According to Decree 01/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security, this Ministry no longer has a General Department level organization.

The organization of the Ministry of Public Security is built in a centralized, unified, and specialized manner in the direction of "a refined Ministry, a strong province, a comprehensive district, and a grassroots commune", as a basis for adjusting and arranging forces and streamlining the payroll; focusing on investing in units directly involved in combat, focusing on the grassroots.

Previously, the Ministry of Public Security had 6 General Departments: General Department of Security (General Department I), General Department of Police (General Department II), General Department of Politics (General Department III), General Department of Logistics and Technology (General Department IV), General Department of Intelligence (General Department V), General Department of Criminal Enforcement and Judicial Support (General Department VIII). According to Decree 01, the organizational structure of the Ministry of Public Security is not organized at the General Department level, but is streamlined into Department-level units under the Ministry.

The Department-level units of the Ministry of Public Security based on Decree 01 of the Government will include staff, political, logistics, inspection, strategic research agencies and professional units under the Ministry of Public Security.

Specifically, including: Office of the Ministry of Public Security; Department of Foreign Affairs; Department of Legislation and Judicial Administrative Reform; Department of Strategic Science and History of the Ministry of Public Security; Department of Building the Movement for the People to Protect National Security; Department of Organization and Personnel; Department of Training; Department of Party Work and Political Work; Department of Public Security Communications; Department of Financial Planning; Inspectorate; Department of Immigration Management; Department of Investigation Security; Department of Cyber ​​Security and High-Tech Crime Prevention; Office of the Investigation Police Agency; Department of Investigation Police on Social Order; Department of Investigation Police on Economic Corruption and Smuggling; Department of Investigation Police on Drugs; Department of Administrative Police on Social Order; Department of Fire Prevention and Rescue; Department of Traffic Police; Institute of Criminal Science; Department of Investigation Police on Prisons, Compulsory Education Facilities, Reform Schools; Department of Police Management of Detention and Execution of Criminal Sentences in the Community; Guard Command; Mobile Police Command; Department of Information Technology; Department of Health; The Logistics Department and a number of Departments and a number of professional units under the Ministry of Public Security.

Recently, 20 provinces and cities across the country have established Fire Prevention and Fighting Police (Fire Prevention and Fighting) units, equivalent to local police units. After a period of operation, based on the proposal of the Ministry of Public Security, these units will return to the structure of the provincial and municipal police. Accordingly, the Ministry of Public Security merged 20 Fire Prevention and Fighting Police Departments into the provincial and municipal police.

After the arrangement, the locality reduced more than 500 room-level units and nearly 1,000 team-level units./.
