The Provincial Party Standing Committee approved the Congress of Hoang Mai Town Party Committee for the 2020 - 2025 term.

STEP BY STEP AFFIRMING ONE OF THE THREE POLESPROVINCIAL GROWTH

The average economic growth rate of Hoang Mai town in the 5 years (2016 - 2020) reached 14.15%. Hoang Mai gradually affirmed its role as one of the three growth poles of the province, with economic scale ranking 3rd out of 21 districts, cities and towns.

It is expected that in 2020, the industrial and construction production value will reach 12,197 billion VND, an increase of 2.77 times; the average increase in 5 years (2016-2020) is 25.3%, contributing an average of 10-12% to the total annual industrial production value of the whole province. The total social investment capital will reach over 66,400 billion VND, of which the State budget will invest in basic construction of 1,273 billion VND.

State budget revenue in the area has grown rapidly, creating an important resource for investment in essential infrastructure of the town. As a result, the total budget revenue in 5 years is estimated at 1,506 billion VND; an average annual increase of 28.3%. It is forecasted that by 2020, state budget revenue in the area (excluding additional budget from higher levels) will reach 442.9 billion VND.

Investment attraction has achieved many positive results, attracting 40 projects, with a total registered capital of over 16 trillion VND.

Urban planning and management work has been focused on; urban beautification has initially achieved results, contributing to creating a green, clean, beautiful urban landscape, and an increasingly civilized urban appearance. It is expected that by the end of 2020, 50/58 criteria for a type III urban area will be completed.

The average added value per capita increased rapidly, expected to reach more than 58 million VND by 2020, an increase of 23.79 million VND compared to the beginning of the term; it is expected that by 2020 the poverty rate will decrease to 1.7%.

The work of Party building, building the political system and innovating the Party's leadership methods has been focused on, ensuring the comprehensive leadership of the Party Committee in all areas. National defense has been maintained; political security and social order and safety have been ensured.

In the 2020 - 2025 term, one of the common goals of the Hoang Mai Town Party Committee is to complete the criteria of a type III urban area before 2025 in a civilized and modern direction; becoming one of the fast and sustainable growth poles of the province.

At the meeting, leaders of sectors and members of the Provincial Party Standing Committee gave their opinions to the town.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Secretary of the Provincial Agencies Party Committee proposed that along with evaluating the results of the 2015-2020 term, it is necessary to comprehensively review the implementation of Resolution No. 11-NQ/TW dated September 18, 2014 of the Provincial Party Standing Committee on building and developing Hoang Mai town until 2020 and the following years; to have orientation for the coming time.

In addition, many opinions also said that Hoang Mai town needs to follow the direction of the province to calculate a suitable development strategy. That is the development orientation of Hoang Mai region associated with the South Thanh Hoa - North Nghe An region with the orientation of attracting supporting industries, processing, manufacturing and services, tourism to calculate the strategy.

According to Chairman of the Provincial People's Committee Nguyen Duc Trung, Hoang Mai needs to look at the above orientation to compare development advantages and take advantage of development opportunities with Nghi Son to build a development strategy.

On the other hand, according to the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh, Hoang Mai also needs to focus on developing the aquaculture and fishing industry because this is one of the localities with the province's largest fishing fleet.

Some opinions also said that Hoang Mai needs to set a target to strive to complete and be recognized as a type III urban area by 2025; focus on economic development associated with security and defense; the construction of development targets for economic sectors needs to be consistent, logical, and closely aligned with the general growth target; improve the quality of the political system, especially that of the grassroots cadres; identify key tasks and breakthroughs more clearly; pay attention to the rate of union members and members of mass organizations; the income target needs to be considered to double compared to the 2015 - 2020 term.

READY FOR "Pivoting" TOWN DEVELOPMENT

In conclusion, Provincial Party Secretary Thai Thanh Quy requested the Standing Committee of Hoang Mai Town Party Committee to absorb opinions to complete the Political Report to reflect the orientation for the new term and the long-term strategy of the town.

Going into specific content, the head of the Provincial Party Committee suggested that Hoang Mai town determine the theme of the new term Congress to ensure the elements, focus, but need to be more concise but demonstrate the town's determination to develop;...

The assessment of the 2015-2020 term needs to be more general, with logical and rigorous data; a deeper assessment of ideological work and urban construction; and attention should be paid to assessing the causes, especially subjective causes.

Regarding the goals and targets of the new term of the town, the Provincial Party Secretary also proposed to study and ensure synchronization, unity, and closeness between the component targets and the general targets; in addition, some other component targets need to change the way they are written from the perspective and mindset of the town's preparation.

The key tasks of the new term also need to have highlights based on selecting the most important contents; at the same time, the breakthrough is based on determining the contents of administrative reform, human resources, and infrastructure, but it is necessary to choose more specific tasks.

Regarding the development orientation of Hoang Mai town, the Provincial Party Secretary analyzed that, from the beginning of Hoang Mai town's formation, the province's viewpoint was that the town would progress together with Nghi Son.

However, up to now, based on analysis from the management perspective and from experts, researchers and scientists have begun to look back and determine a new direction for the town.

That is, Hoang Mai becomes a coastal city associated with tourism, services, trade, education, health, finance, and banking to anticipate the development of the South Thanh Hoa - North Nghe An region. And up to now, in the process of drafting the Political Report of the 19th Provincial Party Congress, this direction has also been determined for Hoang Mai. And in the long term, Hoang Mai town will be a seaport city associated with logistics, services, and logistics to serve development.

To follow this direction, the Provincial Party Secretary pointed out that it is necessary to readjust the general planning; strictly manage land, not break the planning, and at the same time, clear the land well when investors come. In particular, the Party Committee and the government must accompany investors to propagate and mobilize people to agree for common development.

Comrade Thai Thanh Quy also requested that during the development process, Hoang Mai town must ensure a green - clean - beautiful environment; pay attention to security and order; become a human resource training center to serve the development needs not only of the town but also of neighboring localities, such as Nghi Son (Thanh Hoa).

The head of the Provincial Party Committee also requested the Hoang Mai Town Party Committee to foster solidarity, unity, sincerity, and construction to join hands to develop the town; the cadres must be close to the grassroots and have a firm grasp of reality.

The Congress of Hoang Town Party Committee will take place on August 25 and 26, 2020.
