(Baonghean.vn) – On the morning of September 29, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the 18th Provincial Party Committee held its 4th session to listen to and give opinions on the socio-economic situation, national defense and security, and foreign affairs in the first 9 months of 2016 and tasks and solutions for the last 3 months of the year.

Also attending were comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee and representatives of the Central Propaganda Department, comrades in the Provincial Party Executive Committee.

In the first 9 months of 2016, the total product in the province (GRDP) is estimated to reach over 45,315 billion VND, up 7.05% over the same period. Of which, the agriculture, forestry and fishery sector increased by 3.67%, the industry - construction sector increased by 9.61%, and the service sector increased by 6.39% over the same period.

Despite many difficult and unfavorable conditions, the total area of ​​annual crops reached 98.95% compared to the same period, however, the output of grain food was estimated at more than 1.1 million tons, an increase of 3.45% compared to the same period. The area of ​​newly planted concentrated forests was estimated at 12,500 hectares, an increase of 0.4% compared to the same period.

As of September 16, 2016, the whole province had 3 more communes with decisions to meet new rural standards, the number of criteria of communes in the whole province reached 12.7 criteria/commune.

As of September 16, the total newly registered and adjusted investment capital for 71 projects reached over VND27,380 billion, of which 61 projects were newly registered with a total registered investment capital of over VND25,726 billion. Budget revenue in the first 9 months is estimated at over VND7,371 billion, up 22.2% over the same period.

The cultural and social sectors continued to be stable, especially the whole province created new jobs for 29,510 workers. Administrative reform continued to be directed by all levels and sectors, proactively reviewed, inspected, supervised and researched to have appropriate forms of management of cadres, civil servants and public employees. National defense, security and social order and safety were maintained.

However, some issues in the socio-cultural field are facing many difficulties and problems such as: The abuse of health insurance funds from health insurance medical examination and treatment facilities and people with health insurance cards is becoming more and more complicated, causing difficulties in the management and balancing of health insurance medical examination and treatment funds.

Regarding this issue, Director of the Department of Health Bui Dinh Long said that Nghe An has a deficit of 335 billion VND in the Health Insurance Fund. This issue, according to the head of the health sector, stems from 7 causes, of which 4 are objective causes: applying the policy of connecting health insurance examination and treatment lines, increasing service prices from March 1, 2016, the number of health insurance participants has increased, and the province's policy beneficiaries are large.

In addition, there are three subjective reasons: some medical examination and treatment units take advantage of the policy to prescribe unnecessary services and drugs; some people take advantage of it, some subjects borrow health insurance cards; and the assessment and control of the authorities are not good.

"Currently, the industry has inspected 9 public units, and is inspecting 10 non-public units," said the Director of the Department of Health.

In addition, the sudden increase in preschool students has made it difficult for many localities to ensure facilities and teachers to meet teaching and learning needs. Regarding this issue, Director of the Department of Education and Training Nguyen Thi Kim Chi said: This is a late-developing level of education, the province's child mobilization rate is low, the national average rate in kindergarten according to the Ministry of Education and Training's target is 22% but so far the province has only reached 18%; while at preschool age, it has reached 95%.

Regarding infrastructure, the province has eliminated and built 957 new classrooms; bringing the number of solid classrooms to more than 3,500; in 2015, the province mobilized 160 billion VND in resources to eliminate temporary borrowed classrooms at preschool level in 4 mountainous districts.

Regarding the staff for this level of education, in 2011, the Provincial People's Council decided to change the type and create stability for more than 5,400 preschool teachers and staff. By 2013, the Ministry of Finance and the Ministry of Home Affairs agreed to add 2,500 contract quotas for preschool workers; the sector also resolved the surplus teachers in the contract and payroll categories at primary and secondary schools to balance the preschool payroll.

In the coming time, the Director of the Department of Education and Training said that the sector will advise the Provincial Party Committee, People's Council, and People's Committee to propose mechanisms and policies suitable for the province when the Project on preschool education development for the period 2016 - 2020 of the Ministry of Education and Training is approved by the Government; at the same time, it will supplement the planning of the school network, staff, and resources in the province's education development planning, thereby proposing new policies and motivations for education in general, especially preschool education which is still facing difficulties.

Speaking at the meeting, Comrade Pham Thi Hong Toan - Editor-in-Chief of Nghe An Newspaper suggested that to overcome these problems in education and health, it is necessary to analyze statistical data more carefully to make appropriate forecasts and have long-term strategies. In addition, from a broader perspective, sectors need to promote industry linkages in building development plans to bring about maximum and overall efficiency, serving the people's needs well.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized: In the coming time, the province will focus on implementing administrative reforms in all fields, making the activities of cadres, civil servants, public employees, and the government apparatus more effective.

Especially for the district level, comrade Nguyen Xuan Duong requested that they must operate resolutely and strongly to meet the requirements and desires of people and businesses in the new situation; it is necessary to redefine the production structure in the area.

“From there, it is necessary to orient what people should do, what investors should do, what needs to be socialized; in which it is necessary to actively direct socialization in a number of areas,” the Chairman of the Provincial People's Committee pointed out.

For departments and branches, the Chairman of the Provincial People's Committee requested that they assign and give very specific instructions to implement the contents that the Party and State leaders concluded for the province; heads of departments and branches must work with ministries and branches to build a good plan for 2017, creating favorable conditions for the upcoming period.

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh assessed that despite many difficulties, the Party Committee, government and people of Nghe An have shown high determination, implementing the goals and targets set for 2016 very positively, and growing in the right direction.

Regarding the tasks in the last 3 months of the year, the Provincial Party Secretary requested to focus on completing the goals and targets of 2016, and at the same time, when building the 2017 plan, the sectors must continue to have close calculations so that the next year's targets are feasible and closely implemented.

The Provincial Party Secretary also requested that the Provincial People's Committee thoroughly implement Directive 26 of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels; and soon put the Investment Promotion and Support Center under the Provincial People's Committee into operation.
