Four suspects detained for profiting from fuel subsidies for offshore fishing vessels

These subjects opened the seal of the long-range positioning device and sent it to fishing boats going offshore so that these boats could reach the area with coordinates specified by the State to receive fuel money support.

Regarding the false declaration of offshore fishing tripsTo take advantage of the State's fuel subsidy, on November 13, the Investigation Police Agency of Quang Nam Province Police prosecuted 20 defendants for fraud and property appropriation, of which 4 defendants were temporarily detained for 4 months.

The subjects temporarily detained include: Nguyen Van A (born in 1977, residing in Hoi Son village, Duy Nghia commune, Duy Xuyen, Quang Nam); Tran Van Uoc (born in 1991, residing in Tra Dong village, Duy Vinh commune, Duy Xuyen, Quang Nam); Nguyen Thanh Quang (born in 1980, residing in Hoi Son village, Duy Nghia commune, Duy Xuyen, Quang Nam); Pham Thi Cuc (born in 1978, residing in Tra Dong village, Duy Nghia commune, Duy Xuyen, Quang Nam). The remaining defendants were subject to preventive measures of being prohibited from leaving their place of residence.

Implementing the policy of encouraging and supporting the exploitation, aquaculture and exploitation of seafood in offshore areas according to Decision 48/2010/QD-TTg dated July 13, 2010 of the Government, since the beginning of 2019, the subjects who are ship owners (with permanent residence in Duy Vinh commune, Duy Xuyen district, Quang Nam) have not carried out offshore fishing but still sent the list of captains and crew members to the competent authorities for confirmation.

These subjects also unsealed the long-range positioning device, sent it to fishing boats going offshore to the area with coordinates prescribed by the State to support fuel money, then sent a message to the authorities to confirm the location of the trip, and complete the procedure to pay for fuel support. For each trip, the boat owner paid from 75 million VND to 100 million VND.

The Police Department for Investigation of Crimes of Corruption, Economy, and Smuggling (Quang Nam Provincial Police) has established a special project to fight and successfully solve the case. Initially, it was determined that the subjects caused losses to the State of more than 3 billion VND, and so far, over 2.40 billion VND has been recovered. Currently, the case is still being further investigated by the authorities.
