Provincial Party Secretary meets citizens at regular September session

At the meeting, Mr. Tran Anh Tuan in Block 2, Quan Bau Ward (Vinh City) requested clarification of the contents related to the process of handling his complaints and denunciations about land rights, in which he requested clarification of why the minutes of the dialogue on January 9, 2017 between the leaders of Vinh City People's Committee and him were not provided.
Through information exchange between citizens, relevant departments and leaders of Vinh City People's Committee, Provincial Party Secretary Thai Thanh Quy requested the Provincial People's Committee to direct a review of the incident related to Mr. Tuan; in which it is necessary to work with citizens and collect relevant documents and evidence provided by citizens; thereby, there will be conclusions and specific responses to citizens.

The incident has lasted from 2017 until now, the head of the Provincial Party Committee expressed dissatisfaction with the way and method of dialogue of Vinh City People's Committee with citizens such as: The minutes of the dialogue on January 9, 2017 with Mr. Tran Anh Tuan were said to have been lost; the continuation of the results of the dialogues.
Therefore, the Provincial People's Committee needs to direct the Vinh City People's Committee to review and clarify the responsibilities of all individuals involved in the loss of documents. If necessary, request competent and professional agencies to intervene to clarify. Vinh City also needs to review the dialogue methods and procedures, and continue to dialogue with citizens clearly and specifically.

Regarding the complaint in which Ms. Nguyen Thi Lan authorized Mr. Tran Anh Tuan to complain about land rights, the Chairman of Vinh City People's Committee resolved the complaint for the first time, the Chairman of the Provincial People's Committee resolved the complaint for the second time, but Mr. Tuan did not agree and filed a lawsuit with the People's Court of Nghe An province. At the meeting, according to the leader of the People's Court of Nghe An province, the case will be brought to trial on September 15, 2020.
At the meeting, Mr. Nguyen Dac Quy in Dai Dong commune (Thanh Chuong) requested the authorities to direct Investment and Construction Joint Stock Company 24 (the Company) to resolve unemployment insurance and health insurance benefits for the collective of employees at the Company.

Accordingly, as of July 2020, the Company is participating in social insurance, health insurance, unemployment insurance, occupational accident and disease insurance for 9 employees, while 173 employees have quit their jobs, including Mr. Nguyen Dac Quy, but have not confirmed their social insurance books at the time of quitting their jobs because the unit owes money. Accordingly, the amount owed for the above types of insurance and late payment interest is more than 19.2 billion VND, of which, the late payment interest debt is more than 9.6 billion VND.
The Provincial People's Committee also issued Decision No. 84/QD-UBND, dated January 9, 2019, imposing administrative sanctions on this company for late payment of compulsory social insurance, unemployment insurance, health insurance and forcing the Company to collect the compulsory social insurance and unemployment insurance amounts and pay them to the State Treasury, but the Company has not yet done so.

After listening to the opinions of the relevant parties and concluding this content, Provincial Party Secretary Thai Thanh Quy requested the Provincial Social Insurance to review the original records of Mr. Nguyen Dac Quy and a number of individuals with related interests because according to citizens' feedback, from 2009 to March 2012, in his Social Insurance book, the insurance payment section was left blank even though it had been paid.
As for the period from March 2012 to the end of 2016 (when Mr. Nguyen Dac Quy Quy quit his job), the company has not yet paid social insurance. The head of the Provincial Party Committee said that he will request the authorities, including the police force, to clarify the responsibility not only for the 24 Investment and Construction Joint Stock Company but also for a number of other companies with long-term insurance arrears, affecting the rights of workers.

The Provincial Party Secretary requested the provincial Social Insurance sector to take measures to focus on propaganda and coordinate with press agencies to inform workers, including informing workers about whether or not their employers have paid insurance for them annually so that they can grasp the details to ensure their rights; thereby limiting and not allowing businesses to have long-term debts without workers knowing.
The provincial social insurance agency also needs to review necessary records, documents, and arguments related to businesses with long-term insurance arrears and provide them to the police agency as a basis for consideration and handling.
