The Standing Committee of Nghe An Provincial Party Committee gives opinions on the draft Resolution on digital transformation

On the morning of May 28, at the regular meeting of May, the Standing Committee of the Provincial Party Committee gave opinions on the draft Resolution of the Provincial Party Executive Committee on digital transformation of Nghe An province by 2025, with a vision to 2030.

RAISING AWARENESS, THE ROLE OF LEADERS

The process of implementing and applying information technology has basically optimized operations in units, organizations, and databases within unit operations. However, digital transformation is a completely different stage; accordingly, data is shared; people, businesses, and government agencies use digital platforms to serve their operations. To implement the pillars related to digital transformation, institutions are a very important issue; accordingly, the Provincial Party Committee will issue a Resolution on this issue and an implementation plan, which is a very necessary step.

According to the draft Resolution submitted to the Provincial Party Committee Standing Committee, digital transformation aims to comprehensively implement the goals according to the Resolution of the 19th Provincial Party Congress, focusing on developing digital databases, creating a foundation for developing digital government, digital economy, digital infrastructure, towards a digital society.

Linking the digital transformation process with administrative reform to improve the quality, effectiveness and efficiency of State management and the quality of public service provision by governments at all levels; striving to always maintain a position in the group of 30 provinces and cities with high digital government index.

The Draft Resolution has established specific goals for 2025 and 2030; associated with implementation solutions related to the construction and development of important pillars: digital infrastructure, digital government, digital economy, digital society and smart cities.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee basically agreed with the contents of the draft Resolution; at the same time, they discussed and expressed their opinions related to the basis and foundation for building a number of targets set out in the resolution; choosing the priority focus for implementation in the proposed pillars as well as priority areas of digital transformation; tasks and solutions to implement the proposed goals; ensuring safety for people and businesses in cyberspace;...

In particular, many comrades in the Provincial Party Standing Committee agreed on the need to raise awareness among leaders of Party committees, authorities, agencies and units. This is a very important factor if we want to successfully implement digital transformation.

Speaking on this content, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung discussed and clarified the contents set forth by the Provincial Party Committee Standing Committee, especially related to the system of indicators and implementation resources.

Chairman of the Provincial People's Committee Nguyen Duc Trung also highly agreed on the need to promote the role of leaders in leading and directing the implementation of digital transformation. "If leaders are not determined and do not really participate in directing, it will be really difficult," the Chairman of the Provincial People's Committee stated his opinion.

Regarding the solution for digital infrastructure development, the head of Nghe An Provincial People's Committee said that the solution is to use the method of renting digital infrastructure in the conditions of large areas and limited resources. Currently, the province is using this method and it shows its effectiveness.

STATE AGENCIES MUST TAKE THE LEAD

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy emphasized the importance of concretizing the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress on digital transformation.

Based on the opinions at the meeting, the Provincial Party Secretary pointed out the directions for drafting the Resolution to submit to the Provincial Party Executive Committee.

Accordingly, the assessment of the implementation situation in recent years in the draft Resolution has not been up to par. Comrade Thai Thanh Quy noted that it is necessary to pay attention to the focus and general assessment, in which the very important content is to assess Nghe An's position in the national digital transformation process.

Regarding the viewpoint of the draft Resolution, the Provincial Party Secretary pointed out that it is necessary to pay attention to the ultimate goal of digital transformation, which is to benefit people and businesses; promote socio-economic development; improve the effectiveness of the Party's leadership, the effectiveness and efficiency of the government and the political system.

The Provincial Party Secretary also agreed with the viewpoint expressed by many members of the Provincial Party Standing Committee that Party agencies, government, the Fatherland Front and socio-political organizations must take the lead; attaching responsibility to the head.

The head of the Provincial Party Committee also requested the Party Committee of the Provincial People's Committee to pay attention to re-studying some specific goals until 2025 such as: The goal of "New generation mobile network deployed to ensure 4G, 5G coverage quality in 100% of residential areas in city centers, towns, tourist attractions and industrial parks" is still low, the scope can be expanded.

Along with that, the Provincial Party Secretary also proposed adding another target: 100% of provincial and district-level state agencies have staff trained in information technology.

Regarding the set of indicators on the digital economy, comrade Thai Thanh Quy suggested reviewing and clarifying the basis for building a number of indicators; at the same time, quantitative research on the possibility of adding more indicators: the proportion of people with electronic payment accounts, the contribution rate of the digital economy to GRDP, the proportion of the digital economy in each industry and field.

Regarding smart urban areas, the Provincial Party Secretary proposed that the Resolution should include Vinh city and the towns of Cua Lo and Hoang Mai in successfully piloting and expanding services: healthcare, education, transportation, security - order, tourism, etc.

Regarding tasks and solutions, for the group of contents on developing digital infrastructure and digital data, the head of the Provincial Party Committee requested solutions to implement regulations on sharing information via the network system between agencies and units; perfecting the digital reporting system from the provincial level to the grassroots level; building a provincial database information system to serve e-government and digital government; perfecting the development of information technology and telecommunications infrastructure in the province to remote, isolated and disadvantaged areas to serve digital transformation.

To develop human resources for digital transformation, Provincial Party Secretary Thai Thanh Quy agreed that it is necessary to have a policy to attract talented people in the field of information technology and digital transformation to serve the digital transformation process; ensure information security for people and businesses in cyberspace, the government, and the political system.

Regarding the priority areas of digital transformation, the Provincial Party Secretary proposed focusing on building digital government, activities of Party agencies, the Fatherland Front and socio-political organizations; at the same time focusing on the fields of industry and trade, tourism; security and order, traffic safety, transportation and logistics.

Also at the working session, the Standing Committee of the Provincial Party Committee listened to and commented on many other important contents such as: the draft Project to build Nghe An Provincial Political School to meet the standards according to Regulation No. 11-QD/TW, dated May 19, 2021 of the Secretariat on standard political schools; 5-year summary of the implementation of Directive No. 11-CT/TU, dated May 9, 2017 of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership on food safety issues in the new situation in Nghe An province...; listened to the report and agreed on the plan and assignment of the implementation of the work of summarizing 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020.
