The Standing Committee of Nghe An Provincial Party Committee agreed on the goal of building Dien Chau district into a town by 2030.

1 FOCUS, 3 ECONOMIC CORRIDORS, 1 DRIVE FOR DEVELOPMENT

The planning defines the vision of building Dien Chau to become a type III urban area by 2030; focusing resources on shifting the economic structure towards urban, industrial and service areas; gradually building Dien Chau into one of the province's major industrial - service centers; focusing on upgrading Phu Dien urban area as a connection point between the western districts with Vinh city, the Southeast economic zone and coastal districts according to the development structure model including: 1 focus, 3 economic corridors and 1 development driving force.

Specifically: 1 focus of the Dien Chau District Regional Planning is the Phu Dien urban center area, which will reach type IV urban status by 2025, become a town by 2030 and reach type III urban status.

3 economic corridors include: Marine economic corridor; Urban - service - commercial service corridor (concentrated in the East connected to National Highways 1 and 7); Ecological corridor is the area west of National Highway 1A.

And a driving force for the development of Dien Chau district is the Southeast Nghe An Economic Zone.

The plan also clearly shows the plan for: Organizing the urban and rural system until 2025, 2030, 2050; developing industry, handicrafts, and craft villages; developing agriculture; developing trade and services; developing tourism; as well as orienting the development of social infrastructure and technical infrastructure.

At the meeting, comrades in the Provincial Party Standing Committee also discussed and clarified further contents related to planning.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, stated that the difficulty Dien Chau is facing is that the North-South expressway in the East, and in the future the North-South high-speed railway will pass through the area but there is no level crossing, leading to difficulties in connecting the West and East of Dien Chau district. This is an issue raised in the implementation of the planning.

In the context of limited resources of the province, to achieve the set goal of Dien Chau becoming a type IV urban area by 2025 and becoming a town, achieving type III urban area by 2030, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung proposed that the Standing Committee of the Provincial Party Committee pay attention to and support Dien Chau to have investment resources to achieve the goal through issuing mechanisms and policies for the district.

The Chairman of the People's Committee of Nghe An province also shared his concerns when the East-West connection of Dien Chau was cut off by major national traffic routes. However, according to the head of the provincial People's Committee, in the short term, there cannot be a better planning plan, but in that context, it is necessary to organize the space well, especially in the area of ​​the intersection with the North-South expressway in the East for development. In the long term, it is necessary to reorganize the East-West connection system to overcome the limitation of being cut off by traffic routes.

BUILDING COASTAL AREAS INTO STRONG DYNAMIC AREA

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy highly appreciated the efforts of the district and the consulting team, and agreed with the Dien Chau District Regional Planning Project in the direction of: 1 focus, 3 development corridors and 1 development driving force, as well as the goal of becoming a type IV urban area by 2025 and a town by 2030.

The head of Nghe An Provincial Party Committee also noted that Dien Chau needs to pay special attention to exploiting the strengths of the coastal area to develop urban, industrial and tourism areas, becoming a strong driving force; at the same time, overcome the difficulties of being separated from the East and West by key national traffic routes such as the North-South expressway and high-speed railway, by taking advantage of the development at the intersection with the North-South expressway. In addition, National Highway 7 is also preparing to be invested in and expanded, which is also an opportunity to enhance connectivity.

Provincial Party Secretary Thai Thanh Quy said that the most important issue now is that the district must effectively organize the implementation of the Planning Project; at the same time, it is necessary to consider and calculate the issuance of mechanisms, policies, and resources of the province to create a push for Dien Chau to move forward in conjunction with the implementation of the Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Dien Chau is identified as one of the 6 urban centers in the Provincial Planning, so it must be linked to resources. Therefore, Dien Chau needs to develop a project on mechanisms, policies, and resources to report to the Party Committee of the Provincial People's Committee for consideration, and then submit it to the Standing Committee of the Provincial Party Committee for approval.

At the same time, the Provincial Party Secretary noted that the Standing Committee of Dien Chau District Party Committee needs to be proactive and focus on coordinating with relevant parties to open the North-South expressway, eastern section, through Dien Chau before September 2, 2023.

Secretary of Dien Chau District Party Committee Ha Xuan Quang affirmed that after the District Regional Planning Project is approved, leaders will be assigned to direct the implementation and deployment soon to ensure the goal.

Dien Chau district is located in the center of the East of Nghe An province, between two urban areas: Vinh city and Hoang Mai town; with a total natural area of ​​306.93km², including 1 town and 36 communes. This is also the second most populous district among 21 districts, cities and towns of Nghe An province, after Vinh city. The administrative area of ​​the district stretches from North to South with more than 25km of coastline, with mountains, forests, seas, rivers... with great potential for tourism development and marine economy and a transportation system.

Dien Chau is one of the 6 central urban areas of Nghe An province. The Southeast Nghe An Economic Zone (EZ) is one of the 2 dynamic growth areas of the province; in which Dien Chau district currently has 6 communes in the EZ and in the future it is expected to expand to include 2 more communes, Dien Loi and Minh Chau.

This is also the only district in Nghe An with 3 important economic corridors of the province passing through: Eastern coastal economic corridor connected to National Highway 1, North-South expressway, coastal road, national railway and coastal road; National Highway 7 economic corridor; National Highway 48 economic corridor.
