The Politburo gives opinions on preparing for the congress of 20 Party Committees directly under the Central Committee.

The Politburo, chaired by General Secretary and President Nguyen Phu Trong, worked with the Standing Committee of the Hanoi Party Committee.

Group 1, chaired by Comrade Nguyen Xuan Phuc - Politburo member, Prime Minister, worked with the Party Committees of the provinces: Ha Giang, Nghe An, Thua Thien Hue and the Party Committee of the Central Enterprises Bloc.

Group 2, chaired by Comrade Nguyen Thi Kim Ngan - Politburo member, National Assembly Chairwoman, worked with the Party Committees of the following provinces: Binh Dinh, Hau Giang, Phu Yen, Ninh Thuan, Bac Kan, Lang Son, Hai Duong, Hung Yen, Dien Bien.

Group 3, chaired by Comrade Tran Quoc Vuong - Politburo member, Standing member of the Secretariat, worked with the Party Committees of the provinces: Bac Giang, Quang Binh, Ca Mau, Dak Lak, Tay Ninh and the Party Committee of the Central Agencies Bloc.

Attending the working sessions were representatives of the Central Party Committees, the Central Party Office and a number of central ministries and branches.

The Central Party Office said that at the working sessions, after listening to representatives of Party leaders presenting draft documents and personnel work plans for the 2020-2025 term, and comments from Central committees, ministries and branches, the Politburo and Secretariat comrades gave their opinions on 3 groups of contents:

For the draft political report of the Party Committee and the draft resolution submitted to the Party Congress, give opinions on important issues such as theme, structure; main assessment and comments; directions, goals, tasks, major solutions; basic contents of the political report included in the draft resolution, major orientations stated in the draft Political Report submitted to the 13th National Party Congress that are directly related to the Party Committees.

Regarding the draft report reviewing the leadership and direction of the Party Executive Committee, comments were mainly on the seriousness and combativeness in self-criticism and criticism of the Party Committee; on the content and methods of leadership; good experiences and new ways of leadership and direction of the Party Committee and especially the implementation of political tasks at the local level.

Regarding the Party Committee's personnel plan, give opinions on the personnel preparation process, the number of executive committees, standing committees and standards, especially the age structure, youth ratio, female ratio and re-election ratio.

The Politburo highly appreciated and commended the important and outstanding results of the Hanoi Party Committee in the 2015 - 2020 term. The Party Committee, government and people of the capital have strictly followed the leadership and direction of the Central Committee, with many creative and drastic ways, determined to implement and bring the Party's resolutions and the Resolution of the 16th Congress of the City Party Committee into life.

The city has completed and exceeded 16/16 targets of the Resolution of the 16th Congress. The economy has grown well, reaching the set target, and the quality of growth has been improved. The average gross domestic product in the 2016 - 2020 period increased by 7.39%. In 2020, the GRDP scale is estimated at 1.06 million billion VND. The average GRDP per capita is estimated at 5,420 USD, an increase of 1.5 times compared to 2015, 1.8 times higher than the national average. Attracting foreign direct investment has achieved outstanding results, reaching 25 billion USD in the 2016 - 2020 period, 3.9 times higher than the 2011 - 2015 period.

The city contributes over 16% of GDP, 18.5% of budget revenue, 20% of domestic revenue of the whole country. The cultural - social, education - training, health, science - technology continue to develop, achieving many important results. Politics - society are stable; national defense and security continue to be consolidated; foreign relations and international integration are expanded. The role, position and prestige of the capital are increasingly enhanced. The work of building the Party and the political system has new models and good practices; resolutely rearranging the organization of the political system in a streamlined direction, piloting a number of new models.

The Politburo and the Secretariat acknowledged and highly appreciated the efforts of the Party Committee of the Central Agencies, the Party Committee of the Central Enterprises and the Party Committees, authorities and people of the provinces of Ha Giang, Lang Son, Dien Bien, Bac Kan, Bac Giang, Hai Duong, Hung Yen, Nghe An, Quang Binh, Thua Thien Hue, Binh Dinh, Phu Yen, Dak Lak, Ninh Thuan, Tay Ninh, Hau Giang, Ca Mau, which have created a more comprehensive development in socio-economics, Party building and the political system, ensuring national defense, security, order and social safety. At the same time, they analyzed the lessons learned from the practice of building and developing each Party Committee in the past term.

Based on the concluding opinions of the conference chair and the opinions of the Politburo, Secretariat, Central committees, ministries, branches, and Party committees, we will continue to supplement and complete the draft documents and personnel work plan for the congress to successfully organize the Party Congress for the 2020-2025 term.
