Based on the opinions and suggestions of voters and people nationwide, the Presidium of the Central Committee of the Vietnam Fatherland Front proposes six recommendations to the National Assembly, the Government, and local authorities.

Chairman of the Central Committee of the Vietnam Fatherland Front, Nguyen Thien Nhan, stated that in preparation for the 3rd session of the 14th National Assembly, the Presidium of the Central Committee of the Vietnam Fatherland Front, in coordination with the Standing Committee of the National Assembly, has compiled 3,288 opinions and recommendations from voters and people nationwide submitted to the National Assembly. Of these, 741 opinions and recommendations were reflected through National Assembly delegations, and 2,547 opinions and recommendations were submitted by the people through the Vietnam Fatherland Front system at all levels.

Based on the opinions and suggestions of voters and people nationwide, the Presidium of the Central Committee of the Vietnam Fatherland Front respectfully proposes six recommendations to the National Assembly, the Government, and local authorities.

Firstly, we propose that the Party and State continue to decisively direct the implementation of Resolution No. 4 of the 12th Central Committee. We urge all Party members, officials, and civil servants, especially the heads of government at all levels, to frankly assess the strengths and weaknesses in leadership, management, and task execution; to continue to enhance responsibility in saving resources and combating corruption and waste; and to resolutely hold accountable Party and government officials for violations committed by Party members, officials, and civil servants in order to maintain the purity and prestige of the Party and State, uphold discipline and the law, and strengthen the people's trust.

We propose that the Government organize a nationwide inspection and review of state management of sand mining and forest protection; resolutely handle violations and report the results at the fourth session of the 14th National Assembly. We also propose that the Chairmen of the People's Committees of provinces and cities issue specific statements and action programs regarding illegal sand mining and deforestation in their respective areas of management, so that the Vietnam Fatherland Front, the press, and the people can monitor them. This should be considered a specific criterion for evaluating the implementation of Central Resolution 4 by provincial and city leaders.

Secondly, we urge all Party and State agencies and organizations, and all Party members, officials, and public employees to promptly and seriously implement the Resolutions of the 5th Plenum of the Central Committee of the Party (12th term) on perfecting the socialist-oriented market economy; continuing to restructure, innovate, and improve the efficiency of State-owned enterprises; and developing the private economy into an important driving force of the socialist-oriented market economy.

The Government, ministries, and local authorities are requested to review, amend, and improve policies and regulations to further enhance the investment environment and support innovative startups; reform administrative procedures; and strongly and synchronously implement the assessment of citizen and business satisfaction with the services provided by state management agencies, in conjunction with the implementation of the Resolutions of the 5th Plenum of the 12th Central Committee.

Thirdly, we propose that the Government direct the Ministry of Agriculture and Rural Development and the People's Committees of provinces and cities to implement the restructuring of the agricultural sector more decisively. Focus should be placed on sectoral planning, creating favorable conditions for businesses to invest in agriculture, especially in the development of high-tech agriculture, safe products, and those with good export potential; providing policies to support farmers and agricultural businesses in applying modern techniques and technologies; prioritizing the development of agricultural processing and preservation industries; promoting the development of new-style cooperatives as suitable economic units to facilitate linkages between the State, farmers, businesses, scientists, and banks; and receiving and implementing State support policies. This will also help farmers negotiate and link with businesses to sell agricultural products, increase added value and competitiveness of Vietnamese agricultural products, gradually reduce fragmented and spontaneous household production, and develop sustainable agriculture.

Fourth, we propose that the Government direct ministries, sectors, and relevant agencies to continue improving policies and laws, and to implement sufficiently strong sanctions to protect the environment and put an end to the illegal exploitation of national resources; to continue enhancing responsibility in state management to ensure that resource exploitation and use are in accordance with regulations, for the right purposes, and economical; and to promptly implement solutions to limit and eventually eliminate riverbank and coastal erosion in localities, especially in the Central and Southern provinces, and to stabilize the lives and production of people in affected areas.

Fifth, we propose that the Government direct ministries and agencies to urgently issue regulations on food safety procedures and standards in food production and business, creating a basis for implementing and monitoring food safety violations and handling food safety violations; we also propose that local authorities be more decisive in inspecting, detecting, and handling organizations and individuals who violate food safety regulations.

Sixth, we propose that the Government direct authorities at all levels to coordinate with the Vietnam Fatherland Front at all levels and the entire population to respond to the Call of the Presidium of the Central Committee of the Vietnam Fatherland Front to implement a three-month intensive campaign to "Pay Gratitude and Repay Debts" in commemoration of the 70th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2017), taking concrete actions to contribute to caring for the relatives of martyrs, war invalids, sick soldiers, and policy beneficiaries, considering this a sacred responsibility and honor towards the glorious past of the nation and the bright future of future generations.
