On the morning of August 13, Vinh Hung Ward Party Committee held the 1st Congress of Delegates for the 2025 - 2030 term. The Congress determined the direction, goals, tasks, and solutions for the next 5-year development period.
Attending and directing the Congress were comrade Phan Duc Dong - Member of the Standing Committee of Nghe An Provincial Party Committee, Party Secretary, Chairman of the People's Council of Truong Vinh Ward, Head of Working Group No. 11 of the Standing Committee of the Provincial Party Committee.
Also attending the congress were comrades: Nguyen Van Hai - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Committee's Internal Affairs Department; Ho Sy Nguyet - Deputy Head of the Provincial Party Committee's Organization Department, leaders of provincial departments, branches and sectors and members of Working Group No. 11 of the Provincial Party Standing Committee and Standing Committees of the Party Committees of wards (formerly belonging to Vinh city). 239 party members representing more than 4,000 party members in the entire Vinh Hung Ward Party Committee attended the congress.
Growth rate higher than the provincial average
Vinh Hung Ward Party Committee was established on the basis of merging and consolidating the Party Committees of 4 wards and communes: Quan Bau, Hung Dong, Nghi Kim, Nghi Lien. The Party Committee has a total of more than 4,000 members, operating in 107 affiliated Party organizations.
In the 2020 - 2025 term, the Party Committees of the 4 wards and communes before the merger and Vinh Hung ward at present have united, made efforts, promoted the strength of the entire political system, and the consensus of the people to carry out political tasks in the fields of socio-economy, national defense - security and Party building, and the political system.
Notably, the economy continues to grow well, with an estimated average growth rate of 9.3% in the 2021-2025 period, higher than the provincial average. Per capita income is over 109 million VND (in 2025), with an average growth rate of 9.7%.
The economic structure has shifted in a positive direction. Industry and construction account for 53.97%; services and trade account for 44.73%; agriculture 1.3%. Total social investment capital in the 2020-2025 period is estimated at 18,023 billion VND.
With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the Congress sets out the common goal for the 2025 - 2030 term, building a comprehensive and strong political system, operating smoothly, effectively and efficiently; promoting the strength of national solidarity, innovation and creativity to develop Vinh Hung ward into a rich, civilized and modern one; rapid and sustainable economic development; people's material and spiritual life and health are constantly improved; the infrastructure system continues to be invested in, upgraded synchronously, adapting to climate change; national defense and security are maintained.
The Congress also set out 20 targets; 5 key task groups; 3 breakthroughs and 4 main solutions in leadership and direction to realize the set goals.
The Congress approved the decisions of the Provincial Party Standing Committee on appointing the Vinh Hung Ward Party Executive Committee, term I, 2025-2030, consisting of 22 comrades and the Ward Party Standing Committee, consisting of 10 comrades.
Build an action program that is progressive, clear about people, work, and results.
Speaking at the Congress, on behalf of the Provincial Party Committee Standing Committee, Comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Party Secretary, Chairman of the People's Council of Truong Vinh Ward, Head of Working Group No. 11 of the Provincial Party Committee, suggested that the Congress should clearly orient the long-term vision, correctly and clearly identify the strengths and development motivation of Vinh Hung Ward to have breakthrough solutions for the entire term.
He also suggested some specific directions; the focus is to continue to closely follow and realize the development goals according to the orientation of the Politburo, the Provincial Party Committee and the plans approved by the Government; at the same time grasp, adjust and catch up with the trend of civilized and modern urban development.
Focus on planning, implementing and managing planning in line with the trend of green - smart - modern urban development. Lead economic development in a modern and sustainable direction; develop clean agriculture, use high technology; encourage the development of the private economy and new economic models such as digital economy, green economy, circular economy in the spirit of Resolution No. 68 of the Politburo.
Comprehensively care for cultural and social fields, improve people's quality of life; promote administrative reform, develop e-government, towards digital government, smart cities, focusing on comprehensive digital transformation, widely deploy the emulation movement "The whole country innovates and transforms digitally" and the movement "Digital education for the masses".
Strengthen national defense and security, build and rectify the Party and the political system of the ward to be strong, streamlined, operate effectively and efficiently, and quickly respond to the requirements and tasks of the local government.
