Provincial Party Secretary: Hung Nguyen needs to take full advantage of the surrounding area of ​​Vinh City.

(Baonghean.vn) - On the morning of December 12, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation had a working session with the Standing Committee of the Hung Nguyen District Party Committee.

Attending the meeting were comrades: Nguyen Thi Thu Huong - Member of the Provincial Party Standing Committee, Secretary of the Party Committee of the Provincial Agencies Bloc; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments and branches of the province.

Reporting to the Provincial Party Secretary and the working delegation, Hung Nguyen District Party Secretary Hoang Van Phi said that in 2016, the district's growth rate reached 8%. The economic structure shifted in a positive direction: the proportion of industry, construction and services increased; agriculture decreased.

Budget revenue in the district increased significantly, total revenue reached 715 billion VND, of which the district managed revenue reached nearly 170 billion VND. The poverty rate decreased to 4.8%. Average income per capita reached 30 million VND.

The National Target Program on New Rural Construction continues to be promoted, with an average total of 13.7 criteria per commune in the district. It is expected that in 2016, there will be 3 more communes meeting new rural standards, bringing the total number of communes meeting standards to 10/22 communes.

Hung Nguyen is also focusing on site clearance for projects such as VSIP Nghe An, traffic roads and resettlement infrastructure for the 72m Vinh - Hung Nguyen project.

The Standing Committee and Executive Committee of the Hung Nguyen District Party Committee also issued 3 resolutions and 11 programs and projects in various fields to implement the resolutions of Party congresses at all levels.

However, referring to the shortcomings and limitations of the locality, the Secretary of the Hung Nguyen District Party Committee said that production is generally small-scale, many economic models, although invested in, are difficult to replicate, and there are no branded products. On the other hand, the speed of economic restructuring is still slow, and there are no outstanding economic spearheads...

At the meeting, provincial delegates had many ideas and suggestions to help Hung Nguyen soon become a fairly developed district of the province and a district that meets new rural standards.

Director of the Department of Agriculture and Rural Development Hoang Nghia Hieu highly agrees with the direction in the district's agricultural sector, which is to increase the area of ​​high-quality rice cultivation, currently accounting for 50% of the area, and develop Sind crossbred cattle, currently accounting for 68% of the total herd.

“Although the yield of high-quality rice is not as high as that of hybrid rice, the value is 15-20% higher. Hung Nguyen's choice to increase the area of ​​high-quality rice and the total herd of Sind crossbred cattle is the right direction,” said Mr. Hoang Nghia Hieu.

With the characteristics of Hung Nguyen divided into 3 specific regions, the head of the Agriculture sector suggested that this locality pay attention to producing safe and clean vegetables for communes along the Lam River; communes in the middle such as Hung Dao, Hung Tan, Hung Tien... should follow the direction of developing farms and ranches associated with clean food production.

For the outer areas, which are communes that always face water shortages, comrade Hoang Nghia Hieu suggested that the district focus on propaganda so that people can switch from growing rice to growing commercial corn and purple sugarcane to both increase income and suit the conditions of the region.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien emphasized that Hung Nguyen has more conditions for development than other localities such as being in the vicinity of Vinh City and having many traffic routes of the city connecting to the district, on the other hand, the VSIP Nghe An project is being implemented in the area.

From that assessment, comrade Huynh Thanh Dien suggested that the locality should focus on implementing well the site clearance work for the VSIP project, the 72m Vinh - Hung Nguyen road so that the works and projects can be implemented smoothly, soon bringing efficiency to the locality and the province.

As a member of the Provincial Party Standing Committee in charge of the district, Secretary of the Provincial Party Committee of the Provincial Agencies Bloc Nguyen Thi Thu Huong assessed that the infrastructure difference between Hung Nguyen and Vinh City is still too large and suggested that the province pay attention to investment resources, especially for localities with special difficulties...

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged the achievements of Hung Nguyen in all fields, especially the District Party Committee which has been recognized by the Provincial Party Standing Committee as a Strong Party Committee for 14 consecutive years.

Regarding the tasks in the coming time, the Provincial Party Secretary emphasized that Hung Nguyen needs to pay attention to continuing to promote rapid and sustainable socio-economic development, adapting to the characteristics of the Vinh City suburbs.

Citing other localities such as Dong Nai, Binh Duong, which are the suburbs of Ho Chi Minh City, or Bac Ninh, which is the suburb of Hanoi, with high growth rates, the Provincial Party Secretary suggested that Hung Nguyen needs to study these localities to apply and carefully evaluate their advantages in order to issue a resolution on planning associated with the district's development direction and vision.

Secretary of the Provincial Party Committee Nguyen Thi Thu Huong agreed to increase investment resources for the district in infrastructure, especially for special communes with difficulties.

Going into specific areas, the Provincial Party Secretary requested the district to coordinate land acquisition for VSIP Nghe An projects and the 72m Vinh - Hung Nguyen road. “The district needs to identify these as breakthrough projects and development drivers. When VSIP comes into operation, it will attract local workers, thereby helping to shift labor from the agricultural sector. From there, there will be conditions to accumulate land to develop agriculture on a commodity scale,” comrade Nguyen Dac Vinh analyzed.

The Provincial Party Secretary also requested Hung Nguyen to continue promoting and attracting investment, prioritizing clean technology; promoting the effectiveness of craft villages, building brands associated with the consumption of agricultural products.

“The district needs to promote agricultural restructuring, increase the application of science and technology, and encourage farmers to change the structure of crops and livestock to serve the Vinh City market. However, food hygiene and safety must be ensured,” said comrade Nguyen Dac Vinh.

Regarding the construction of new rural areas, the Provincial Party Secretary also pointed out the viewpoint: Communes need to focus on key criteria such as production, education, healthcare, main roads, serving commune production well and sustainably, until ensuring financial conditions to reach the new rural finish line to avoid debt and also as a solution to restore people's health.

Provincial Party Secretary Nguyen Dac Vinh chaired the meeting and emphasized that Hung Nguyen must adapt and effectively utilize its advantages as a neighboring area of ​​Vinh City.

Regarding administrative reform, comrade Nguyen Dac Vinh emphasized that it is necessary to pay attention to building the style of civil servants serving the people, especially communal-level cadres and civil servants, so that they are truly friendly to the people. Along with that, in the work of Party building, it is necessary to do a good job of propaganda to promote innovation in thinking, and among cadres and party members, it is necessary to address stagnant, conservative, waiting, and dependent thinking.

With the viewpoint that the quality of party members is the root of the problem, the Provincial Party Secretary requested that Hung Nguyen must first do a good job in recruiting new party members, then thoroughly carry out the annual review and evaluation work. “In the coming time, the district must vigorously implement Resolution 4 of the 12th Central Committee in conjunction with Resolution 4 of the 11th Central Committee and Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Also at the meeting, the Provincial Party Secretary requested that the locality effectively implement a number of issues such as: strengthening the management of resources and environment, especially strictly managing mining; focusing on doing well the work of planning and planning management; career guidance for students... and at the same time clearly indicating specific solutions to the issues proposed by Hung Nguyen district.
