Enterprise is the center of innovation
"The national innovation system needs to be enterprise-centric," said the Deputy Prime Minister.Enterprises, the state, and research institutes form the three vertices of a triangle, so it does not mean that the state is always on top. In reality, the institutes are the center, the state is on top, bringing the budget down, andBusinesses and universities just stand by and watch.
Openness and transparency in research
The Deputy Prime Minister said that during this term, the Ministry must be the unit with the most scientific management methods and apply leading technology in science and technology management.Among them, the extremely important point is to make research transparent."Why is science and technology not considered a national policy? Because the efficiency of resource use in the industry has not reached society as desired," said the Deputy Prime Minister.
Transparency in all research from project registration to peer review is one of the tools to achieve effectiveness. The Deputy Prime Minister said that this issue must be considered "a directive and must be done during this term. If it cannot be done, then hire a service".
Local science and technology linked to practice
