Nghe An Provincial Party Executive Committee orients key tasks and solutions for the last 6 months of 2022

At the regular conference of the second quarter of 2022, after listening to the Party Executive Committee of the Provincial People's Committee report on the socio-economic situation, national defense, security, administrative reform, and foreign affairs in the first 6 months of the year; orientation of a number of key tasks and solutions for the last 6 months of 2022, the Provincial Party Executive Committee discussed and concluded:

In the first six months of 2022, the whole province implemented its goals and tasks in the context of complicated developments in the world and the region; the widespread spread of Covid-19, high prices of raw materials and fuels, adversely affecting production, business and people's lives. With the strong leadership, direction and management of Party committees and authorities, the synchronous participation of the political system, the consensus and efforts of all classes of people and businesses, the implementation of goals and tasks achieved many positive results.

GRDP growth rate is estimated at 8.44%, of which: Agriculture, forestry and fishery is estimated to increase by 4.14%; industry - construction is estimated to increase by 11.65% (industry alone is estimated to increase by 12.67%); services are estimated to increase by 9.22%; the new rural construction movement continues to be actively implemented. Budget revenue increased quite well, estimated to reach 67.4% of the estimate assigned by the Provincial People's Council.

Foreign affairs, investment attraction, and business development continue to be innovated in a focused, key, and effective direction, in line with the actual situation. The work of preventing and fighting the Covid-19 pandemic is focused on, directed resolutely, synchronously, and effectively. Social security work, policies, and ensuring stable people's lives are given attention and well implemented; Maintain and flexibly organize educational and training activities; successfully complete the programs and exams of the 2021-2022 school year. Organize well the important events and holidays of the province and the country.

The direction and administration of the government and administrative reform have many innovations and positive changes. National defense and security are ensured, social order and safety are stable; citizen reception, complaint and denunciation settlement are carried out seriously; foreign affairs activities are directed and implemented effectively...

Regarding the tasks and solutions for the last 6 months of 2022, the Provincial Party Executive Committee agrees with the tasks and solutions as reported by the Party Executive Committee of the Provincial People's Committee; at the same time, it requires Party committees, Party organizations, authorities, and sectors to continue to overcome difficulties, be proactive, creative, and resolute in implementing the set goals, targets, and tasks, focusing on the following key contents:

1.Focus on preparing well the content of summarizing 10 years of implementing Resolution No. 26-NQ/TW, dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020; complete the draft report on the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and submit it to competent authorities for appraisal and approval.

Speed ​​up the progress of building, approving and implementing the remaining key programs and projects under the Action Program to implement the Resolutions of Party Congresses at all levels and the Resolution of the 13th National Party Congress.

2.Focus on implementing tasks and solutions for socio-economic recovery and development in 2022 according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government with a spirit of determination, perseverance, proactiveness, creativity and flexibility to complete the targets at the highest level. Create conditions to promote production and business activities, especially in industries and fields with potential and advantages. Strengthen disease prevention for crops and livestock; deploy summer-autumn and winter-spring crop production on time and prepare well for winter crop production. Improve the efficiency of management, exploitation and use of natural resources, environmental protection; proactively and effectively respond to climate change, prevent drought, forest fires, floods and storms. Speed ​​up the appraisal and approval of the Land Use Planning for the 2021 - 2030 period. Focus on completing the new rural construction target in 2022.

3.Focus on accelerating the disbursement of public investment capital, especially for projects such as the North-South Expressway, coastal roads, Vinh-Cua Lo Boulevard, Oncology Hospital, etc., considering this as the most important measure to promote growth, and as an annual emulation ranking criterion for collectives and leaders. Localities and units must have specific solutions to disburse all public investment capital in 2022. Conduct reviews and resolutely transfer capital plans from projects with slow disbursement to projects with good disbursement progress but lacking capital. Focus on removing bottlenecks in key infrastructure, such as Vinh Airport, Cua Lo deep-water port, etc.; urge to accelerate the implementation of projects, especially large projects in the Southeast Economic Zone, industrial parks, etc.

4.Continue to strongly improve the investment and business environment in a practical and effective manner; actively implement solutions to support and develop enterprises, especially reviewing and cutting administrative procedures; organize dialogues to resolve difficulties and obstacles for enterprises. Grasp the supply and demand of goods, control market prices; promote the application of e-commerce, trade promotion, support enterprises in finding markets and consuming goods.

5.Strengthen the implementation of solutions on budget collection, revenue development, and prevention of revenue loss and tax arrears. Promote thrift practice and combat waste, especially in regular expenditure.

6.Improve the quality of medical examination and treatment, health care for people; continue to effectively prevent and control Covid-19 and other epidemics. Organize the 2022 high school graduation exam well; deploy tasks for the 2022-2023 school year in accordance with regulations. Pay attention to job creation, poverty reduction, ensuring social security, and policies for people with meritorious services. Timely resolve issues of public concern, such as: clean water, waste, environment. Direct and organize well events and activities to celebrate major holidays in accordance with the practical situation. Strengthen state management of press, publishing, and communication, orient public opinion, create trust, solidarity, and consensus among all classes of people, contribute to promoting socio-economic development, ensuring national defense and security; strictly handle violations in press activities and the use of social networks.

7.Continue to promote administrative reform, improve the effectiveness and efficiency of state management; promote digital transformation in the operations of state agencies and the political system. Strictly implement administrative discipline and order, improve public ethics of cadres and civil servants, especially leaders, to create strong changes in administrative reform. Direct the complete resolution of material facilities and related issues in communes, blocks, hamlets and villages after the merger. Continue to review and arrange the organizational structure of agencies, localities and units towards streamlining, effectiveness and efficiency associated with the implementation of job position projects, streamlining payroll, restructuring the team of cadres, civil servants and public employees.

8.Continue to perform well local defense and military tasks; focus on preparing and organizing well the defense and civil defense drills at the provincial and district levels in 2022. Strengthen the work of ensuring political security, social order and safety, fire and explosion prevention, natural disaster prevention and search and rescue. Perform well the work of receiving people, resolving complaints and denunciations; promptly and thoroughly handle complicated and prolonged cases.

9. Strengthen foreign affairs activities, promote investment, and seek markets suitable to the practical situation. Continue to coordinate closely, comprehensively, and effectively with the provinces of Laos bordering Nghe An.
