II. Eligibility Criteria and Conditions for Application
1. Applicants must meet the following conditions:
- Must be a Vietnamese citizen and reside in Vietnam;
- Must be 18 years of age or older, have a clean record, and be in good health to perform the duties;
- Possess professional qualifications, foreign language proficiency, and computer skills suitable for the job position being recruited for, and meet other conditions as required by the job position.
2. The following individuals are not eligible to apply.
- Loss or limitation of civil capacity, or having limited civil capacity;
- Currently under criminal investigation; serving a sentence or complying with a criminal judgment or decision of the court; currently subject to administrative measures such as compulsory rehabilitation, compulsory education, or placement in a reformatory school.

1. The application dossier includes:
- Application form according to mẫu số 01 (Form No. 01) in the Appendix issued with Government Decree No. 85/2023/NĐ-CP dated December 7, 2023, regulating the recruitment, use, and management of civil servants;
- A copy of the professional diploma;
- Certificate in basic or higher-level Information Technology applications (if available);
- Foreign language certificates as required by the position (if any): For positions requiring a university degree or higher: A foreign language certificate equivalent to level 2 (according to the 6-level Foreign Language Proficiency Framework for Vietnam);
- Certificate proving eligibility for priority consideration in civil servant recruitment (if applicable);
