Checking discipline and administrative discipline at the Nghe An Provincial Public Administration Service Center
(Baonghean.vn) - On the afternoon of February 15, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee inspected the compliance with discipline and administrative discipline at the Nghe An Provincial Public Administration Service Center.
Nghe An Provincial Public Administration Service Center is a centralized focal point for specialized agencies under the Provincial People's Committee and a number of Central agencies organized vertically in the province to arrange cadres, civil servants and public employees to receive, guide, resolve or coordinate the resolution of records and return the results of administrative procedure records to individuals and organizations.

Along with that, guide, supervise, track, and urge the settlement of administrative procedures for individuals and organizations according to regulations; participate in proposing solutions to reform administrative procedures, modernize the administration, in which, focus on simplifying administrative procedures and promoting the application of information technology to computerize administrative transactions in settling administrative procedures and providing online public services at the center.

Currently, the center has 20 units receiving and handling administrative procedures at the center (18 provincial departments, branches and sectors; Provincial Social Insurance; Nghe An Electricity Company).
There are 3 partner units with counters at the center: Vietcombank collects fees and charges for departments and branches; Nghe An Post Office performs public postal tasks and sends administrative procedure results to people and businesses' homes; Cua Dong General Hospital consults, supports, and introduces health check-ups to change driver's licenses.

Currently, the Center has 9 officers, civil servants, public employees, and employees of the Provincial People's Committee Office to guide and support people to conduct transactions; return results after being resolved by the units; supervise, monitor, and urge the settlement of administrative procedures of departments, branches, and units.

The total number of administrative procedures under the jurisdiction of provincial departments, branches and sectors received at the center is 1,409 procedures. Of which, there are 551 partially online public services; 858 fully online public services.
The total number of applications received in 2023 at the center is 291,314, an increase of 81,047 applications, an increase of 38.5% over the same period in 2022.

It was recorded that on the first working day of the new year of Giap Thin 2024, the number of people coming to do administrative procedures in person decreased compared to the previous year, because people used online services but it was still more crowded than normal days.
To ensure the settlement of administrative procedures for the people, the staff, civil servants and public employees on duty at the Provincial Public Administration Service Center strictly follow the duty hours and working hours.

Deputy Director of the Provincial Public Administration Service Center Nguyen Dinh My said: It is forecasted that in the coming days, the number of people transacting will increase, the Center has arranged plans for staff to guide and support the timely reception of documents for people and businesses.
At the same time, to improve the quality of online public services as well as reduce congestion at the Center, in recent times, the unit has implemented many effective solutions, specifically: Arranging counters to guide and support the implementation of online public services, fully equipped with modern equipment and machinery.
Coordinate with the Provincial Youth Union to deploy the model of Youth Volunteer Team to guide and support people to submit applications online; cooperate with telecommunications network service providers to guide and support people to register their own phone SIM cards to serve online application submission activities.

Talking with the staff of the Provincial Public Administration Service Center, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh acknowledged and highly appreciated the serious working spirit of the unit on the first working day of the new year.
He emphasized that administrative reform plays a very important role and is a measure to evaluate the effective leadership and management of the Party and authorities at all levels.
According to comrade Le Hong Vinh, in 2023, the province's administrative reform work has had many positive changes, many administrative procedures have reduced processing time, creating more favorable conditions for people and businesses. The results of administrative reform have created favorable conditions for attracting investment and contributed positively to the socio-economic development results of the province.

In that general result, the role and responsibility of the Center is increasingly affirmed through guiding people to receive, transfer, process and monitor the time and quality of administrative procedure settlement. At the same time, through that, it contributes to enhancing the responsibility of departments and branches in settling administrative procedures for people.
The Standing Vice Chairman of the Provincial People's Committee shared about the large workload, there were periods of overload and local congestion, especially some procedures related to the judicial sector and the issuance and renewal of driving licenses with a large number of people transacting; the understanding of many people in using online public services is still limited, so the unit's staff spent a lot of time in providing guidance.

The Standing Vice Chairman of the Provincial People's Committee suggested that the Provincial Public Administration Service Center should continue to uphold its sense of responsibility and be proactive in guiding and receiving and processing administrative procedures for the people.
At the same time, it is necessary to improve the management and operation system, coordinate more smoothly and better to create people's trust in the management of State administrative agencies, and together with the province, continue to improve the rankings of administrative reform indexes in 2024.
