Party Central Committee Secretary Phan Dinh Trac: Resolutely handle corruption cases

On the afternoon of October 9, the delegation of National Assembly deputies of the province included Mr. Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee; Moong Van Tinh - official of Que Phong District Youth Union and Ms.Nguyen Thi Thao - Doctor, Nghe An Northwest General Hospitalhad a meeting with voters at the commune cluster of Chau Phong, Chau Hoan, Dien Lam, Quy Chau district.

At the conference, the voters' suggestions were recorded, including recommendations to increase allowances for village and hamlet officials; reclaim production land from the protective forest management board to allocate land to people for production; bring electricity to remote villages; build and upgrade transport infrastructure; and repair degraded houses for people with meritorious services.
Regarding the construction of new rural areas, voters expressed many difficulties in completing 19 criteria, especially the criteria on infrastructure construction, due to the geographical characteristics of the rugged mountainous areas. Voters suggested that the Government should have preferential policies on capital, support, and accompany people in mountainous districts in building new rural areas.
Voters of Dien Lam commune expressed their joy and confidence in the results of anti-corruption work in the spirit of "no forbidden zones" of the Party in recent times.
Voters requested the Party and State to lead and direct the fight simultaneously, from the central to local levels, to prevent bureaucracy, as well as to build a strict anti-corruption law; at the same time, propose solutions to recover assets after inspections.
Voters are concerned that after the merger of communes, as planned, Chau Hoan and Dien Lam communes, Quy Chau district will face many difficulties in state management and economic development, due to low education levels and limited infrastructure.

At the conference, on behalf of the National Assembly delegation, Party Central Committee Secretary Phan Dinh Trac acknowledged and explained a number of issues of concern to voters.
Regarding the land recovery of the protective forest management board, the Party Central Committee Secretary said that this is a legitimate aspiration of voters, because people in mountainous areas mainly depend on forests for their livelihood. Recently, the Party and State have had a policy to adjust 3 types of forests including: special-use forests, protective forests, and economic forests.
Therefore, the Party Central Committee Secretary suggested that the district soon closely review and classify forests to soon allocate land for production to people; at the same time, review the land of ineffective forestry farms and many fallow lands.

Explaining voters' concerns about asset recovery after inspections and audits, the Head of the Central Internal Affairs Committee said that the rate of asset recovery from economic and corruption cases is low, but the rate of recovery after inspections is high, reaching 80-90% in some places.
Comrade Phan Dinh Trac added that the Politburo has raised the issue of asset recovery from the inspection and examination process to the investigation and handling stage.
Acknowledging voters' feedback that the anti-corruption campaign is only effective at the central level, the Party Central Committee Secretary frankly admitted that the lower levels are starting to "warm up" but not evenly.
In the coming time, the Central Government will continue to resolutely handle a series of corruption cases, organize power supervision, and build a strict anti-corruption law.
