Land management, compensation, site clearance
VotersHo Dien Thuc (Quynh Luong commune, Quynh Luu district) reported that in 1997, Quynh Luong commune mobilized his family to exchange land to build a campus for Quynh Luong commune's primary and secondary schools. However, during the land exchange process, his family still lacked 186 m2.2The land is adjacent to Road 537B and has not yet been supported with money to build a house. In addition, his family was also required to pay the difference between the departure and arrival places of more than 2.5 million VND. This issue was proposed by him at the 15th session of the Provincial People's Council but has not been satisfactorily resolved.
Voter Nguyen Hoang Cu (Hung Dung ward, Vinh city) reported that the Vinh city People's Committee issued a land use right certificate that overlapped the planned road in lane 6, Nguyen Cong Nghiem street, Tan Tien block, Hung Dung ward.
Voter Le Van Phu and Ms. Nguyen Viet Ha, representing 15 households on Le Duan Street (Vinh City) reported that the Vinh City People's Committee has not yet arranged resettlement land for 15 households when reclaiming land to implement the Vinh University expansion project.

Voter Nguyen Van Thong (Dien Yen commune, Dien Chau district) reported that the Phung Chi Kien Memorial Site has been under construction for 15 years but is still unfinished; during the construction process, vehicles carrying materials damaged the road from Dien Yen commune to the memorial site built by local contributions. The people reported this at the 15th session of the Provincial People's Council, but it has not been implemented yet. Voter Tran Van Truong (Tan Son commune, Quynh Luu district) reported that he was a soldier participating in an international mission to help Laos, and received a one-time subsidy and a health insurance card. However, the health insurance card had an incorrect year of birth compared to the ID card, which affected his right to medical examination and treatment. He has applied for a health insurance card correction for more than a year now, but it has not been resolved yet.
Voter Tran Van Vu (Phuc Thanh commune, Yen Thanh district) requested that all levels pay attention to resolving the regime for teachers who retire early; although he has completed the application according to the instructions, it has not been resolved yet.

The representative of the Trade Union of the Agricultural Extension Agency of Nghi Loc district reported that the agency's staff and workers have not received their salaries for 5 months; requested that competent authorities promptly resolve the salary regime for workers.
Voters of Hung Binh ward (Vinh city) reported that the phenomenon of some individuals gathering to provide administrative procedure brokerage services at the gates of some departments and branches has caused public outrage.

Industry and trade, environmental protection
Voter Tran Van Loc (Le Loi ward, Vinh city) reported that Nghe An Water Supply Joint Stock Company has submitted a request to build a raw water plant from Nam Dan to Vinh city with a proposed selling price of 630 VND/1 m3Raw water, much cheaper than the current price of 1,950 VND/1 m3of Song Lam Joint Stock Company; this project brings benefits to the people but after 6 months of submitting documents to the Provincial People's Committee, there are still no results.
Regarding this issue, voter Lang Dinh Tiep (working at the Natural Resources and Environment Newspaper) requested that the authorities clarify the basis for the Provincial People's Committee to agree on the water price with Song Lam Joint Stock Company at 1,950 VND/m3In addition, the agreement between the Provincial People's Committee and Song Lam Joint Stock Company expired in January 2019, but until now, it continues to collect fees at the previously agreed price.
Voter Nguyen Xuan Hong (Hung Tay commune, Hung Nguyen district) reported that Phu Nguyen Hai Company Limited exploited land without a license in Eo Gio area, Hung Tay commune, and did not fully compensate his family. He requested that competent authorities take measures to prevent the above exploitation.
Voter Nguyen Van Tai (Quan Bau ward, Vinh city) reported that wood workshops and mechanical workshops located in the ward sprayed varnish and PU paint, causing environmental pollution and affecting people's health.
Voter Nguyen Ngoc Nam (Quang Phong ward, Thai Hoa town) reported that the carpentry village in Quang Phong ward causes environmental pollution, affecting the health of surrounding households. He requested that the competent authorities speed up the progress of the project to build a concentrated craft village, which was planned since 2017.
