HIGH ECONOMIC GROWTH

In the 2015 - 2020 term, Nghi Loc district's economic growth is estimated at 12.53%. In particular, industry and construction have developed rapidly, with a growth rate of 18.85%. The economic structure has shifted towards rapidly increasing the proportion of industry and construction, and reducing the proportion of agriculture, forestry and fishery.

Budget revenue in the area achieved high results, in 2019 it reached 1,850 billion VND, accounting for 13.7% of total budget revenue in the province, of which budget revenue managed by the district reached 488 billion VND, the highest revenue year ever.

By 2020, the average income is estimated to reach 47 million VND/person/year, an increase of 18.2 million VND compared to 2015; the poverty rate is expected to be only 1%.

The new rural program has been focused on and achieved remarkable results. By the end of 2019, the whole district had 22 communes meeting the standards. It is expected that by the end of 2020, 28/28 communes will have met the standards and completed the criteria for building a new rural district.

Party building work has had many positive changes and achieved important results. The leadership of the Party Committee and the administration have had many innovations and breakthroughs. The quality of activities of the Fatherland Front and political organizations has been improved.

In the 2020 - 2025 term, one of the general goals of the Nghi Loc District Party Committee is to build the district into a locality with a synchronous and gradually modern infrastructure; the material and spiritual life of the people is improved; national defense and security are maintained, the political system is strong; becoming one of the fast and comprehensive developing districts of the province.

At the meeting, the opinions of comrades in the Provincial Party Standing Committee, departments and branches of the province suggested the need to more carefully evaluate the results achieved in the 2015 - 2020 term, as well as major solutions and orientations for the district in the next term, in accordance with its role as a key economic district of the province.

Regarding this content, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son suggested that the district consider building indicators such as economic growth rate, budget revenue, average income per capita in the new term... suitable, logical, ensuring development goals.

Besides, Nghi Loc also needs to think more fully to have a suitable marine economic development strategy; focus on training human resources to serve businesses investing in industrial parks in the area. The district needs to pay attention to building, encouraging, and expanding typical factors among Catholics...

In particular, as a key economic development area of ​​the province, it is predicted that when the industrial parks are filled, they will attract a large number of workers. This is both an advantage and also puts great pressure on Nghi Loc in terms of technical and social infrastructure. Therefore, the provincial leaders requested the district to pay close attention to this issue in order to have appropriate attention, direction and investment.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung gave many comments to Nghi Loc district in evaluating the results of the past term. In particular, Nghi Loc has the second largest economic scale out of 21 districts, cities and towns in the province. However, the district needs to evaluate the quality, level of development, and contribution to the development of the province; shortcomings and limitations need to be more carefully evaluated, especially the potential and advantages of the marine economy that have not been fully exploited.

Regarding development breakthroughs in the new term, the Chairman of the Provincial People's Committee noted that if Nghi Loc wants to choose planning as a breakthrough, it is necessary to calculate the development space planning of the district in the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050 and the Southeast Economic Zone planning; at the same time, it is still necessary to prioritize breakthroughs in infrastructure.

According to the current ranking, Nghi Loc is ranked 4th out of 21 districts, cities and towns in terms of administrative reform; however, as a locality that is a key investment attraction point of the province - the Chairman of the Provincial People's Committee emphasized - the district needs to approach administrative reform in a newer and more effective way to solve problems to help investors effectively develop projects in the area.

Commenting on the draft Action Program to implement the Resolution, comrade Nguyen Duc Trung said that the district should reduce the current 25 programs and projects to about 10 programs and projects and must be linked to the allocation of resources for implementation to ensure effectiveness.

Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province Vo Thi Minh Sinh suggested that for the draft Review Report of the District Party Executive Committee, term XXVIII, term 2015 - 2020, it is necessary to evaluate more deeply and thoroughly the results of the implementation of resolutions, directives and projects issued during the term.

At the meeting, opinions also focused on analyzing and contributing to the development of the province such as: paying attention to investing in irrigation infrastructure for 7 communes in the west of the district; focusing on wastewater treatment, ensuring the environment; strengthening propaganda on legal education, on sea and island sovereignty;...

DEVELOPING INTO A SATELLITE CONNECTING VINH - CUA LO

Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized: Nghi Loc needs to firmly grasp the spirit and development perspective for the district as defined in the draft Political Report of the 19th Provincial Party Congress: "Developing Nghi Loc to become an important satellite connecting Vinh city with Cua Lo town, with developed industry, handicrafts, services, forming a commodity agricultural area, high-tech industry serving industrial and urban areas".

Based on the above thinking and orientation, the district needs to coordinate with departments and branches to calculate all the space and conditions for development so that when determining the title, building targets, tasks and solutions for the new term, it can demonstrate the fighting spirit and determination to be the key economic region of the province.

In socio-economics, the Provincial Party Secretary suggested that Nghi Loc must pay close attention to planning work, especially carefully studying the planning of Vinh City and Cua Lo Town in association with the Southern Nghe An - Northern Ha Tinh region to ensure close, synchronous, interconnected, and suitable connections between the three localities, creating a harmonious common development.

On the other hand, the district also needs to strictly manage and effectively use land, take full advantage of the sea; improve social management capacity to meet the requirements of rapid development, the great pressure that will be placed on the district and must start from now, considering this a long-term, strategic task.

"Pay attention to this so that each cadre and party member, especially cadres and party members in the political system, must improve their qualifications," the Provincial Party Secretary emphasized when referring to solutions to improve the district's social management capacity.

The head of the Provincial Party Committee also noted that the district continues to focus on ensuring security and order in the area; performing well the religious work, especially continuing to consolidate and constantly enhance the solidarity and unity between religions. The district also needs to closely coordinate with the provincial levels and sectors to control the situation and ensure national security in the area during the development process.
