3 cases where drivers will have their license revoked and must study and retake the test
The Ministry of Transport has just submitted to the Government the Draft Law on Road Traffic Amendments.
It is worth mentioning that this time, the Draft Law on Transport has changed the regulations on granting, re-granting, exchanging and revoking driving licenses.
Accordingly, there are 3 cases where violators will have their driving license revoked and if they want to get it reissued, they must study and take the test again.
Driving license revoked 4 times or more within 3 years or with a total revocation period of over 24 months; the driver violates the provisions of the law on road traffic, causing a traffic accident of a serious level or more (killing 1 person or more, or injuring 2 people and health being damaged by over 60%).

Drivers who violate the above cases, if they need to have their driver's license reissued, must be re-examined after at least 12 months from the date of completion of the handling decision of the competent authority in the form of revocation or deprivation of the right to use the driver's license.
According to Mr. Luong Duyen Thong, Director of the Department of Vehicles and Drivers, Vietnam Road Administration, this is similar to the proposal to calculate points to handle driver violations, without creating additional procedures. This form not only promotes efficiency, raises driver awareness but also surpasses the scoring method that some countries are implementing when having to add new software and procedures.
To track the number of violations by drivers, the Vietnam Road Administration and the Traffic Police Department (Ministry of Public Security) are currently managing driver's license data. Any driver who violates will be updated in this violation management software.
From now on, people can track the number of times their driving license has been revoked through the software of the Vietnam Road Administration. Currently, Decree 100/2019 stipulates 61 violations that, in addition to being fined, the driver will also have their driving license revoked for 1-24 months.
Of these, there are 4 violations that result in driver's license revocation from 22 to 24 months, such as: Driving with alcohol concentration (exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/liter of breath); having drugs in the body; not complying with requests to test for alcohol or drug concentration.
