ECONOMIC - SOCIETY RECOVERY AND POSITIVE DEVELOPMENT

In 2022, despite many difficulties and challenges, Nghe An's socio-economic results were very positive. It is expected that 27/28 main targets will be achieved and exceeded the set plan.

Notably, the economy recovered and developed comprehensively in all sectors and fields. The growth rate of gross regional domestic product (GRDP) is estimated at 9.05%.

The agricultural sector maintained stable growth. The industrial production index is estimated to increase by 14%. The service sector has recovered and grown strongly, with exports continuing to be a bright spot with a total turnover estimated at 2.49 billion USD, up 2.55% compared to 2021. This is the second consecutive year that export turnover has exceeded the Congress Resolution target (the target by 2025 is 1.765 billion USD).

Investment attraction results are an important highlight of this year. As of November 15, 2022, the total newly granted and increased investment capital was over 41.6 trillion VND, an increase of 50.91% over the same period in 2021. Notably, this is the first year that Nghe An is among the top 10 localities attracting the largest FDI in the country (reaching 935.22 million USD as of November 10, 2022).

The fields of culture - society, ensuring social security continue to receive attention and direction and achieve positive results. The province has basically completed a number of key tasks, major and important contents at the provincial level such as: Completing the contents submitted to the Central Steering Committee to serve the summary of 10 years of implementing Resolution No. 26 - NQ/TW of the Politburo (Resolution No. 26); completing the appraisal of the Provincial Planning for the period 2021 - 2030, vision to 2050.

National defense and security continued to be firmly consolidated, social order and safety were ensured, especially the successful organization of defense and civil defense drills in the province and 5 districts, ensuring safety and on schedule, which was highly appreciated by Military Region 4. Foreign affairs were proactively, synchronously, effectively and comprehensively deployed.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee acknowledged and agreed with the achievements of the province in 2022, and at the same time pointed out a number of shortcomings, limitations, and difficulties that need to be further focused, made more efforts, and resolved in 2023 and the 5-year period of 2021-2025 to implement the Resolution of the 19th Provincial Party Congress, term 2020-2025.

In particular, we continue to improve the investment and business environment in a more sustainable manner, best meeting the requirements of investors, including not only large investors, but also investors and small and medium enterprises.

In particular, many opinions of comrades in the Provincial Party Standing Committee believe that it is necessary to promote administrative reform strongly, achieving more substantial results, especially having solutions and directions to improve the effectiveness of staff work, the quality of public service performance of cadres at all levels, avoiding the fear of making mistakes and not daring to do things that lead to work stagnation.

Regarding the socio-economic plan for 2023 - the pivotal year of the term, the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province affirmed: Determining this is a very important year, however, the situation next year is forecast to be very difficult, especially for businesses when under pressure on interest rates, exchange rates, and inflation, so the Party Committee of the Provincial People's Committee and the Provincial People's Committee have carefully considered the targets, including setting a target of GRDP growth of 9-10%. This is a target that has a basis for implementation because next year, a number of infrastructure projects will be completed such as: North-South Expressway Project, Nghi Son - Dien Chau section; a number of large FDI projects put into production will create room for development.

The Chairman of the People's Committee of Nghe An province also said that in 2023, under the direct leadership of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Party Committee of the Provincial People's Committee will continue to lead and direct the Provincial People's Committee to carry out key tasks such as: Preparing to summarize Resolution No. 26; reviewing a number of goals and targets of the 19th Provincial Party Congress; continuing to focus on two strategic infrastructure projects: deep-water seaport and upgrading Vinh airport.

In particular, the head of the provincial People's Committee affirmed that he will continue to promote investment attraction, improve the investment and business environment; focus on resolving limitations in administrative reform, especially rectifying advisory work to create further changes, and at the same time deploy the assessment and publication of the Department, Sector and Local Competitiveness Index (DDCI).

Regarding the disbursement of public investment capital, Chairman of the Provincial People's Committee Nguyen Duc Trung frankly acknowledged that although there has never been as many directives as this year, the leaders of some sectors and localities are still lacking in determination. Therefore, in the coming time, the head of the Provincial People's Committee affirmed that he will direct this content more resolutely in conjunction with continuing to implement the policy and viewpoint that public investment must have a focus, key points, mainly focusing on key projects of the province.

STRIVE TO ACHIEVE HIGHER RESULTS IN GOALS AND TARGETS IN 2023 THAN IN 2022

Concluding this content, on behalf of the Provincial Party Committee Standing Committee, Provincial Party Secretary Thai Thanh Quy acknowledged and evaluated the achievements of the province in a difficult year like 2022. To achieve such results, first of all, the leadership, direction and operation of the Party Committee, government and Fatherland Front have created high concentration.

In particular, the head of the Provincial Party Committee assessed the management of the government agencies as being drastic, placing higher demands on all levels and sectors; assigning responsibilities quite clearly; taking advantage of the ministries, sectors, and central agencies very well, creating great motivation from the central government for the development of the province. The security and order situation is ensured, the area is peaceful, and the people are very unanimous and supportive.

However, according to the Provincial Party Secretary, there are still shortcomings and limitations such as: The province's wishes to resolve bottlenecks and bottlenecks in deep-water seaports and Vinh airport to serve as a "springboard" for further progress in the coming time are still slow to change; public investment disbursement is slow due to objective factors but also many subjective factors; budget collection still has concerns about stability, tax arrears, tax losses; there is still a delay in clarifying the management responsibilities of leaders of departments and branches in units where violations of public ethics by subordinate officials have been discovered;...

Agreeing with the groups of tasks and solutions submitted by the Party Committee of the Provincial People's Committee, Secretary of the Provincial Party Committee Thai Thanh Quy suggested that in 2023, the Party Committee of the Provincial People's Committee should pay more attention to some contents, especially the need to promote administrative reform. Accordingly, the Party Committee of the Provincial People's Committee should study and submit to the Standing Committee of the Provincial Party Committee for comments to establish a Steering Committee for administrative reform of the province, with the Secretary of the Provincial Party Committee directly as the Head of the Committee and with the participation of comrades of the Standing Committee of the Provincial Party Committee to create clearer changes.

The Provincial Party Secretary also requested to continue focusing on removing bottlenecks in deep-water seaports and airports; develop and deploy plans in conjunction with urging and reminding to resolutely disburse public investment capital; prepare well to summarize Resolution No. 26 and advise the Politburo to issue a new Resolution on Nghe An; pay attention to education, health, social security, national defense and security. The overall goal is to strive for higher results in 2023 than in 2022.
