(Baonghean.vn) - Of the total 45 universities proposed to stop enrolling in colleges and intermediate schools, there are 3 schools in Nghe An.
The General Department of Vocational Education (Ministry of Labor, War Invalids and Social Affairs) has just sent a document to 45 higher education institutions requesting them to stop enrolling new students at college and intermediate levels from July 1. Among them, there are 3 schools in Nghe An including Vinh Medical University, Vinh Technical Pedagogical University and Vinh Industrial University.

For courses enrolled before July 1, universities will continue to provide training until the end of the course and grant graduation certificates according to the provisions of the Law on Vocational Education and instructions from the Ministry of Labor, War Invalids and Social Affairs.
According to the General Department of Vocational Education, the above proposal is to implement the provisions of the Law amending and supplementing a number of articles of the Law on Higher Education, effective from July 1, 2019. Accordingly, higher education institutions only perform the function of training at higher education levels (including undergraduate, master's, and doctoral degrees). The Ministry of Education and Training is in charge of state management of universities, and the General Department of Vocational Education is in charge of state management of college and intermediate levels.
According to the General Department of Vocational Education, the Law amending and supplementing a number of articles of the Law on Higher Education, which took effect from July 1, 2019, stipulates that universities perform the function of training at all levels of higher education, including: undergraduate, master's and doctoral degrees.
Universities are only allowed to provide college and intermediate training if approved by the General Department of Vocational Education. The 45 universities that were previously asked to stop enrolling students had applied for and received licenses from the General Department to provide college and intermediate training under the Law on Vocational Education. However, the new Law on Higher Education no longer allows universities to provide college training, so they had to stop.
