Provincial Party Secretary: 'Don't be afraid to meet people, don't be afraid to dialogue with people'

On the morning of October 16, the Standing Committee of the Provincial Party Committee held an online meeting with the Standing Committees of district, city, town Party Committees and affiliated Party Committees on the implementation of tasks in the third quarter and the deployment of key tasks in the fourth quarter of 2019.

Achieving the 2019 growth target still faces many difficulties

The conference heard reports on the implementation of socio-economic development, national defense, security, Party building, and political system building tasks in the first 9 months of the year, as well as directions and tasks for the coming time.

Accordingly, the gross regional domestic product (GRDP) in the first 9 months of this year increased by 7.68%, however, this increase is lower than the same period in 2018 and compared to the growth scenario. Therefore, the growth target of 9 - 9.5% for the whole year of 2019 is still very difficult.

Nghe An continues to direct all levels and sectors to promote administrative reform, improve the quality of public services, increase support, and remove difficulties for businesses.

The tasks in the cultural and social fields continue to receive attention. National defense, security and social order and safety are ensured; inspection work and the settlement of complaints and denunciations are carried out seriously.

At the conference, leaders of some districts, cities, and town committees such as Cua Lo, Nghia Dan, Vinh City, Ky Son, etc. reported some highlights in the first 9 months of the year such as the progress of merging blocks, hamlets, and villages; preventing African swine fever; clearing land for key projects, and building new rural areas.

Localities also reported on key tasks for the last three months of the year, focusing on preparations for Party congresses at all levels; at the same time, they made recommendations and proposals to the province to direct the resolution and guidance of a number of issues in the area.

Leaders of some Party committees of the Provincial Party Committee and departments and branches discussed and evaluated some key work contents that have been implemented, and at the same time requested district, city, town Party Committees and affiliated Party Committees to focus on key contents in the fourth quarter of 2019.

Focus on performing well the tasks in the last 3 months of the year

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged the results of the district, city and town Party Committees, and emphasized the spirit of 2019 as a year of acceleration and breakthrough, so it is necessary to continue to perform well the tasks of the last 3 months of the year; review the targets of the 2015 - 2020 term, strive and make efforts to complete the district's term goals to contribute with the highest responsibility, focusing on removing difficulties, especially for new projects.

Regarding the implementation of new public investment projects to serve socio-economic development, priorities must be implemented in the following order: resolving outstanding debts, prioritizing unfinished projects, and starting new projects. “This is to avoid spreading out,” said the Provincial Party Secretary.

In addition, localities and units need to focus on implementing forest protection work well, including propaganda for the people. Functional forces, police, and border guards should study the coordination mechanism with Laos to implement it well.

This year's tax collection progress is considered good, however, some difficult areas need to be addressed. In the cultural and social fields, it is necessary to continue to care, especially for the poor; proactively grasp, grasp firmly, and have accurate forecasts on the national defense and security situation...

Prepare well for Party congresses at all levels

Regarding Party building work, district, city, town Party Committees and affiliated Party Committees need to pay attention to preparing for Party congresses at all levels, towards the 13th National Party Congress.

In 2020, besides Party congresses at all levels, there are many major events of the Party and State, so it is necessary to focus on propaganda work and launch practical and meaningful emulation movements with specific tasks and projects.

Along with that, continue to well implement Central Resolution 4 (term XI, XII) on Party building and rectification in conjunction with implementing Directive 05 and Regulations on setting examples.

The Provincial Party Committee's Inspection Commission guides and urges the district, city and town Party committees to handle issues regarding inspection, supervision and Party discipline in a neat and tight manner right now. In addition, in personnel work, it is necessary to implement transparency, openness, democracy and do good ideological work.

Regarding the arrangement of commune-level administrative units, the Department of Home Affairs needs to advise the Provincial People's Committee to implement as quickly as possible. At the district level, the initiative should be taken, and the places that are expected to merge need to plan in advance.

Regarding ideological work, public opinion is generally excited and confident in the Party's leadership. However, at this time of preparing for Party congresses at all levels, the Provincial Party Secretary noted that Party committees at all levels must manage cadres and Party members well, not to violate Party regulations such as: setting an example, controlling power, fighting against power abuse... to make the Party truly strong.

Internal affairs agencies also need to coordinate to grasp the internal political situation well. Propaganda work needs to provide timely and widespread official information for the people to grasp.

Party committees and authorities need to do a good job of building the grassroots political system, especially in relations with the people, trying to thoroughly resolve petitions, complaints and denunciations.

“Don’t be afraid to meet people, don’t be afraid to dialogue with people,” the Provincial Party Secretary noted. In addition to meeting people monthly as prescribed, commune-level units need to do a good job of dialogue with people every six months. In these conferences, in addition to leaders of block, hamlet, village and commune cadres, it is necessary to increase the invitation for people to attend.
