To encourage people to plant winter crops on double-rice land, the People's Committee of Anh Son district has a mechanism to support seeds with 25,000 VND/sao. In addition, to speed up the progress of winter crop production and ensure crop productivity, the People's Committee of the district has directed communes and towns to focus on guiding people on planting and care measures to ensure the plan on area, productivity and output.

The district directed working groups in hamlets to visit each household to encourage them to work hard in the fields and wade through the fields to help the people. Cadres and party members from commune to hamlet who have fields must go out to work first, promptly rewarding groups and individuals who complete early and exceed the planned targets.
