Lesson 1: 'Wherever there are people, there are party members'
With the motto "wherever there are people, there are Party members," the process of identifying, nurturing, and introducing outstanding individuals into the Party is carried out by Party committees and mass organizations within the political system of Que Phong district through the development of models and emulation movements at the grassroots level. Through this, truly enlightened individuals are discovered who aspire to join the Party ranks to "learn, train, contribute, and set an example…".

On September 5, 2024, a ceremony to admit new Party members took place in Lien Phuong village, Chau Kim commune, attracting the attention of officials, Party members, and the people. The ceremony was quite special because the two outstanding individuals admitted were a young couple of Thai ethnic origin who both graduated from Hanoi University of Culture.
They are Mr. Luu Van Tai and Ms. Luong Thi Ty, both born in 1996. “Being admitted to the Party on the same day is not only an honor but also a great motivation for us to continue striving and training ourselves to be worthy members of the Communist Party of Vietnam,” shared new Party member Luu Van Tai.

Born into a poor farming family in Lien Phuong village, Chau Kim commune, thanks to his diligent studies, Luu Van Tai, a young man of the Thai ethnic group, passed the entrance exam to Hanoi University of Culture after graduating from high school. There, he met his wife, Lo Thi Ty, also of the Thai ethnic group from Tuong Duong district, who had moved to the resettlement area in Ngoc Lam commune (Thanh Chuong). After graduating, they got married.
Initially unable to find jobs, the couple decided to leave their hometown to work in factories in Quang Ninh, Hung Yen, Bac Giang, and other provinces. Later, they returned to Lien Phuong village to invest in and develop a livestock farming model, renting abandoned farmland from people who had gone away to work elsewhere, in order to grow high-quality rice.
"Fortunately, I was given the opportunity by the Party Committee and the local government to work as a part-time official in the Party Committee Office. My wife and I were also mentored by core Party members in the Lien Phuong village Party branch to join the Party. We are grateful and promise to strive to improve ourselves, become a bridge between the Party's will and the people's hearts in the village."

The successful recruitment and admission of two university-educated party members is not only a source of pride for their families but also a shared joy for Lien Phuong village. According to Party Branch Secretary Lo Xuan Duc, "these will be the 'red seeds' who will inherit and supplement the high-quality resources for the village party branch."
In Bản Đô village, Châu Kim commune, there is also a couple striving to join the Party. They are Ms. Mạc Thị Hoàng (born in 1987) and Mr. Vi Văn Sinh (born in 1985). Despite being busy with their construction materials business, this couple actively participates in and enthusiastically supports various movements in their village. Therefore, the Party branch has chosen them to nurture into Party membership.

"Initially, my husband and I were hesitant because we were afraid it would affect our business and that we would be bound by certain rules. But after being encouraged and motivated by the Party members in the branch, we decided to join the Party to train ourselves and strive to become good citizens, setting an example in complying with the policies and regulations of the locality," Ms. Hoang confided.
"The Party awareness training course had over 70 participants, mostly cadres and teachers, but at the end of the course, I was one of the five who achieved an 'Excellent' rating. That motivated me to resolutely join the ranks of the Party."

Currently, Ms. Mac Thi Hoang has received support from the Do village Party branch to complete her application for membership, while Mr. Vi Van Sinh has just completed a training course on Party knowledge and is determined to strive to soon become a member of the Communist Party of Vietnam.


From the realization that being admitted to the Party is an honor for each individual, as well as an opportunity to contribute and grow, many Youth Union members and young people in Que Phong district have continuously strived in all aspects to join the ranks of the Party.
For Ms. Luong Thi Huynh, from Ang Dua village, Thong Thu commune, "the moment of raising my hand to take the oath before the national flag, the Party flag, and the portrait of President Ho Chi Minh during the Party membership ceremony is an unforgettable memory in my life, both moving and proud..."
Previously, after graduating from Law University and returning to her hometown, young woman Luong Thi Huynh enthusiastically participated in activities in her village and was nurtured by the Ang Dua village Party branch to join the Party. Huynh's admission to the Party on November 22, 2023, was a source of pride for her entire family.

“The night before my daughter Huynh was admitted to the Party, I tossed and turned all night, unable to sleep, just hoping for dawn to break so I could go to the cultural center to witness her admission ceremony. I felt so happy and proud,” said Mrs. Quang Thi Hue, mother of Luong Thi Huynh.
Currently, Ms. Huynh has been hired as a warehouse accountant at Goertek Company, a company specializing in electronics in Bac Giang. "I am always conscious that as a Party member, no matter what I do or where I am, I must be a pioneer and a role model," Luong Thi Huynh shared.
Striving to join the Party for self-improvement, dedication, and personal growth is also the aspiration of many students at Que Phong High School. A typical example is Va Y Xong, a Mong ethnic minority student from Muong Long village - an area about 30km from the center of Tri Le border commune, along a winding, isolated road clinging to the mountainside.

Here, the lives of the people are still difficult, and many backward customs persist. Hmong women in the village spend their days working in the fields and their evenings confined to their homes, rarely venturing outside. Many women do not speak the common Vietnamese language and have to attend literacy classes organized by the Border Guard. Therefore, the fact that young girl Va Y Xong joined the Party while still a high school student has become a source of pride and a shining example for the younger generation in the village.

Teacher Nguyen Dinh Hai - the homeroom teacher of Y Xong - said: "Coming from a poor farming family in a remote village, Y Xong has always strived to overcome obstacles, diligently studying while being a role model and enthusiastically participating in class and school activities. She is a diligent and enthusiastic academic officer of class 12A4. Xong's admission into the Party is entirely deserved."
And Ý Xồng expressed: “Being nurtured, guided, and given the opportunity to join the Party at the age of 18 by my teachers is a source of happiness and an unforgettable memory in my life. This is also a source of encouragement and a foundation for me to become a useful citizen for society.”


While young people strive to join the Party for self-improvement, dedication, and personal growth, for older individuals like Mr. Vi Van Thuong, a Thai ethnic minority born in 1967 in Do village (Chau Kim commune), joining the Party is about "setting an example for their children and grandchildren."
In a conversation with us, Mr. Vi Van Thuong sincerely confided: "Previously, I also had the desire and attended Party membership training, but due to difficult economic circumstances, my wife's serious accident and subsequent frequent illnesses, and my three children being of school age, I didn't have the opportunity to fulfill my wish. Now that my children are grown and I am serving as the village militia leader, I want to join the Party to set an example for future generations, not to seek fame or fortune."

With the support of the Do Village Party Branch, in January 2023, Mr. Vi Van Thuong had the honor of joining the Party. According to the Secretary of the Do Village Party Branch, Mr. Luong Tien Duy: "Given the current difficulties in recruiting and developing Party members, having another exemplary Party member like Comrade Thuong, who is diligent and hardworking in economic development, is good news for the Party branch. It is also a motivating factor and an inspiration for the younger generation to strive and emulate."
As for Mr. La Van Hoa, Chairman of the Hong Phong Ward Farmers' Association (Kim Son town), September 8, 2023 marked a significant event in his life when he had the honor of joining the Party at the age of 59.

When Mr. Hoa wrote his application to join the Party, some people advised him that since he was getting older, he should retire... However, Mr. Hoa thought, "Previously, due to difficult family circumstances, I had to put aside my dream of studying early to find a way to make a living and escape poverty. Now that my family's finances are stable, if I become a Party member, participate in Party activities, and fully understand the Party and State's policies and guidelines, I will be able to do a better job as the Head of the Farmers' Association branch in my block."
On the other hand, through extended meetings, Mr. Hoa learned that Party development work in rural areas is currently facing many difficulties because many young people have gone away to work, and those who remain in the locality are preoccupied with economic activities and are not enthusiastic about village affairs. Therefore, he thought that if an older person like himself joined the Party, it would set an example for the younger generation to strive for.
The Party branch doesn't have many potential Party members, so when they heard Mr. La Van Hoa express his desire to join the Party, the Party committee was very pleased. After consulting with the higher-level Party committee, the branch assigned Party members to assist and help Mr. Hoa prepare his membership application."

During our visit to the farm of Party member La Van Hoa in the San Huong hilly area, the Secretary of the Party Committee of Kim Son town, Hoang Trung Thong, shared: "Comrade Hoa is a prime example of the will to strive for economic development at the household level. From raising buffaloes, cows, and local chickens to planting sugarcane, acacia trees, fruit trees, and vegetables... he has pioneered in everything he does. Currently, his family's farm generates an average income of 150-200 million VND per year."
In addition, La Van Hoa, the head of the Farmers' Association branch, actively propagated and mobilized people in the block to expand the road to the production area; convert inefficient rice fields to sugarcane cultivation; participate in pig and cattle farming groups, acacia planting groups, etc., to exchange and share experiences in production and animal husbandry, contributing to poverty reduction and the construction of new rural areas in the locality.
As a result, Comrade La Van Hoa was commended by Que Phong district as an outstanding farmer in production and business; a model in implementing Directive 05, and a model in skillful mass mobilization.

Speaking with us, Comrade Truong Thi Tuyet Mai, Head of the Organization Department of the Que Phong District Party Committee, said: "The aspiration of individuals like Comrade La Van Hoa to join the Party ranks, to better understand its policies and contribute more to the people and the community, is truly commendable. This demonstrates that it is never too late to strive to join the Party for anyone with a legitimate desire, determination, and a spirit of dedication… Wherever there are people, there will be Party members!"
