Mr. Son: Cameras to monitor officials and civil servants are connected to the phones of district leaders.
(Baonghean.vn) - To monitor the compliance with discipline, administrative order and improve the quality of public service performance of officials and civil servants, Anh Son district has implemented many good practices.
On June 6, the province's interdisciplinary delegation led by Mr. Bui Dinh Sang - Chief Inspector of the Department of Home Affairs conducted a surprise inspection of discipline and administrative discipline in Con Cuong and Anh Son districts.
Need to focus on assigning tasks to civil servants
Inspecting Chau Khe commune, Con Cuong town and departments under the People's Committee of Con Cuong district, the interdisciplinary inspection team assessed that the commune's compliance with discipline and administrative order has received attention and has had positive changes.
At the time of inspection, there were no officers or civil servants violating working time regulations.

The inspection team noted that the commune should assign tasks in writing to newly recruited and transferred civil servants. The team also pointed out shortcomings when the commune had not yet arranged a schedule for the Chairman of the Commune People's Committee to receive citizens in the work program of the Commune People's Committee; the office did not have the National Emblem.

The results of the inspection of departments and offices under the People's Committee of Con Cuong district showed that the Chairman of the People's Committee of the district has paid attention to and strengthened the work of rectifying administrative discipline.
Since the beginning of 2018, the district has inspected the compliance with administrative discipline in 7/13 communes, towns and departments and offices of the district.
The District People's Committee and specialized departments have issued working regulations and assigned tasks to civil servants in writing. In particular, the Inspection Department and the Department of Labor, War Invalids and Social Affairs have not reassigned tasks to civil servants when there are adjustments to payroll or personnel changes.

The one-stop shop has posted administrative procedures in accordance with regulations. However, this department has not announced working hours, receiving and returning results on weekdays for each field.
The delegation requested the district to direct departments and offices to determine the tasks of each cadre and civil servant to monitor, supervise and urge cadres and civil servants to perform their duties.
Many solutions to monitor cadres and civil servants
On the same day, the delegation conducted a surprise inspection of discipline and administrative discipline compliance in the town and departments under the People's Committee of Anh Son district.
According to the delegation's records, at the time of inspection, the town's officials and civil servants and the departments and offices of Anh Son district strictly followed the working hours. The district issued documents and plans to implement discipline and administrative discipline.

One of the good practices being implemented by Anh Son district is that when officers and civil servants of departments and offices under the district People's Committee go to the grassroots level or handle work outside the office, they must post notices of work content outside the office door so that citizens coming to work can know.
In addition, Anh Son district established a weekly duty unit, according to which each department and office is on duty for 1 week, with the task of checking the compliance with discipline and administrative discipline at least 3 times/week of all departments and offices under the District People's Committee; evaluating the results of key tasks of specialized agencies according to the work schedule submitted to the District People's Committee.
From there, the unit on duty comments on advantages and disadvantages, and reports the results of the week to the leaders at the district's weekly meeting.

In addition, in May 2018, Anh Son district installed camera systems at 10 locations: One-stop shop, reception room, hall, car garage, entrance gate, back gate of the district People's Committee office... It is expected that Anh Son district will install 20 cameras at locations in the district People's Committee office, connecting the internet to the mobile phones of district leaders.
“Installing cameras at the district People’s Committee headquarters will help district leaders monitor and evaluate the attitudes and working methods of officials and civil servants. From there, timely instructions will be given, both to build trust and serve the people better, and to ensure security and order in and out of the district People’s Committee office,” said Nguyen Quoc Anh, Chief of Office of Anh Son District People’s Committee.
