In March 2023, the three suspects rented a room in Me Tri Ha urban area, Me Tri ward, Nam Tu Liem district to live and broker labor.
Suspect Dat posted information about labor recruitment in the construction and job brokerage sectors on social networks. Suspect Quan was responsible for transporting workers while suspect Nguyen found a labor recruitment agency.
On the evening of April 16, Nguyen Van Chien (16 years old, in Song Cong city, Thai Nguyen province) contacted Dat to ask for a job.
Mr. Chien went with Mr. Nguyen Van Cong and Mr. Nguyen Van Thang, both of whom reside in Thai Nguyen province. Suspect Dat took the three people to a motel, waiting to be taken to the labor camp. On the morning of April 17, because the three people did not have money, Quan paid 270,000 VND for the room.
At that time, suspect Quan also said that he had advanced the labor hirer 3 million VND, and that if he did not go to work, he would lose this money. Mr. Cong and Mr. Thang agreed and the whole group followed suspect Quan back to the rented room.
When Quan's group found work, the group of workers refused to go to work. Just to get back the deposit he had paid in advance to the workers, Quan took Thang's motorbike to sell for 2 million VND. After that, Cong and Thang went to Me Tri Ward Police to report the incident.
Working with the police, Pham Trung Quan, Do Xuan Nguyen and Dam Tien Dat confessed their actions.
