DIFFICULTIES IN FORMING REGIONAL CENTERS

In the working program, the Provincial Party Standing Committee listened to and gave opinions on the results of implementing Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo.

According to the report of the Party Committee of the Provincial People's Committee, after more than 2 years of implementing Decision No. 827, the tasks of developing Vinh City into a center of the North Central region in various fields have been seriously implemented and achieved certain results.

The province has a policy to prioritize and concentrate resources for the development of the city. Some sectors and fields such as: Construction planning, urban development, education and training, and health have formed regional center factors.

However, due to many reasons, especially during the implementation of Decision No. 827, the Covid-19 epidemic situation was complicated, with direct and widespread impacts; resource mobilization was still difficult, so many targets were not achieved, especially economic targets.

Therefore, compared to the goal of "developing Vinh into an economic and cultural center of the North Central region by 2023", there is still a long way to go; the influence and influence of Vinh City on other provinces and cities in the region is still limited.

Speaking at the meeting, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee discussed a number of contents related to the city's tasks in implementing Decision 827.

In 2023, the final year of implementing Decision 827, Vinh City Party Secretary Phan Duc Dong proposed focusing on reviewing all areas, on that basis selecting contents that can be completed to focus on implementation; at the same time, he proposed that the Provincial Party Standing Committee issue a separate resolution on Vinh city.

Speaking at the discussion on this content, based on the analysis of the implementation context, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that Vinh city has achieved quite positive results, especially in the fields of culture and environment. On the provincial side, under the leadership of the Provincial Party Committee Standing Committee, the Party Committee of the Provincial People's Committee has focused on leading the implementation and has allocated a number of priority resources for Vinh city, especially a number of key infrastructure projects have allocated resources for Vinh - Cua Lo road, Nguyen Sy Sach road extension, Le Mao road extension...

In the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed to review the objectives in Decision 827 to focus on implementing them in order of priority; at the same time, the sectors need to decentralize to the city so that Vinh City can be more proactive. The Chairman of the Provincial People's Committee also asked the Standing Committee of the Provincial Party Committee to agree with Vinh City's proposal to consider issuing a resolution on the city.

Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee suggested that attention should be paid to solving the problem of flooding in the area through reviewing and maintaining regulating lakes and having a plan to collect water to drain to the main canal. Comrade Hoang Nghia Hieu also suggested paying attention to the urban landscape, especially the issue of trees, on the one hand, it is necessary to preserve trees on existing streets, and at the same time, choose trees typical of Vinh city on new streets.

Also at the meeting, some comrades in the Provincial Party Standing Committee and some sectors such as Education and Health gave their opinions on the upcoming tasks for the city.

BUILDING VINH CITY WITH CHARACTERISTICS

Concluding this content, Provincial Party Secretary Thai Thanh Quy analyzed and evaluated the construction of Vinh City into a center of finance, trade, tourism, science - technology, information technology, high-tech industry, healthcare, culture, sports, education and training of the North Central region.

On that basis, up to now, Vinh City has clearly affirmed itself as a financial and medical center, and basically become an educational and cultural center; other areas have not yet been achieved.

Orienting Vinh City in the coming time, the Provincial Party Secretary requested Vinh City to thoroughly work with departments and branches to research and propose to the Provincial Party Standing Committee the contents of decentralization and delegation of power to the city. This is very important because it is not only a matter of resources, but will promote dynamism and creativity in the leadership and management process of the city. Along with that, Vinh City needs to prepare well the human resources to ensure good implementation of the contents when being decentralized and delegated.

Regarding the construction of smart cities, the head of the Provincial Party Committee also requested Vinh City to have specific solutions to mobilize resources to accelerate the construction of smart cities; at the same time, coordinate with departments and branches to build software to connect databases.

Regarding the expansion of the administrative boundaries of Vinh City, the Provincial Party Secretary said that it is necessary to focus on completing the Project to submit to the National Assembly Standing Committee in early 2024 in conjunction with the second phase of the administrative boundary arrangement of the whole country; thereby, noting that the Department of Home Affairs shall take the lead in not recruiting retired officials and civil servants in Vinh City and Cua Lo to facilitate the arrangement of officials after the expansion of Vinh City.

The Provincial Party Secretary also agreed with the Provincial Party Standing Committee issuing a separate resolution on Vinh City; at the same time, he requested the Party Committee of the Provincial People's Committee to pay attention to studying the construction of a city with unique features, such as: building a city of light or with highlights of green trees; as well as some other contents...
