Accordingly, the Circular details the list and period of periodic job transfer for civil servants not holding leadership or management positions and officials directly in contact with and handling work in the field of personnel organization at agencies, organizations, and public service units under the management authority of the People's Committees of provinces and centrally-run cities.
Specifically, the list of job positions in the field of personnel organization that must undergo periodic conversion includes:
1. Personnel appraisal to submit to competent authorities for appointment, transfer, rotation, training and development of cadres, civil servants and public employees.
2. Organize recruitment of civil servants and public employees; exams to promote civil servants and public employees; exams to promote professional titles of civil servants.
3. Appraise documents to submit to competent authority for approval of organization and staffing.
4. Appraise projects to establish new or reorganize state agencies, organizations, units and enterprises, non-governmental organizations, and professional associations.
5. Appraisal of dossiers requesting the establishment, merger, division, and adjustment of administrative boundaries at all levels.
6. Appraise documents to submit to competent authorities to decide on forms of emulation, rewards and discipline.
7. Allocate training targets and budget.
8. Manage and implement salary regime for cadres, civil servants, public employees and workers.
The Circular stipulates that the period for periodic job transfer for civil servants and public employees directly involved in and handling the above-mentioned work is from 3 to 5 years.
Circular 03/2022/TT-BNV takes effect from June 1, 2022.
