Street vendors, motorbike taxi drivers, and unemployed people officially receive financial support
The Prime Minister has just issued Decision 15/2020/QD-TTg regulating the implementation of support policies for people facing difficulties due to the Covid-19 pandemic.
Accordingly, forEmployees who temporarily suspend the performance of their labor contracts or take unpaid leave, employees are supported when meeting all of the following conditions: The period of suspension of labor contract performance, unpaid leave during the term of the labor contract is from 1 consecutive month or more from April 1, 2020 to June 30, 2020 and the time of starting the suspension of labor contract performance, unpaid leave from April 1, 2020 to June 1, 2020.
Currently participating in compulsory insurance as of the time immediately before suspending the performance of the labor contract or taking unpaid leave.
Working at businesses that have no revenue or no financial resources to pay salaries due to the impact of the Covid-19 pandemic.
Enterprises shall make a list of employees whose labor contracts are temporarily suspended or on unpaid leave, ensuring the conditions as prescribed above. Request the workplace union (if any) and the social insurance agency to confirm this list.
Within 3 working days from the date of receiving the list as requested by the enterprise, the social insurance agency shall confirm the employee's participation in social insurance and send it to the enterprise.
Enterprises submit their dossiers to the People's Committee of the district where their headquarters are located. Within 3 working days from the date of receiving the complete dossiers, the People's Committee of the district shall appraise them and submit them to the Chairman of the People's Committee of the province. Within 2 working days from the date of receiving the complete dossiers, the Chairman of the People's Committee of the province shall issue a Decision approving the list and support funds; and at the same time direct the implementation of support payments.
The support level is 1.8 million VND/person/month, not exceeding 3 months from April to June.
For business households, the condition for receiving support is that the revenue in 2020 is less than 100 million VND, determined as of January 15, 2020; temporarily suspending business from April 1, 2020 according to the Decision of the Chairman of the Provincial People's Committee implementing Directive 15 of the Prime Minister.
The application is sent to the People's Committee at the commune level. Within 5 days, the People's Committee at the commune level confirms the temporary suspension of business operations of the business household; publicly posts it; compiles and reports to the Tax Department. Within 2 working days, the Tax Department appraises and submits it to the People's Committee at the district level for compilation. Within 3 days, the People's Committee at the district level reviews and submits it to the Chairman of the People's Committee at the provincial level. Within 2 working days, the Chairman of the People's Committee at the provincial level issues a decision approving the list and support budget. In case of no support, the Chairman of the People's Committee at the provincial level shall notify in writing and state the reasons.
Businesses that temporarily suspend operations will receive support of 1 million VND/month, from April to June.
For employees whose labor contracts or employment contracts are terminated but are not eligible for unemployment benefits, employees are supported financially when they have signed a labor contract or work contract before April 1, 2020 and are participating in compulsory social insurance; terminate labor contract or work contract between April 1, 2020 and June 15, 2020 but are not eligible for unemployment benefits; have no income or have income lower than the near-poverty standard as prescribed in Decision 59/2015 of the Prime Minister.
Based on the review of the commune and district levels, the Chairman of the Provincial People's Committee approves the support list and makes payment after 3 working days.
Support level is 1 million VND/person/month, maximum for 3 months

Notably, for workers without a labor contract who lose their jobs, the support conditions are that the workers have lost their jobs and have incomes lower than the near-poverty standard as prescribed in Decision 59/2015 of the Prime Minister during the period from April 1, 2020 to June 30, 2020; legally residing in the locality; working in the non-agricultural sector, doing one of the following jobs: street vendors, small traders without a fixed location; collecting garbage and disabled people; loading and transporting goods; driving two-wheeled motorbikes carrying passengers, cyclo carrying passengers; mobile lottery retailers; self-employed or working at businesses in the fields of food, accommodation, tourism, and health care.
Based on actual conditions, the Chairman of the Provincial People's Committee decides on other support subjects besides those mentioned above. The funding source for supporting lottery retailers is paid by lottery companies.
The support level is 1.8 million VND for a period of no more than 3 months (from April to June 2020).
In addition, the Decision also supports a number of other subjects.
Specifically, people with revolutionary contributionsare receiving monthly preferential allowances (including relatives of meritorious people receiving monthly preferential allowances, war invalids receiving monthly disability allowances) in the list of beneficiaries of April 2020.
Support for poor and near-poor householdsin the list of poor and near-poor households as of December 31, 2019 of the locality.
Social protection objectscurrently receiving monthly social benefits, on the list of social benefits beneficiaries in April 2020.
People with revolutionary contributions and social protection receive support of 500,000 VND/person/month for 3 months in a one-time payment method.
Poor and near-poor households are supported with 250,000 VND/person/month for 3 months in a one-time payment method.
This decision also sets out many conditions and criteria for supporting employers to borrow capital to pay wages for employees during suspension of work.
This Decision takes effect from the date of signing and promulgation. The regulations in this Decision shall be applied from April 1, 2020.
