In 2015, the whole sector comprehensively and focusedly implemented the work program, plan and Resolutions of the Party, the National Assembly and the Government. The whole sector actively and effectively participated in documents submitted to Party congresses at all levels, promoting the advisory role, helping the Government, ministries, branches and localities implement the 2013 Constitution. Law-making work in general, and the implementation of the Law and Ordinance-making program in particular, had positive changes, many important laws were passed by the National Assembly such as: Civil Code (amended), Penal Code (amended), Law on promulgation of legal documents.

In addition, in 2015, the total number of civil judgment enforcement cases was nearly 800 thousand, an increase of more than 12,000 compared to 2014; more than 9.4 million administrative violations were detected, and more than 7.3 trillion VND was fined; the pilot implementation of Bailiffs was successful; judicial administrative work continued to achieve positive results; the development of the team of lawyers and the socialization of notaries continued to be promoted; the development of judicial professions achieved many positive results with the emergence of a team of administrators...

Deputy Minister of Justice Dinh Trung Tung presented a report on judicial work in 2015, term 2011-2015 and work deployment in 2016.

However, in addition to the achieved results, the judicial work still has some shortcomings and limitations such as the number of dynamic debt documents still remaining, the effectiveness of legal education and dissemination work is not high, the execution of major cases related to asset recovery for the state budget still faces many difficulties; the simplification of administrative procedures is still slow, the implementation of administrative procedures is not strict...

At the conference, Director of the Department of Civil Status, Nationality and Authentication Nguyen Cong Khanh presented a report on the implementation of the Law on Civil Status. The Government issued Decree 123/2015/ND-CP regulating administrative reforms in civil status registration to facilitate people and civil status registration agencies. In the four pilot cities under the Central Government, as of January 8, 1,525 cases had been registered for birth and issued personal identification numbers.

Reporting at the conference on the implementation of the Law on Civil Status, Comrade Le Xuan Dai, Standing Vice Chairman of the Provincial People's Committee, said: After the Government's Decree 123, the Provincial People's Committee issued a plan to implement the Law on Civil Status in the locality and organize the dissemination of legal documents throughout the province. Currently, the team of judicial officials is fully deployed and has basic professional capacity to meet the tasks.

Comrade Le Xuan Dai, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, requested that ministries and branches pay attention to organizing professional skills training for the team of cadres and civil servants working in household registration.

The Vice Chairman of the Provincial People's Committee proposed that the Government, ministries and branches should pay attention to speeding up the progress of building an electronic civil status database, promptly issuing forms, organizing professional training for civil status officers, and providing financial support to create conditions for the province to better implement the Law on Civil Status.

Speaking at the conference, Comrade Uong Chu Luu, Vice Chairman of the National Assembly, agreed with the report of the Ministry of Justice and praised the achievements that the sector has made in recent times.

Regarding the direction and tasks in the coming time, the Vice Chairman of the National Assembly suggested that the Judiciary should continue to advise the Party, the National Assembly, the Government, ministries and branches on law-making and strive to have a synchronous, unified, feasible and transparent legal system by 2020, meeting the country's development tasks.

He requested ministries, branches, provinces and centrally run cities to develop and organize the National Assembly's legislative program, complete draft laws that the National Assembly has commented on, and improve the work of inspecting and controlling legal documents. Focus resources on implementing promulgated laws; inspect and urge the implementation of the Law on promulgation of legal documents, end the situation of arrears and illegal issuance of legal documents; strengthen judicial administration work associated with administrative reform and application of information technology./.
