professional activists at the hamlet level according to Resolution No. 22/2019/NQ-HDND, dated December 22, 2019 of the Provincial People's Council, which is inappropriate compared to reality, especially for merged hamlets.
The current regime for party secretary and chairman of the People's Council at the commune level has not been implemented yet; the implementation of the regime for those who no longer work at the commune or hamlet level is slow...

Expected 3 questions
In addition to the regime and policies, at the conference, delegates also raised many inadequacies and urgent issues that the Provincial People's Council should pay attention to, such as the need for policies to invest in cultural and sports facilities for merged communes and hamlets; adjusting cement support policies to avoid leveling off to help disadvantaged communes.
It is also important to address the backlog of compensation policies for land acquisition and clearance for projects such as National Highway 1A and Hua Na Hydropower Plant. The province needs to have specific policies for the city to develop into a center of the North Central region.
Some delegates also proposed that the Provincial People's Council should take more drastic measures to handle suspended projects; pay attention to teacher staffing; improve and train the People's Council staff after the grassroots Party Congress...

Based on the opinions of the delegates, the Standing Committee of the Provincial People's Council will synthesize each group of issues to include in the agenda of the 15th session of the Provincial People's Council, term XVII, 2016 - 2021; at the same time, forward to relevant departments and branches for research and resolution.
The Standing Committee of the Provincial People's Council also plans to include three issues in the 15th session, including: urban land management; power grid infrastructure management and rural power grid restoration; and inadequacies in traffic infrastructure management.
