(Baonghean.vn) - At 4:00 a.m. on August 17, the eye of the storm was at about 19.8 degrees North latitude; 106.1 degrees East longitude, right on the coast of the provinces from Thai Binh to Nghe An. The strongest wind near the eye of the storm was level 8 (60-75 km/h), gusting to level 10. The range of strong winds of level 6, gusting to level 8 was about 70 km from the eye of the storm.

According to the National Center for Hydro-Meteorological Forecasting, when entering the sea area from Thai Binh to Nghe An, storm No. 4 gradually weakened.

Due to the storm's influence, in the coastal provinces from Thai Binh to Thanh Hoa, there are strong winds of level 6, gusting to level 7; in Van Ly (Nam Dinh), there are strong winds of level 7, gusting to level 8; in Sam Son, there are strong winds of level 6, gusting to level 8. In the provinces of the Southern Northern Delta, Thanh Hoa, Nghe An and Ha Tinh, there continues to be heavy to very heavy rain.

At 4:00 a.m. on August 18, the center of the low pressure area was at about 19.7 degrees North latitude; 103.3 degrees East longitude. The strongest wind in the center of the low pressure area decreased to below level 6 (below 40km/hour).

In the Gulf of Tonkin this morning, there is still storm rain, strong winds level 6-7, the area near the storm center is level 8.level 10. In Bach Long Vi island district, there are also strong winds of level 6.level 8; Co To island district has windlevel 7. Waves in the Gulf of Tonkin are 2-4m high, with rough seas; waves in the sea areas from Hai Phong to Nghe An are 2-3m high.

Due to the impact of the storm, on land in coastal areas of Thai Binh, Nam Dinh, Ninh Binh, Nghe An provinces, strong winds of level 6-7,level 8; coastal mainland areas of Thanh Hoa province have strong winds of level 7-8,level 9.Storm disaster risk level: level 3.

Warning of heavy rain, flash floods, landslides:

From August 16 to August 18, in the Northern and North Central provinces, there will be heavy to very heavy rain (rainfall of 150-250mm), with very heavy rain concentrated in the Northeast, the Northern Delta and midlands, the provinces of Son La, Hoa Binh, Thanh Hoa, Nghe An; in particular,Hoa Binh and Thanh Hoa are likely to have exceptionally heavy rain (300-400mm).. Hanoi has very heavy rain (common rainfall 150-200mm).

From today to August 18, in the North and North Central regions, there will be a flood, the flood amplitude on the Red River - Thai Binh River system, Hoang Long River from 2-4m, rivers in Thanh Hoa, Nghe An from 3-7m.
