Inconveniences surrounding the selection of temporary garbage collection points in Vinh City
(Baonghean.vn) - After eliminating 193 small garbage collection points, Vinh city needs to build temporary collection points to transfer garbage from collection vehicles to large trucks before transferring it to Nghi Yen Solid Waste Treatment Complex. However, this problem has caused many problems.
Many shortcomings
According to statistics, on average, Vinh city discharges 280 - 300 tons of garbage every day. During holidays and Tet, the amount of garbage discharged is even larger, up to 1,000 tons. Althoughwaste collection networkhas covered most residential areas of communes and wards throughout the city. Due to the characteristics of urban areas, there are narrow roads, environmental workers have to use garbage trucks to collect, then bring them to the collection point to be loaded onto trucks and transported to the centralized treatment area.
According to the process, currently, garbage collection usually takes place in the evening, and after being collected, garbage is quickly transported by specialized trucks to the treatment area. Garbage collection and transportation are also carried out at night to ensure environmental sanitation. The process is like that, but because of the large amount of garbage, while the collection points for carts have been eliminated, the city is forced to build collection points to transfer garbage from small trucks to large trucks.

According to research, after 193 small garbage collection points throughout the city were removed, the city is currently temporarily using 6 garbage transfer points; specifically: At Tung Binh Bridge (Vinh Tan Ward), at the public administrative center land (located right at the corner of Le Hong Phong Street and Le Nin Avenue), on 35m road (Hung Loc Commune), on Le Ninh Street (Quan Bau Ward), Lo Cao point (Trung Do Ward) and on 72m road (now being relocated to D3 Street in the area implementing the Hung Dong Industrial Cluster Project).
Mr. Pham Huu Thang - Head of General Administration Department, Nghe An Urban Environment and Construction Joint Stock Company said: Previously, temporary garbage collection points were often located right at the corners of three-way and four-way intersections of main roads. But later, due to the impact on the environment and people's lives, they had to be removed. That forced the city to build garbage transfer points. This is the problem that causes many problems, especially when people living around these collection points do not agree.

According to Mr. Thang, the construction of garbage transfer points is the responsibility of the city, the unit only performs the task of collecting and processing. If there are no transfer points, the collection will certainly encounter many difficulties. Because in reality, each worker is assigned to collect and clean each road. Each road like that can have many agencies, units, businesses and a large population... the amount of garbage discharged every day is very large. If after collecting, the cart is pushed out to wait for loading onto a truck and then the cart is brought back to continue cleaning, it will not be able to keep up with the schedule. However, due to the lack of uniformity in the construction of garbage transfer points, it is almost in a state of "jumping". Every time a transfer point is opened, after being protested by the people, another location must be chosen.
A few years ago, a garbage transfer point was opened right on Nguyen Viet Xuan Street near Vinh Technical Pedagogical University. However, after a short time, due to local protests, it had to be moved to a 35m road near the University of Electricity (in Hung Loc Commune). Or a temporary collection point right on the 72m road, but due to its proximity to VSIP Industrial Park, this point had to be removed and moved elsewhere.

"Collision" of interests
Regarding the story of relocating the temporary garbage collection point on the 72m road to the land next to D3 road of the Hung Dong Industrial Park Project. After the City People's Committee selected this point as a garbage collection point, the project implementation unit voiced its objection.
Specifically, on March 11, 2024, the Railway Infrastructure and Urban Development Investment Joint Stock Company (investor) issued Official Dispatch No. 20/BQLDA on suspending the construction of the garbage collection point of Nghe An Urban Environment and Construction Joint Stock Company at Hung Dong Industrial Cluster Project (Vinh City). Accordingly, after learning that the Vinh City People's Committee agreed with the proposal of Nghe An Urban Environment and Construction Joint Stock Company on the plan to change the garbage collection point in Hung Dong commune from the 72m road to the above land, the investor did not agree.

According to Mr. Dau Ngoc Cuong - Director of Project Management Board, Railway Infrastructure and Urban Development Investment Joint Stock Company, the unit only knew about the incident through another person, and by the time they arrived at the scene, the assembly point had already been completed.
“According to Official Dispatch No. 990/UBND-QLDT of Vinh City People's Committee, the City People's Committee requested Nghe An Urban Construction and Environment Joint Stock Company to coordinate with Hung Dong Commune People's Committee to work with us to agree on the minutes of temporary use of the project's land. However, although there has been no agreement, the garbage collection point has been completed on the above land, changing the current land status of the project,” said Mr. Cuong.
According to Mr. Cuong, 13 years have passed, the unit has invested hundreds of billions of VND, but due to objective reasons, the land allocation has been delayed. Currently, the unit is requesting to allocate all the land in the first phase and will continue to do the second phase of the project, so there is no vacant land to lend as a temporary garbage dump.
For a long time, the Project Management Board has had to propagate and mobilize households not to dump waste in this area, even requiring some units that illegally dump construction waste to scoop it up and dump it in the right place. In the project to build an industrial park, there cannot be a garbage dump that pollutes the environment and surrounding landscape.

The Hung Dong Industrial Cluster Project was approved by the Nghe An Provincial People's Committee in Decision No. 3437/QD.UBND-CN, dated October 4, 2005, approving the Detailed Planning Project of the Small Industrial Park in Hung Dong Commune (Vinh City). The planning area of this project is 39.5 hectares, in the area west of the North-South railway and south of Dang Thai Mai Street, in Hung Dong Commune.
On May 18, 2007, Nghe An Provincial People's Committee issued Decision 1739/QD.UBND-CN approving the investment project to build technical infrastructure for Hung Dong Small Industrial Park. Phase 1 of this project covers an area of 27.51 hectares, with a total investment of 69 billion VND. Initially, this project was invested by Vinh City People's Committee, however, the project was later transferred to Vietnam Machinery Installation Corporation - Lilama. From 2010 to present, the project has been transferred to Railway Infrastructure and Urban Development Investment Joint Stock Company. From the initial total investment of 69 billion VND, this project has increased its total investment to 253,601 billion VND. To implement this project, the Provincial People's Committee and Vinh City People's Committee issued two decisions to reclaim more than 28.1 hectares of agricultural land from 184 households in three hamlets of Yen Khang, Yen Xa, Yen Vinh (Hung Dong commune), with a total amount of nearly 69 billion VND. However, due to delays in site clearance, the investor has not yet been given all the land to carry out the next steps.
Regarding the issue of relocating the temporary garbage collection point to the above-mentioned D3 road, Mr. Pham Huu Thang also said that Nghe An Urban Environment and Construction Joint Stock Company committed that when the investor starts construction and requests to remove this collection point, the unit will return the site and will not require compensation for any assets. At the same time, it committed to cleaning the transfer point every day and using it for the right purpose; directing workers to collect garbage on time, not letting garbage fall, or leachate spill along the road...
Faced with the situation where garbage transfer points have to be moved every few years, affecting collection, Mr. Thang also expressed his hope that Vinh City will soon come up with a fundamental, long-term solution. In particular, it is necessary to arrange land outside residential areas to plan and build stable collection points, because the time for garbage collection before being loaded onto trucks usually only lasts 3-4 hours, so there is no need for a large area (only about 500m2). This not only helps to limit garbage congestion, but also ensures environmental sanitation, contributing to building Vinh City more and more civilized and clean.
