AFFIRMING THE POSITION AS ONE OF THE PROVINCE'S LEADERS

At the meeting, the delegates all acknowledged and highly appreciated the position and role of Dien Chau district in the overall development of the province. Over the years, the district has affirmed itself as one of the economic locomotives of the province.

Implementing the Resolution of the 30th District Party Congress, term 2015 - 2020, Dien Chau's economy increased by an average of 10.16%; the structure shifted in the right direction; investment attraction, business investment environment, infrastructure system, economy - society were increasingly improved.

Budget revenue (excluding land use fees) has met and exceeded estimates every year. Total budget revenue in 2020 is estimated at more than 407 billion VND, 2.2 times higher than in 2015.

The cultural and social fields have made progress, and the material and spiritual life of the people has been increasingly improved. The average income per capita by 2020 is estimated to reach 52 million VND, 1.7 times higher than in 2015. The poverty rate by the end of 2020 is expected to decrease to 0.74%.

Party building work is increasingly strengthened, the political system from district to grassroots level is increasingly consolidated and developed.

However, in order for Dien Chau to develop commensurate with its potential and position in the next term, opinions say that the political report needs to position the district's advantages in the province's general development space. These are cultural and historical traditions; human qualities; marine economy, tourism, trade, small-scale industry, craft villages; attracting investment in the area.

For example, with 25 km of coastline, the longest among the coastal localities of the province, however, the issue of marine economic development, according to assessment, Dien Chau has not yet been placed at the right level to direct the breakthrough of the 2020 - 2025 term.

The goal of maintaining the top position in Nghe An province also needs to be quantified specifically; from there, review and propose some more suitable indicators such as budget revenue, average income per capita...

Regarding the work of Party building and the political system, Dien Chau needs to make a breakthrough in political determination and political mettle; build and strengthen the political system at the grassroots level;...

Contributing to solutions for the next term of Dien Chau, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong suggested that the district pay attention to implementing land use planning and plans in conjunction with very strict management; paying special attention to the quality of annual land use.

In addition, the district needs to continue to ensure security and order in the area, the approach to problems arising at the grassroots level must be extremely drastic to solve them right from the start; create an environment, mechanisms and institutions to arouse and promote the potential of Dien Chau people.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested the district to evaluate and analyze clearly the reasons why the socio-economic targets of the 2015-2020 term have not been achieved; thereby determining the basis for setting targets for the 2020-2025 period.

In the new term, Dien Chau is setting a target of average production value growth rate lower than the 2015-2020 term. However, this target needs to be set at a more reasonable and aggressive target, worthy of being one of the top districts, with the 4th largest economy out of 21 districts, cities and towns. When adjusting the growth target, it will also affect the average income per capita target.

Regarding district-level economic indicators, the Chairman of the Provincial People's Committee requested the Department of Planning and Investment and the Statistics Department to guide localities when conducting statistics, it is necessary to show the indicators: "revenue and revenue structure", "expenditure and expenditure structure" in accordance with regulations; to see the relationship between revenue and expenditure of localities.

The Chairman of the Provincial People's Committee also requested Dien Chau district to clarify in the political report the content of economic restructuring associated with the shift of local labor resources and land; at the same time, it should review and select appropriate breakthroughs.

POSITIONING ADVANTAGES TO HAVE SUITABLE SOLUTIONS

Concluding this content, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged the preparation work for the 31st District Party Congress, term 2020 - 2025.

However, for the content of the political report, the most important thing is that Dien Chau needs to clearly convey the position of the district; its potential and status, in which the greatest potential is its people with over 280,000 people.

Especially, Dien Chau people are intelligent, creative, dynamic, hard-working, have far-reaching thinking, not limited to geographical space, there are many successful people in many fields.

Locating and clearly identifying the above issues will help the district find solutions to promote intelligence and experience, and have more resources for comprehensive development, first of all, completing the construction of a new rural district.

Therefore, to promote the potential, especially human resources, first of all, the district needs to continue to do a better job of training and educating self-esteem and pride in the traditions and qualities of Dien Chau people; at the same time, it is necessary to gather and attract successful Dien Chau natives in many fields in many places, in order to become a real resource for development.

On the other hand, Dien Chau has a very favorable geographical location, opening up opportunities for urban development, tourism, services, marine economy, application of science and technology, and high technology in industry and agriculture.

To do so, Dien Chau must soon implement a systematic planning; must have a very high determination and resoluteness in direction and management, create a high level of synchronization and unity in leadership, know how to listen and accept for the common good of the district's development; absolutely avoid extremism, arbitrariness, and authoritarianism; selectively attract investment in the direction of prioritizing investors with high and clean technology, contributing a large proportion to the economy; continue to effectively implement administrative reform.

Along with the advantages, the Provincial Party Secretary also pointed out the two biggest challenges that Dien Chau needs to handle well in the 2020 - 2025 term: security, order and environment.

In particular, for the issue of ensuring security and order, it is necessary to forecast and grasp the local situation; organize forces effectively, not only the police, military, border guards but also promote the entire people's force; handle situations flexibly, resolutely, quickly, promptly, and firmly. In addition, the district needs solutions to handle environmental challenges, including: marine environment, industrial waste, urban and rural areas.

Regarding the system of indicators, Dien Chau needs to consider and analyze more indicators: average income per capita, seafood exploitation output; party membership; etc. Breakthroughs also need to absorb opinions to determine more appropriate and closer.
