The Politburo concluded the policy of job arrangement for disciplined officials.
On September 8, on behalf of the Politburo, Standing member of the Secretariat Vo Van Thuong signed and issued Notice No. 20 of the Politburo's Conclusion on the policy of work arrangement for cadres under the management of the Politburo and the Secretariat after being disciplined.
Accordingly, considering the proposal of the Central Organizing Committee on the policy of assigning and arranging work for cadres under the management of the Politburo and Secretariat after being disciplined (Submission No. 02-TTr/BTCTW, dated August 10, 2022), the Politburo concluded as follows:
1.The work arrangement for cadres under the management of the Politburo and the Secretariat after being disciplined aims to strictly implement Party discipline and order and the Politburo's Regulations on dismissal and resignation of cadres; promptly replace disciplined cadres with limited capacity and diminished prestige without waiting for the end of their term or appointment period; implement the motto "some in, some out, some up, some down" in cadre work; at the same time create conditions for disciplined cadres to have the opportunity to correct and overcome shortcomings, continue to strive, cultivate and train; contribute to strengthening the work of Party building and rectification, consolidating the trust of cadres, party members and people in the Party and the regime.

2.Encourage officials who have been disciplined with warnings or reprimands but have limited capacity and reduced prestige to voluntarily resign. If they do not voluntarily resign, the competent authority will consider dismissal according to regulations.
3.The arrangement of cadres after resignation or dismissal is carried out according to Party regulations, State laws and the following orientations:
3.1.If an officer voluntarily requests early retirement or resignation, the competent authority will consider the request.
3.2.If an officer wishes to continue working, the competent authority will consider and arrange as follows:
a) In case the working time is less than 5 years:
- For cadres who are members of the Party Central Committee, the Politburo will consider and arrange work appropriate to each specific case.
- Cadres in central and local agencies will be considered and assigned by competent authorities to do professional work (not leadership or management work), and will retain the civil service rank they were appointed to.
b) In case the remaining working time is 5 years or more:
- Competent authorities shall consider and arrange work according to the principles stated in Clause a above.
- After being disciplined, if an officer voluntarily resigns, the competent authority will consider each specific case based on the actual situation at the agency, unit, or locality to arrange work in a direction of reducing one level compared to the position when he/she was disciplined. After 24 months of working in the new position, if he/she overcomes all violations and shortcomings, is assessed to have excellently completed the task, and ensures the standards and conditions, the competent authority will consider planning, appointing, and recommending him/her to run for the position he/she held or equivalent.
4.The Central Organizing Committee shall guide and coordinate with the Central Inspection Committee and relevant Party committees, Party organizations, agencies and units to implement this Conclusion Notice to ensure consistency and unity; advise and submit to competent authorities for consideration and arrangement of cadres under the management of the Politburo and the Secretariat after being disciplined.
5.Party committees, party organizations, agencies and units directly under the Central Government shall base on this Conclusion Notice to specify and organize implementation in accordance with the situation, requirements and political tasks of the locality, agency and unit.
