Lieutenant Colonel Kieu Van Vuong, Deputy Chief of Thanh Khe District Police (Da Nang) said that Tran Quoc Thinh (born in 1993, residing in Nam Tra My district, Quang Nam province) has just been arrested for "fraudulent appropriation of property".

Initial investigation showed that in June 2016, Thinh went online and discovered a group of people advertising that they could forge government documents and papers, so he proactively contacted them to carry out his dark intentions.

Going online, Thinh saw that someone in Hoa Tho Dong ward (Cam Le district) had a plot of land for sale with full information. Thinh downloaded this image and sent it to a group of people (unknown background) to negotiate to fake a Land Use Rights Certificate (also known as Red Book) of this plot of land under the name of Tran Quoc Thinh for 10 million VND.

When he had a fake "red book" that looked real, in November 2016, Thinh told Mr. Truong H. and Ms. Nguyen Thi YN (both living in Thanh Khe district) that the above plot of land belonged to him and he needed money urgently so he sold it.

The buyer thought it was real, so both parties went to the notary office on Nguyen Van Linh Street (Da Nang) to make a notarized contract to transfer land use rights worth 330 million VND. The notary office was also fooled by their sophisticated scanning.

After receiving the full amount, Thinh used it to pay off his debt and spend it all on personal expenses. In February 2017, Mr. H. and his wife sent documents to the Cam Le District Land Registration Office to register the transfer of ownership, but discovered that the red book in the name of Tran Quoc Thinh was fake, so they transferred the documents to the Cam Le District Police for investigation.

Realizing that the case had signs of "fraudulent appropriation of property" and occurred in Thanh Khe district, Cam Le district police transferred it to the Thanh Khe district police investigation agency for handling according to regulations.

According to Lieutenant Colonel Kieu Van Vuong, Deputy Chief of Thanh Khe District Police, this is a new scam that has appeared in real estate transactions. Be very careful to avoid falling into an unjust trap./.
