Efforts to review, renew and issue cards promptly

On December 21, the Provincial People's Committee issued Official Dispatch No. 10152/UBND - VX on transferring the list of health insurance cards for subjects receiving state budget contributions and health insurance support in 2023. In particular, the Provincial People's Committee assigned the People's Committees of districts, cities and towns to direct and urge the Department of Labor - Invalids and Social Affairs, People's Committees of communes, wards and towns to review and make a list of proposals for issuance.Health Insurance Cardfor the group of subjects who are poor and near-poor households to transfer to the Social Insurance agency at the same level before December 27, 2022. In order to promptly renew and issue health insurance cards, and not let people's rights be affected, the officers and employees of Nam Dan District Social Insurance have worked hard to complete the renewal and issuance of health insurance cards for groups of subjects paid by the state budget as quickly and accurately as possible, in accordance with the direction of the Provincial People's Committee.

Mr. Le Thiet Hung - Director of Nam Dan District Social Insurance said: With the close attention and drastic direction of the Provincial People's Committee, the Provincial Social Insurance, especially the participation of the district Party Committee and government, along with the efforts to overcome difficulties of the officers and employees of the social insurance sector, up to this point, Nam Dan District Social Insurance has completed the extension and issuance of health insurance cards for 503 people in poor households, 3,089 people in near-poor households, ensuring smooth medical examination and treatment for people from January 1, 2023.

As for Dien Chau district, one of the localities with the highest number of health insurance cards paid by the State budget in the province, the review work has certain difficulties, but still ensures the rights of the people. Talking with Ms. Nguyen Thi Hong Nhung - Head of the Department of Labor, War Invalids and Social Affairs of Dien Chau district, it is known that: Immediately after receiving the directive document of the Provincial People's Committee on reviewing the subjects paid by the State budget, supported to pay Health Insurance, the Department of Labor, War Invalids and Social Affairs of the district has implemented. With the criteria of avoiding omissions, correct people, correct beneficiaries, the review has been completed and the list has been transferred to the District Social Insurance in accordance with regulations.

Deploy many effective solutions

In 2023, Nghe An Social Insurance will continue to extend the validity of health insurance cards in the management software and only issue cards for newly registered cases, health insurance cards with changed information, lost or damaged health insurance cards according to regulations. To ensure that participants' health insurance cards are valid from January 1, 2023, the Provincial Social Insurance has implemented many solutions such as: advising the Provincial People's Committee to issue Official Dispatch 10152/UBND-VX dated December 21, 2022 on transferring the list of health insurance cards for subjects paid by the State budget and supported health insurance premiums in 2023; Sending documents requesting employers and units managing groups of subjects participating in social insurance and health insurance to coordinate in implementation, ensuring the rights of employees and people.

For groups of participants who are paid or supported by the State budget such as poor households, near-poor households, the elderly, people with meritorious services to the revolution, veterans, social protection, people living in areas with particularly difficult socio-economic conditions, relatives of people with meritorious services to the revolution... every year, Nghe An Provincial Social Insurance and the Department of Labor - Invalids and Social Affairs of the province sign inter-sectoral documents and guidance documents on making a list, printing, and issuing Health Insurance cards. In which, clearly stipulate the responsibilities of each sector in making, appraising, checking, and reviewing the list of proposals for Health Insurance cards to ensure the principle that each participant is only issued 1 Health Insurance card, correct subject and complete information.

At the same time, the Provincial Social Insurance reported to the Provincial People's Committee on the results of receiving the list of health insurance card issuance from the People's Committees of communes, wards and towns as of December 27, 2022 so that the Provincial People's Committee can promptly direct and ensure that the renewal of health insurance cards is completed before December 31, 2022.

For health insurance participants belonging to the group of employees working in enterprises, state agencies, public service units, and socio-political organizations: The provincial Social Insurance has advised the Provincial People's Committee to issue Official Dispatch No. 8959/UBND-VX dated November 11, 2022 on strengthening the direction and urging of collection and debt collection of Social Insurance, Health Insurance, and Voluntary Insurance in 2022 in the province, clearly stating the requirements and tasks for employers.

The Provincial People's Committee requires units to pay the full amount of Social Insurance for employees to the Social Insurance Fund before December 25, 2022. Strictly implement the method of paying Social Insurance, Health Insurance, and Unemployment Insurance monthly according to regulations in the following period. The Social Insurance Agency also deploys many forms of urging units to ensure the rights of employees, especially the rights to medical examination and treatment during holidays and Tet.

After December 31, 2022, if the unit does not pay the full amount of social insurance and health insurance for employees, the social insurance agency will temporarily suspend the renewal of health insurance cards for employees. Employers must reimburse all costs to employees within the scope of benefits and health insurance levels that employees have paid during the time they do not have a health insurance card according to the provisions of Clause 28, Article 1 of the Law amending and supplementing a number of articles of the Law on Health Insurance.

For educational and training institutions, the Provincial Social Insurance has assigned focal points and directed the Social Insurance of districts and towns to coordinate and guide schools to prepare and transfer application files for student health insurance cards before December 25, 2022 so that the health insurance cards are valid from January 1, 2023. In case the educational and training institution cannot prepare form D03-TS in time due to the large number of participating students, it is required to transfer money before December 31, 2022 and submit the application in January 2023 so that the health insurance cards are valid from January 1, 2023./.
