The Politburo approved 184 personnel for the 13th Central Committee's planning.

At the online conference to review the Party building work in the first 6 months of the year and set out directions and tasks for the last 6 months of the year on the afternoon of July 1, Head of the Central Organizing Committee Pham Minh Chinh said that in the past 6 months, the entire Party building sector has completed a large amount of work with relatively good efficiency and quality.

Specifically, the projects submitted to the Central Committee, the Politburo, the Secretariat; the Party Committees and the Standing Committees of the Party Committees directly under the Central Committee were all completed. The continued implementation of the Resolution of the 4th Central Committee, the 11th and 12th terms, in conjunction with the implementation of Directive 05 and the Regulations on setting an example of the Secretariat, the Politburo and the Central Executive Committee to build a clean and strong Party, improve the leadership capacity and fighting strength of Party organizations and Party members, was carried out well.

The work of evaluating and classifying party organizations and party members is in accordance with the regulations of the Secretariat and the instructions of the Central Organizing Committee, thereby showing that the evaluation is true to the substance, the excellent rate is not more than 20%. Basically, all party organizations directly under the Central Committee conduct evaluation in this direction.

The implementation of Resolution 6 of the 12th Central Committee on streamlining the apparatus, improving the effectiveness and efficiency of operations associated with streamlining the payroll and restructuring the contingent of civil servants and public employees has been actively and synchronously deployed in both institutional perfection and implementation organization, apparatus arrangement, and stabilization of the operations of organizations in the political apparatus, especially ideological work and policy resolution.

Along with the implementation of Resolution 7 of the 12th Central Committee, Party committees and organizations at all levels have also been very active in implementing the Resolution and in arranging and re-arranging the staff according to the stages of personnel work from planning, training, fostering, arranging, re-arranging to introducing, nominating and promoting.

Mr. Pham Minh Chinh cited incomplete statistics saying that in the first 6 months of the year, the Politburo and Secretariat alone managed to adjust, supplement, promote and introduce nearly 200 candidates, and the same was true for other Party committees at all levels.

This work is carried out systematically according to the 5-step process, then assessed, evaluated, and concluded on political standards. Through this, it can be seen that the evaluation, arrangement, and use of cadres follow a strict, transparent, and democratic process.

In particular, in the process of implementing personnel work, Party committees at all levels organize the implementation of planning for the Central Executive Committee and planning for key cadres at all levels in the spirit of innovation: personnel work is truly the work of the Party, of the collective, of the leadership and the Party committee, not of individuals.

The Head of the Central Organizing Committee emphasized that implementing strictly, democratically, openly and transparently will produce products that meet requirements. Of course, during the implementation process, we must work on improving, learn from experience and gradually adjust accordingly.

According to Mr. Pham Minh Chinh, recently, the Politburo approved 184 personnel for the planning of the 13th Central Executive Committee.

"This is the basis for us to continue to perfect and prepare personnel plans for the 13th Congress. Party committees at all levels have basically completed the supplementary planning and from now until the Congress will continue to perfect and supplement the planning to do a good job of personnel work," the Head of the Central Organizing Committee emphasized.

Another new point in the first 6 months of the year is the emergence of many advanced examples, new ways of doing things, good and effective models. Along with that, the work of propagating and disseminating the Resolution, protecting the Party's ideological foundation, protecting the Party's guidelines, policies as well as the Party platform, Party organizations and Party members are getting off to a good start in preparation for the Party Congresses at all levels.

To achieve these results, Mr. Pham Minh Chinh said that there are 3 main reasons: The entire Party building organization sector has strictly followed the leadership and direction of the Central Committee, the Politburo, the Party Committees and Standing Committees of Party Committees at all levels; The efforts and striving to overcome difficulties of the cadres and civil servants of the entire Party building organization sector; The close and effective coordination of the agencies, departments and branches at the Central and local levels so that the entire Party building organization sector can complete its assigned tasks.
