The Politburo issued a new Resolution on biotechnology.
The Politburo set a goal that by 2030, our country's biotechnology will reach world-class standards in a number of important areas, becoming one of the top 10 countries in Asia in biotechnology production and smart services.
General Secretary Nguyen Phu Trong has just signed and issued Resolution 36 of the Politburo on the development and application of biotechnology to serve the country's sustainable development in the new situation.
Replace at least 50% of imported biotechnology products
Accordingly, the Politburo set out the general goal of focusing on development and striving to turn our country into a country with a developed biotechnology industry in the world, a center for smart production and services in biotechnology, and one of the leading groups in Asia.
Vietnam builds the biological industry into an important economic and technical sector, contributing positively to the country's GDP.
Regarding specific goals, the Politburo stated that by 2030, our country's biotechnology will reach world-class standards in a number of important areas, becoming one of the top 10 countries in Asia in biotechnology production and smart services; widely applied in industries and fields, contributing to rapid and sustainable socio-economic development.
Vietnam builds a biotechnology industry with high-quality human resources, strong enough facilities and finance to meet the requirements of research, development and application of biotechnology.
Along with that, the bio-industry becomes an important economic and technical sector; bio-industry enterprises increase 50% in investment scale and growth scale, replace at least 50% of imported biotechnology products; contribute 7% to GDP; ensure essential needs of society.
The Politburo also set out a vision that by 2045, Vietnam will be a country with a developed biotechnology industry in the world, a center of smart production and services; start-ups and innovations in biotechnology will be among the leading in Asia. The biotechnology industry will contribute 10-15% to GDP.
Building a model for training biotechnology human resources from general education to university
To achieve these goals, the Politburo has proposed a series of tasks and solutions. Specifically, it is to unify the perception of the development and application of biotechnology in the new situation.
Along with that, we need to continue to build and perfect laws, mechanisms and policies for the development and application of biotechnology; attract businesses, organizations and individuals to research, apply and produce biotechnology products; and ensure biosafety.
In particular, there are outstanding and suitable policies to develop and apply biotechnology, produce high-value biotechnology products in the fields of agriculture, industry, medicine, defense, security; train, discover, and use biotechnology human resources...
The Politburo also requested to focus on developing and effectively applying biotechnology in production and life; developing the biotechnology industry into an important economic and technical sector serving the cause of national construction and defense.
In particular, focusing on research and application of biotechnology in agriculture, creating plant and animal varieties that adapt to climate change, are resistant to pests and diseases, and have high productivity, quality and economic efficiency.
Promote the application of biotechnology in the medical field; focus on research and production of drugs and vaccines to meet the needs of medical examination, treatment and disease prevention and control; research on stem cell technology in the pharmaceutical industry, gene technology, production of raw materials and biological drugs, functional foods of herbal origin...
At the same time, proactively respond to terrorist situations using biological agents and biological weapons; handle chemical toxins; ensure biological security in research, production, and master technology to produce specific biotechnology products serving national defense and security, meeting the requirements of the task of protecting the Fatherland in the new situation.
In addition, the Politburo also noted the need to build human resources in biotechnology and increase investment in facilities to meet the requirements of research, development and application of biotechnology.
Specifically, research and develop a model for training biotechnology human resources from general education to university and post-graduate levels; focus on building a team of leading scientists, forming and developing prestigious research groups that reach international standards in the field of biotechnology; strengthen international cooperation in training and exporting highly qualified biotechnology human resources.
Along with that, focus on investing resources to improve the capacity to develop and apply biotechnology, in which the State budget mainly invests in improving the capacity to research and master core technology, develop biotechnology products in which Vietnam has advantages; soon put national biotechnology centers in the three regions of the North, Central and South into operation...
