ESTABLISHING THE DEVELOPMENT VISION OF DO LUONG DISTRICT

The two planning projects above play a very important role in vision, strategy and construction concretization.Do Luong becomes a townaccording to the Resolution of the 19th Congress of Nghe An Provincial Party Committee, term 2020 - 2025.

Accordingly, the Do Luong district construction planning project includes the entire area within the administrative boundary of Do Luong district, including 33 administrative units; is the new economic and cultural center of Nghe An province, playing a driving role in the economic and social development of the western region of Nghe An; is the East, West, South, North traffic connection point connecting the western districts with Vinh city, Cua Lo town, Southeast Economic Zone and coastal districts of the province.

This is one of the key areas located in the National Highway 7 economic corridor with potential for developing commercial services, industry, tourism, agricultural and forestry exploitation and processing; it is an area that harmoniously develops economic, cultural, environmental and national security goals.

According to the planning, the spatial model of Do Luong district is developed with the structure of 1 center (future Do Luong town), 3 development zones (Do Luong urban area, Giang Son urban area and Thuong Son urban area) and 4 dynamic axes (QL15, QL7C, QL7 and QL48E).

The planning orientation is divided into 3 regions (Northwest, Central and Southeast) to develop space, in the direction of both connecting with the overall development of Nghe An province, and effectively exploiting the potentials of the area.

Do Luong districtoriented to develop 3 urban areas: Do Luong (including the existing Do Luong town and surrounding areas) is a type IV urban area with the function of being the administrative, cultural, scientific and technical and commercial service center of Do Luong town and the western districts of Nghe An province; Giang Son urban area is a type V urban area with the function of being an ecological urban area in the northwest of the district; Thuong Son urban area is a type V urban area with the function of being a commercial service urban area in the southeast of the district.

The Do Luong district regional planning project also mentions the orientations for rural development; industry, small-scale industry, craft villages; agriculture; trade and services; tourism; at the same time, clearly orients the land use planning of the whole district, orientations for the development of social infrastructure systems; orientations for planning technical infrastructure systems.

At the meeting, the Standing Committee of the Provincial Party Committee gave its opinion on the Master Plan for Urban Construction of Do Luong, Do Luong District, Nghe An Province (scale 1/10,000) established within the administrative boundaries of 14 communes and towns including: the existing Do Luong Town and the entire area of ​​11 communes: Boi Son, Trang Son, Dang Son, Dong Son, Nam Son, Bac Son, Yen Son, Van Son, Da Son, Lac Son, Luu Son and part of the area of ​​2 communes: Thinh Son, Hoa Son. The total planning area is 7,930 hectares. The planning period is until 2040, with a vision to 2050 (the first phase until 2030).

Do Luong urban area has the nature and function of being the political, administrative, economic, cultural - social, scientific - technical, service, industrial center of Do Luong district and surrounding areas, playing a role in promoting the socio-economic development of Do Luong district, being the core area when Do Luong district becomes a town; being the East, West, South, North traffic connection point connecting the western districts with Vinh city, Cua Lo town, Southeast Economic Zone and coastal districts of Nghe An province.

In December 2021, the Standing Committee of Nghe An Provincial Party Committee approved the policy of promulgatingProject to build Do Luong urban area to reach type IV urban areabefore 2025 and the development orientation of Do Luong district to become a town before 2030. Therefore, the construction and approval of the Do Luong urban planning project plays a very important role in realizing the above vision.

DETERMINED TO BUILD DO LUONG INTO A TOWN "ON TIME"

Speaking on the Do Luong District Construction Planning Project, he said that although Ho Chi Minh Road does not pass through Do Luong District, the planning includes Giang Son urban area adjacent to Tan Ky District - a locality where Ho Chi Minh Road passes through. Therefore, Vinh City Party Secretary Phan Duc Dong suggested that the planning should further assess the Ho Chi Minh Road economic corridor to be more comprehensive.

The Vinh City Party Secretary also commented on some contents such as the need to add more investment orientations to build logistics, transportation, distribution, and disposal centers to match one of the orientations of developing commercial and service urban areas; at the same time, synchronously connecting with the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 in some specific contents.

At the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung commented: The construction planning project of Do Luong district with the structure of 1 center, 3 sub-zones, 4 axes, and 3 urban areas is reasonable.

Appreciating the potential and advantages of Do Luong district, as this is a locality with a central location adjacent to 6 districts, with 7 national highways and 5 provincial roads passing through the area, the head of Nghe An Provincial People's Committee emphasized the district's very good potential for industrial development, in addition to the development orientation towards trade and services. Therefore, in the planning orientation for the expansion of the Southeast Economic Zone, about 2,000 hectares have been added to Do Luong district; so that Do Luong town in the future will have synchronous development in industry, trade, services and urban areas.

Regarding the Do Luong Urban Master Plan, the Chairman of the Nghe An Provincial People's Committee said: The task of making this urban plan was assigned by the Provincial People's Committee in 2017. However, due to the long implementation time, the province requested to update and re-approve the planning task to suit the implementation basis and meet the updating requirements associated with the district planning and the general requirements of the province. The Provincial People's Committee also requested to review a number of indicators according to urban planning standards and so far the consulting unit and the district have basically updated to meet the requirements.

However, the current problem is that by 2025, the goal is that 14 communes and towns in the Do Luong urban planning will become type IV urban areas; thereby ensuring the core conditions for the entire Do Luong district to become a town by 2030.

The remaining time to achieve urban type IV status is not much, so the Chairman of the Provincial People's Committee suggested that after this planning project is approved, the district focus resources to ensure the progress outlined.

Concluding this content, on behalf of the Provincial Party Standing Committee, regarding the Do Luong District Construction Planning Project, Provincial Party Secretary Thai Thanh Quy unanimously approved it; at the same time, it was noted that from the concretization of the above planning of Do Luong, it is necessary to ensure compatibility with the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 being approved, to ensure effectiveness.

The head of Nghe An Provincial Party Committee also requested Do Luong district to pay close attention to concretizing the planning to develop industry in the area along the N5 route, especially in the context that the province is determined to complete the investment in the extended N5 route in this term to connect with Ho Chi Minh road in Tan Ky district.

Along with that, in the planning, the district needs to analyze and have a longer-term vision for the influence and impact of the Ho Chi Minh route on the long-term development of the district with the orientation of becoming a regional center and possibly the center of the province in the future, from which to calculate traffic connections and large spaces for appropriate development.

Regarding the Master Plan for Urban Construction of Do Luong, Secretary of the Provincial Party Committee Thai Thanh Quy emphasized that after being approved by the Provincial People's Committee, the district must focus on implementing the plan; at the same time, review the land fund for commerce, services, and healthcare to suit investment attraction, development process, and investment needs in the area; thereby concretizing the policy in the Resolution of the Provincial Party Congress to build Do Luong into a town.
