The Standing Committee of Nghe An Provincial Party Committee summarizes 5 years of implementing Resolution No. 07 on Nam Dan district
(Baonghean.vn) - On the morning of February 27, the Provincial Party Standing Committee held a regular meeting for February 2023. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives of leaders of Central Party Committees, members of the Provincial Party Standing Committee, departments, branches and Nam Dan district.

ECONOMIC STRUCTURAL TRANSFORMATION HAS NOT BREAKTHROUGH
At the meeting, the Provincial Party Standing Committee reviewed 5 years of implementing Resolution No. 07-NQ/TU, dated June 16, 2017 on the direction and tasks for developing Nam Dan district to 2025, with a vision to 2030.
This is a document showing the special attention of the Provincial Party Committee Standing Committee to the hometown district of President Ho Chi Minh; orienting and creating motivation to help Nam Dan district develop commensurate with the position, role and potential of the locality.

The resolution aims to build Nam Dan district into a strong and comprehensively developed district; with rapid and sustainable economic growth, cultural and social development; strong national defense and security, social order and safety are ensured; the material and spiritual life of the people is improved. Nam Dan will be a model new rural district and a national tourist center by 2025.
After 5 years of implementing Resolution No. 07-NQ/TU, the district's economy continues to grow well, the economic structure shifts in the right direction; many new models in production for high income are developed.

Industry and services are expanded; infrastructure is invested in and built more synchronously and modernly. Culture and society have changed positively, social security policies are well implemented, the poverty rate has decreased, and people's lives have improved.
National defense and security are maintained, social order and safety are ensured. Cadres, party members and people are excited, confident, active and voluntarily participate in local movements and activities, especially the movement to join hands in building advanced new rural areas, model new rural areas and civilized urban areas in the area.
Up to now, the whole district has 1 commune meeting the model new rural standards, 5 communes meeting the advanced new rural standards, with 73 OCOP products, of which 57 products have been recognized as 3-star and 4-star products.
However, the preliminary summary shows that the leadership, direction and organization of the implementation of Resolution No. 07 still have limitations: Budget revenue and annual per capita income are not high, economic growth is not fast and not sustainable, and structural transformation is in the right direction but still slow.

Not many outstanding models have been built in the construction of advanced new rural areas, model new rural areas, and civilized urban areas. Some projects, programs, and plans identified for issuance with Resolution No. 07-NQ/TU have been implemented slowly; resource mobilization still has limitations. Leadership, direction, and implementation of some tasks have at times been not resolute and not very effective.
At the meeting, the comrades in the Standing Committee and the Provincial Party Committee discussed and further evaluated the achieved results and limitations, especially pointing out the objective and subjective causes and future orientations for the district.
Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong expressed concern that many targets in Resolution 07 aimed at building Nam Dan district to develop rapidly and become a national tourist center have not been achieved.

On the other hand, on January 4, 2019, the Prime Minister issued Decision No. 17/QD-TTg approving the Pilot Project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025".
However, according to the Standing Deputy Secretary of the Provincial Party Committee, the assessment of the results achieved in the direction of building Nam Dan as a new rural district in terms of culture has not yet deeply demonstrated the unique and characteristic cultural factors, but only focused on statistics on cultural infrastructure. While the construction of Nam Dan associated with each new rural commune in terms of culture is an outstanding factor of the district, this is both a goal and a solid foundation for the district to develop in the coming time.
Comrade Nguyen Van Thong also proposed to analyze the reasons why the growth rate of per capita income is higher than the growth rate of the district; the reasons why the growth rate of tourism is low.

Speaking on this content, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung analyzed the objective and subjective causes drawn after 5 years of implementing Resolution No. 07.
It is assessed that the target set for Nam Dan district as in Resolution No. 07 is not high compared to the situation in 2017. However, the implementation process has an objective factor arising from the 3-year outbreak of Covid-19, affecting the implementation of goals and targets.
Subjectively, the Chairman of Nghe An Provincial People's Committee also frankly pointed out that on the provincial side, the leadership, direction and coordination with Nam Dan in implementing the goals and targets have not really been achieved as expected. In particular, the coordination between departments and branches with Nam Dan district is sometimes not really effective. On the other hand, Nam Dan district is also lacking in initiative in coordination with the provincial level.
According to the Chairman of the Provincial People's Committee, the implementation of the goals and targets still has some difficulties such as resources; especially the criteria for "national tourism center" and "model new rural area" are not yet available. The above reasons have led to the slow economic restructuring of the district in the past 5 years, without any breakthroughs.
Agreeing with the recommendations of Nam Dan district, including investment in some infrastructure projects, Chairman of the People's Committee Nguyen Duc Trung noted that the implementation perspective needs to be focused, with key points. The Provincial People's Committee will review, balance, and report to the Provincial Party Committee Standing Committee on this issue.
INTERNAL STRENGTH IS DECISIVE, EXTERNAL STRENGTH IS IMPORTANT
Concluding this content, Provincial Party Secretary Thai Thanh Quy assessed that the preparation work for the 5-year review of the implementation of Resolution No. 07 had been carried out methodically and seriously from the district to the Party committees and the Party Executive Committee of the Provincial People's Committee.

After 5 years of implementing Resolution No. 07 of the Provincial Party Committee Standing Committee, facing the fact that many targets have not been achieved, Provincial Party Secretary Thai Thanh Quy pointed out 3 reasons: First of all, the role of the province in paying attention to leading the implementation after the Resolution was issued was not strong enough, such as in supporting resources; directing connections between the sectors of the province and Nam Dan district, as well as supporting the district to connect with the Central Government to exploit resources. On the other hand, a number of large projects calling for investment to develop tourism and culture of TH and T&T Group have not been implemented due to problems with land procedures.
On the other hand, Nam Dan district, although making efforts, especially in consolidating and promoting the spirit of solidarity and unity; however, such efforts are not enough, but also have to make efforts in the way of doing, directing, and spreading to arouse in cadres, party members, and people to implement with high determination.
The district's connection work with the province and the Central Government to mobilize resources is not commensurate, while there is a Resolution of the Provincial Party Standing Committee, an Action Program of the Provincial People's Committee and Decision No. 17 of the Prime Minister.
On the other hand, the impact of the Covid-19 epidemic also affects the implementation of goals and targets.

Provincial Party Secretary Thai Thanh Quy emphasized that the targets and objectives of Resolution No. 07 should not be adjusted, but should be used as a target to strive for. To do so, in the coming time, Nam Dan district needs to take drastic action, connect, and closely follow up to implement; develop a plan to work with departments and branches; mobilize State resources, as well as private resources for investment and development. The province will accompany Nam Dan district to connect with the Central Government, especially to implement Decision No. 17 of the Prime Minister.
