8 solutions to build grassroots cultural institutions in Nghi Loc
(Baonghean) - In recent years, along with the construction of new rural areas, the movement of building cultural villages has been focused on by Nghi Loc district, especially the construction of cultural institutions. Thereby, creating conditions for all classes of people to enjoy and participate in cultural - artistic, physical education and sports activities.
In order to bring the movement of building "Cultural Villages" into life, in 2015, Nghi Loc District People's Committee developed a Project to improve the efficiency and quality of building Cultural Villages in the district in the period of 2015 - 2020, with 8 solutions. In which, the focus is on building cultural people, aiming at truth - goodness - beauty, as the nucleus to firmly build "Cultural Families", thereby bringing the movement of building cultural villages to truly quality, closely linked to the task of building new rural areas.

In Nghi Phong commune, based on instructions from higher levels, the Village Construction Steering Committee and the commune's cultural unit have developed a specific plan and the cultural village construction movement is the key emulation content of the locality. The commune assigns members of the steering committee to be in charge of hamlets, directly participate in meetings of the Front's working committee, and meet with people to propagate the policy and plan to build a cultural village to each household.
Under the direct guidance of the members of the commune steering committee, the hamlets have implemented the contents of building cultural villages according to the plan to ensure publicity, democracy and create high consensus among the people. In order to promptly encourage the hamlets, the Commune People's Committee advised the Commune People's Council to issue a mechanism to support the building of cultural villages.
Accordingly, each hamlet that registers to build a cultural village will receive support from the commune to build a new cultural house, repair and upgrade the cultural house, build a surrounding wall, volleyball court, purchase furniture for the cultural house, support decoration, purchase bookshelves for the cultural house, and support the organization of the ceremony to receive the title of cultural village with a total cost of nearly 210 million VND. The timely investment and support from the commune has encouraged people in the hamlets to actively respond to the movement to build cultural villages in residential areas.
Typically, in Phong Hung hamlet, although the number of households is small, people almost only produce agriculture, life is still difficult but still actively contribute to completing institutions such as cultural houses, cultural house grounds, volleyball courts, planting trees..., large households contribute up to 3.5 million VND each year, small households also contribute 1.2 million VND.
Mr. Nguyen Dinh Hung - Head of Phong Hung Hamlet shared: “The important thing is to be open and democratic from the construction plan to the level of mobilizing contributions as well as the final settlement of the project. First of all, it must be unified within the Party cell, the Front, and the organizations, then it must be brought to the hamlet for a common agreement. We must make an estimate of how much the project will cost, get consensus, and then collect money to do it. Sometimes, when we collect 50%, the hamlet will spend money to do it and then collect the remaining 50% from the people.” |
Thanks to synchronous solutions, in 2016, Nghi Phong commune built 4 more hamlets: Phong Hung, Phong My, Phong Lac and Phong Van to achieve the title of cultural village, bringing the total number of cultural villages in the commune to 19/22 villages, reaching a rate of 86.4%. In addition, the locality also has 4/4 schools and medical stations achieving the title of "Cultural Unit" and 2 families achieving the title of "Cultural Family".
With synchronous investment in cultural institutions, information and sports, it has contributed to improving the cultural and spiritual life of Nghi Loc people. In Nghi Long commune, currently 16/16 hamlets have built spacious cultural houses with spacious grounds along with volleyball, badminton, table tennis courts, etc.
Ms. Nguyen Thi Ngai - a resident of Nghi Long commune said: "Since the village's synchronous cultural and sports facilities were invested and upgraded, the village's sports movement has developed much more than before, we have the opportunity to exchange and have healthy entertainment after a hard day's work."
Mr. Nguyen Tu Ngoc - Vice Chairman of Nghi Long Commune People's Committee said: "Every year, we direct 16 hamlets to continue to consolidate and build standard cultural, information and sports institutions. We mobilize resources from socialization, and all people have the responsibility to contribute. Thanks to the good implementation of democratic regulations for the people, some children from all over the country have been successful in business. Enterprises have supported the construction and invested in a number of mini soccer fields in the commune."
With the goal that by 2020, the entire district will have 75% of hamlets recognized as "Cultural Village", of which 60 - 65% of cultural villages maintain the title for 5 years or more, in 2017, Nghi Loc District People's Committee has built a mechanism to support the construction of grassroots cultural and sports institutions, specifically: Support hamlets without cultural houses to build new hamlet cultural houses at the rate of 150 million VND/house. |
In addition, submit to the District People's Council to issue a budget support mechanism for hamlets achieving the title of "Cultural Village" to purchase cultural and sports facilities at the level of: 10 million VND/hamlet; support for hamlets selected to build a model of a typical Cultural Village at the level of 10 million VND/hamlet.

Along with that, the district also promotes the construction of a model of socialization of cultural and sports institutions that meet standards. Up to now, 30/30 communes and towns have planned land use for cultural and sports activities, 30/30 communes and towns have spacious and standard cultural houses. In particular, in 2016, the District People's Committee directed the successful construction of the model of "Typical Cultural Village" at the provincial level in Thai Hung hamlet, Nghi Thai commune (1 of 2 models of the province).
Mr. Nguyen Dinh Duong - Deputy Head of the Department of Culture and Information of Nghi Loc district said: "In 2017, Nghi Loc is determined to build 10 - 15 cultural villages. Currently, the Department of Culture and Information continues to direct the grassroots to promote the implementation of Project 03 of the District People's Committee on improving the efficiency and quality of building cultural villages and cultural residential groups. In which, each commune selects at least 1 hamlet to build a model of "Typical Cultural Village". At the same time, organize the appraisal and recognition of cultural village titles. Integrate programs and projects in new rural construction; promptly direct communes to actively mobilize social resources, while allocating an appropriate part of the budget as well as land planning to ensure the completion of synchronous cultural, information and sports institutions".
