The report on the results of citizen reception, receipt and handling of complaints and denunciations of the Provincial People's Council affirmed that the work of citizen reception, receipt and handling of complaints and denunciations has had many clear changes, and the quality is increasingly improved.
On the afternoon of November 14, the survey delegation led by comrade Do Van Duong - Deputy Head of the People's Aspirations Committee under the National Assembly Standing Committee had a working session with the Standing Committee of the Provincial People's Council on citizen reception activities of People's Council delegates and People's Council delegates at all levels. Attending the meeting were Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; representatives of departments and offices of the Provincial People's Council. |
Accordingly, the Standing Committee of the People's Council and People's Council delegates at all levels have implemented the regime of regular, periodic and ad hoc citizen reception according to regulations; spent time directly meeting and dialogue with citizens, listening to their thoughts and aspirations to promptly guide, explain, respond and resolve in accordance with policies and laws citizens' reflections, recommendations, complaints and denunciations...
Results of citizen reception: from July 1, 2014 to June 30, 2017, the Standing Committee of the People's Council and People's Council delegates at all levels received over 612 citizens. Of which, the total number of receptions at the district level was about 6,100; at the commune level was about 18,300.
The total number of cases received through citizen reception activities is over 11,000 cases (including about 2,200 complaints, 1,300 denunciations, and 7,500 recommendations and reflections).

Regarding the reception and handling of citizens' complaints and denunciations, all petitions sent by citizens to the Provincial People's Council have been directed by the Standing Committee of the Provincial People's Council to the Office's support department to monitor, receive, study, and advise on each specific case to have an appropriate form of handling.
After receiving the report on the settlement results by the competent authorities, the Standing Committee of the Provincial People's Council announced the settlement results to the citizens.
In addition, the Standing Committee of the Provincial People's Council shall supervise and survey the settlement of citizens' complaints and denunciations by reviewing reports from relevant agencies; organizing surveys and establishing delegations to supervise the work of receiving citizens and settling complaints and denunciations at departments, districts, cities and towns.

At the working session, the Provincial People's Council shared experiences and difficulties in receiving citizens, receiving and handling complaints and denunciations with the National Assembly's survey delegation. The delegates focused on discussing solutions to improve the spirit and responsibility of Provincial People's Council delegates in receiving citizens, receiving and handling complaints and denunciations.
Delegates suggested that the National Assembly soon issue a new Resolution on promulgating regulations on the operation of the People's Council and documents guiding the implementation of the Law on supervisory activities of the National Assembly and People's Councils.
In particular, clearly defining the responsibilities and powers of the People's Council, the Standing Committee of the People's Council, People's Council delegates and the specialized department advising on this work; building a stable legal system to reduce the occurrence of complaints and denunciations due to changes in legal policies.
The opinion of the People's Council delegates of Nghe An province is concerned that the elected body does not have the authority to resolve citizens' petitions, complaints and denunciations, so should it not perform citizen reception work but only supervise citizen reception.
In addition, it is necessary to have specific regulations suitable for mountainous, rural and urban areas in receiving citizens; organize training courses on knowledge and skills in receiving citizens, receiving and processing petitions and supervising the settlement of complaints, denunciations and recommendations for the Standing Committee, People's Councils at all levels, cadres and civil servants working in consulting on handling complaints and denunciations; pay attention to the citizen reception regime of elected agencies...

Appreciating the work of receiving citizens, receiving and processing petitions and supervising the settlement of complaints, denunciations and recommendations of the People's Council of Nghe An province, the Deputy Head of the National Assembly's Petition Committee requested the Standing Committee of the Provincial People's Council and People's Council delegates at all levels to improve their spirit and responsibility, and act as a bridge with relevant agencies to resolve citizens' complaints and denunciations.
Comrade Do Van Duong acknowledged the recommendations of the Provincial People's Council. The recommendations will be compiled by the delegation and sent to the National Assembly Standing Committee to promptly amend and supplement regulations on citizen reception, receiving and processing petitions and supervising the settlement of complaints and denunciations in accordance with reality./.
