Provincial Party Secretary: Examining the team of experts to improve the quality of advice

On the morning of March 27, the Standing Committee of Nghe An Provincial Party Committee held a regular meeting in March 2019 under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation. Strengthening inspection and examination of administrative procedures and public ethics

According to the report of the Party Committee of the Provincial People's Committee, in the first quarter of 2019, the growth rate of the province's gross domestic product is estimated to increase by 7%. The State budget revenue is estimated at 3,354 billion VND, an increase of 14.5% over the same period in 2018.

As of March 15, Nghe An has granted new business registration certificates to 340 enterprises, with a total registered capital of more than VND3,392 billion; 206 more enterprises have returned to operation.

The province has newly granted investment approval and investment certificates to 22 projects with a total registered investment capital of nearly VND 5,022 billion, an increase of 12.7% in registered capital compared to the same period in 2018.

Nghe An is also a locality that has been highly appreciated by the Central Government for its results in implementing the National Target Program on New Rural Development. The Provincial People's Committee has signed a commitment to compete for 33 communes to register to meet new rural standards this year, and 6 more communes will register in the near future.

The cultural and social fields continue to have positive changes. National defense and security are firmly consolidated, social order and safety are ensured.

At the meeting, the Standing Committee of the Provincial Party Committee discussed the contents of socio-economic development, the progress of implementing a number of key infrastructure projects; the implementation of the administrative reform year; the merger of communes and towns that have not met 50% of the population and area standards.

Speaking at the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy informed about some key contents in implementing the administrative reform year.

Accordingly, the province has launched the Business Consulting Electronic Information Portal and directed very strongly to approve the Project to build the Provincial Public Administration Center.

The Chairman of the Provincial People's Committee also said that the province will strengthen the inspection and examination of administrative procedures for projects, public affairs and issues of public concern; promote propaganda on administrative reform in Nghe An newspaper and the provincial Radio and Television Station.

Focus on creating economic growth breakthroughs

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh announced some main results of the recent working session of the Politburo with the Standing Committee of Nghe An Provincial Party Committee on the preliminary review of 5 years of implementing Resolution No. 26/NQ-TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020.

Accordingly, the Politburo will issue a concluding notice to evaluate the results of 5 years of implementation, and at the same time orient the development of Nghe An in the coming time.

Referring to the socio-economic development situation in the first quarter of 2019, the Provincial Party Secretary assessed that, compared to the growth target of 9 - 9.5% this year, the first quarter growth of 7%, although still maintaining the pace compared to previous years, has not created the desired breakthrough.

Therefore, comrade Nguyen Dac Vinh noted that it is necessary to focus on solutions to achieve higher growth rates, especially in the industrial and construction sector, focusing on removing obstacles so that investment projects can soon go into production; speeding up the implementation of large, key infrastructure projects.

Besides, the budget revenue in the first 3 months of the year was better than the same period, but the rate of mobilization into the State budget through taxes in the area is still low, so the Provincial People's Committee and the Tax sector need to continue to focus on implementing tax collection well, with the spirit of "not collecting all but resolutely fighting against tax losses".

The Provincial Party Secretary also noted that relevant levels and sectors must speed up the implementation of projects towards the 130th anniversary of President Ho Chi Minh's birthday in 2020.

For the Western region, the head of the Provincial Party Committee requested the establishment of a working group led by Deputy Secretary of the Provincial Party Committee Nguyen Van Thong and a Vice Chairman of the Provincial People's Committee to work with localities to resolve a number of issues such as: early marriage, illegal migration, human trafficking, etc.

In particular, Provincial Party Secretary Nguyen Dac Vinh noted many issues related to administrative reform, including requesting the Provincial People's Committee to resolutely direct this work. Specifically, in order to resolve the work, there must be specific direction, guidance and assignment of responsibilities.

Besides, in administrative reform, continue to improve the spirit, attitude and working responsibility of the team of cadres, civil servants and public employees.

From the reality of poor quality advisory content, the Provincial Party Secretary emphasized and requestedmust pay attention to improving the quality of advice of the team of experts.Regarding solutions, Provincial Party Secretary Nguyen Dac Vinh suggested continuing to improve the quality of cadre selection; at the same time,The Provincial Party Committee's Organizing Committee and the Department of Home Affairs need to base on resolutions and regulations to advise on plans to organize quality assessments of the team of experts; if they fail to meet the standards after the second assessment, they will be removed from the civil service system.
