38/45 civil servants of Vinh Phuc Provincial Department of Education are leaders
The State Audit has just completed an audit of the Department of Education and Training and the Department of Home Affairs of Vinh Phuc province. Surprisingly, the number of leaders in these two departments is greater than the number of employees, with 100% of civil servants in some departments being leaders.

Not only that, the number of leaders appointed is greater than the regulation. Even at the Department of Home Affairs - a specialized agency with the function of advising and assisting the Provincial People's Committee in state management of organizational structure, job positions, civil servant payroll... - there is a department with 9/12 civil servants as leaders.
Department of Education and Training: many departments have 100% civil servants who are leaders
In 2012, the People's Committee of Vinh Phuc province stipulated the functions, tasks, and organizational structure of the Department of Education and Training of Vinh Phuc with 13 departments. By August 2017, the People's Committee of the province decided to have 10 departments, reducing 3 departments.
Of these, 45 are civil servants and 4 are contract workers.
Of the 45 civil servants, the number of leaders from the department board of directors to department leaders is 38 people, including: 1 department director, 3 deputy department directors and heads and deputy heads of departments; accounting for nearly 85% of the department's civil servants as leaders. The remaining 7 people are specialists. In other words, for every 1 specialist, there are 5.4 leaders (!).
Not only that: a source said that at this department, many departments have 100% of civil servants as leaders.
For example, in the inspection department: there are 4 civil servants and all 4 are leaders, including 1 chief inspector and 3 deputy chief inspectors. Not only that, this department also appointed an extra deputy leader compared to the regulations.
The preschool education department also has 100% of civil servants as leaders, including 1 department head and 2 deputy department heads, no specialists.
As for the examination and education quality management department, it was not until July 2017 that it was able to escape the reputation of 100% of its civil servants being leaders when it added 1 specialist, while before that it only had 1 department head and 2 deputy department heads.
Leadership “inflation” also occurs in the secondary education department. This department has 5 civil servants and 4 leaders, including: 1 head, 3 deputies and only 1 specialist. This department also appointed 1 extra deputy leader.
The planning and finance department and the construction project management board of the department each have 3 civil servants and all are leaders: 1 head and 2 deputies.

Department of Home Affairs: the department has 9/12 civil servants as leaders
The State Audit also works on payroll and salaries at the Vinh Phuc Department of Home Affairs, where the ratio of department heads is also too high.
According to Tuoi Tre's investigation, there are 12 civil servants in the emulation and reward committee, of which 9 civil servants are committee leaders and the remaining 3 are specialists.
Mr. Lai Quang Huy - Chief of Office of Vinh Phuc Department of Home Affairs - explained: this department has 15 employees, of which 3 are on contract basis including clerks, drivers and janitors, "and the auditing agency only considers the number of leaders based on the number of civil servants of the department".
Mr. Pham Quang Tue, Director of Vinh Phuc Department of Home Affairs, said that previously the emulation and reward committee was an agency at the same level as a department (when it was still under the Provincial People's Committee, before 2008), so it had 1 head and 2 deputy heads; there were three specialized departments, each with 1 head and 1 deputy head.
So there are 9 leaders, the rest are specialists. When transferred to the department, the same structure was maintained, so there are 9 leaders. Mr. Tue admitted that the leadership ratio is high and the department is reducing it.
Accordingly, 1 deputy head of the emulation and reward department was transferred to work as head of a department under the department; 1 deputy head of the general administration department was transferred to work as a specialist at the department office. Thus, 2 leaders were reduced.
Contradictory and absurd!
The State Audit said that by early September 2017, it will release the audit conclusion report at the Department of Education and Training and the Department of Home Affairs of Vinh Phuc province.
According to the audit agency, although the law stipulates the number of deputies at the department level, there are no regulations at the department level, but if the department level has all the leaders, there will certainly be no specialists to work. Therefore, according to the audit agency, this is an inadequacy in the organizational structure and needs to be adjusted soon.
The audit agency also said that the number of civil servants in the department are all leaders, so the state budget will have to pay additional responsibility allowances for these people. This is very strange, contradictory and unreasonable!
Although the Department of Education and Training had many leaders, on August 23, from the office to the departments, the leaders were all closed and quiet.
Explaining to Tuoi Tre, department director Hoang Minh Quan said that on the morning of August 23, the entire department attended the school year summary conference and arranged for clerical staff to be on duty at the agency.
Regarding the fact that people came to the office without any staff to receive them, Mr. Quan said: "Maybe this is due to negligence"!
Evade the answer When questioned by a Tuoi Tre reporter about why there were so many leaders at the Department of Education and Training, Mr. Hoang Minh Quan - the department's director - refused to work: "The press has the right to contact and access information. We have the responsibility to provide information, but I will not provide it, and will not work today." When we scheduled a meeting, Mr. Quan only came to the office. Then, Mr. Quan called the head of the department office and instructed: "If the reporter inquires about matters related to the issues that the Provincial Party Committee's Inspection Committee is investigating, just report that the department is working with the inspection team and will work later." So what is the responsibility of the department director in relation to the audit results? Mr. Quan said: "The Provincial Party Committee's Inspection Committee is also inspecting me, so I have not worked on this content yet." |
