Provincial Party Secretary: Building effective economic models for replication
(Baonghean.vn) - To have a highly effective agricultural development, the Provincial Party Secretary emphasized that one of the important issues is to build truly effective models to demonstrate, from which to introduce and replicate to the people.
On March 1, the Provincial Party Standing Committee listened to, commented on and approved the Project Report "Developing economic sectors, craft villages, craft villages, high-quality economic models to transform the growth model in agriculture and rural areas associated with new rural construction in Nghe An province in the period of 2017-2020".

On March 1, the Provincial Party Standing Committee met to listen to and give opinions on many important issues related to socio-economic development and Party building work. Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired the meeting. Also attending were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; Thai Thanh Quy - Alternate Member of the Party Central Committee, Chief of the Provincial Party Committee Office, and leaders of a number of departments and branches of the province. |
Currently, the province has 7 agricultural LLCs and 5 forestry companies operating under the Enterprise Law. By the end of 2016, the province had 2,906 cooperatives with 36,000 workers and 596 cooperatives with 200,000 members; 6,153 farms, of which 875 farms met the criteria set by the Ministry of Agriculture and Rural Development; 146 craft villages and about 150 craft villages. The Agriculture and Rural Development sector has also developed 278 models deployed at 4,663 locations.
However, according to the assessment, in the past time, the development of economic components, craft villages, craft villages and high-quality economic models in agriculture and rural areas still has some limitations such as: development is still in breadth, not focusing on in-depth development, there are not many typical models, the replication of effective models is still limited; there is no close connection with the process of building new rural areas; investment resources have not been prioritized, especially in capital sources for building new rural areas.
With this Project, in the period of 2017 - 2020, the province sets the target of establishing an average of 40 - 50 new cooperatives each year, including many new cooperative models; the average income of cooperative members and workers increases from 10% -20%/year; striving to develop at least 40 more farms each year according to the criteria of the Ministry of Agriculture and Rural Development.
Nghe An strives to have 160-165 craft villages by 2020, with an average of at least 5 craft villages recognized each year; at the same time, build about 30-40 craft villages. In addition, from now to 2020, build 127 new models and replicate 230 economic models; improve the operational efficiency of the rearranged agricultural and forestry LLCs.
Emphasizing that the Standing Committee of the Provincial Party Committee considers this a very important project, Secretary of the Provincial Party Committee Nguyen Dac Vinh noted that the project must achieve two goals: developing economic sectors, craft villages, villages with crafts, high-quality economic models and improving the quality of operations of economic sectors and models in rural areas.

Specifically, for the development of collective economy, Secretary Nguyen Dac Vinh affirmed that the need to link through cooperatives and cooperative groups of the people for production is necessary, therefore the requirement is to have solutions and implementation methods to build effective cooperatives and cooperative groups; thereby attracting people to participate as members.
On the other hand, in building economic models, it is important to start from the core issue of building truly effective models to demonstrate to the people. The Provincial Party Secretary requested that in the first stage, it is necessary to discover and focus on researching and building good models to develop more strongly; then introduce and replicate these models.
Regarding the development of craft villages, the Provincial Party Secretary also noted that it is necessary to select good projects; even within craft villages, it is necessary to classify them, focusing on building craft villages associated with promising economic models.
The Provincial Party Secretary affirmed that developing farms and ranches is in line with the province's policy because economic models will originate from here; therefore, the requirement is to well implement investment support mechanisms and policies to create motivation for farms and ranches to develop further.

At the meeting, the Provincial Party Standing Committee listened to, commented on and approved the Project Report on strengthening the work of ensuring security, order and safety for people, vehicles of individuals and organizations operating economic activities at sea and on islands in Nghe An province in the period of 2017-2021. The scope of the Project includes 34 coastal communes and wards in 5 coastal districts and towns and the sea area of Nghe An with a width of 24 nautical miles.
The general objective of the Project is to ensure security, order and safety for people, vehicles and constructions at sea, on islands and in maritime border areas; proactively prevent and respond to climate change, protect the marine and island environment; combine economic development with ensuring national defense and security, contributing to protecting sovereignty at sea.
The Provincial Party Standing Committee listened to and gave opinions on supplementing and amending the Working Regulations of the Provincial Party Executive Committee, the 18th Provincial Party Standing Committee, term 2015-2020; listened to and gave opinions on the Summary Report on innovation in the Party's leadership methods and building the organizational apparatus of the political system.
